The Federal Cadastral Chamber is a subordinate institution of Rosreestr. On March 5, 2020, Vyacheslav Spirenkov was appointed director of the Federal Cadastral Chamber. In this post he replaced Parviz Tukhtasunov. Previously, Spirenkov served as deputy head of Rosreestr. Since 2020, on the basis of Order of the Government of the Russian Federation dated December 6, 2020 No. 2723-r, changes have been made to the target model “Cadastral registration of land plots and real estate objects.” New indicators have been added and their target values ​​have been set for 2020 and 2021.

The target model for cadastral registration includes an indicator on the number of electronic services for state cadastral registration provided to authorities. The share of such services should be 80% by the end of 2019, and 100% by the end of 2021. Electronic interaction between government bodies of the constituent entities of the Russian Federation when receiving services helps to increase the efficiency of their activities, and is a key area for increasing the investment attractiveness of the region.

The target model “Registration of land plots and real estate objects for cadastral registration” is supplemented with an indicator characterizing the filling of the Unified State Register of Real Estate with information about the boundaries of territorial zones. The share of boundaries of territorial zones included in the Unified State Register of Real Estate, in accordance with the Target Model, should be 60% by the end of 2020, and 100% by the end of 2021 of the total number of land use and development rules established on the territory of the Russian Federation. The presence of information about territorial zones in the Unified State Register reduces the time required for approving the layout of a land plot on the cadastral plan, preparing boundary and technical plans, survey reports, and also improves the quality of documents prepared by cadastral engineers.

The target model for cadastral registration also includes indicators - the share of real estate objects and the share of territories of real estate objects included in the Unified State Register of Cultural Heritage Objects (USRKN), information about which is included in the Unified State Register of Cultural Heritage. The share is calculated from the total number of such objects included in the EGROKN on the territory of the subject. By the end of 2020, in each subject, at least 75% of cultural heritage objects and territories of such objects contained in the Unified State Register of Real Estate must be included in the Unified State Register of Real Estate. By the end of 2021, this figure should be 100%. The absence in the Unified State Register of Information about cultural heritage objects and the security zones established in relation to them does not allow for the protection of cultural heritage objects, which leads to cases of illegal involvement in civil circulation of real estate (sale or lease of land plots) located within the boundaries of the territories of cultural heritage objects. In addition, this fact reduces the level of awareness of investors purchasing land plots, which in turn can cause controversial situations.

The Cadastral Chamber is endowed with part of the functions of Rosreestr , for the completeness and timeliness of which it is responsible to it. Before talking about the functional features of the cadastral chamber in our state, we must first understand the very concept of this element of public administration. The word “cadaster” itself translated from French means “register” or “list”. Initially, back in the Middle Ages, the cadastre meant the registration of the population of a state, from which a poll tax was taken.

In the Russian state, the concept of “cadastre” is associated with land, namely its assessment and collection of land taxes. The land cadastre appeared in Russia back in the 10th century; it contained descriptions of lands taken from survey, survey and scribe books. These documents were collected as a result of land surveying, thanks to which the lengths of the boundary lines were measured, which served to divide the land.

After a couple of centuries, the functions of the cadastre in our state expanded significantly: it began to protect the rights of landowners. And after the revolution of 1917, all lands without exception were subject to cadastral registration, including water spaces that were located within the populated area (regardless of the user). In this case, registration meant an inventory of the site with all its individual characteristics - buildings, structures, etc.

Currently, the cadastral chamber is understood as a Federal government institution, which is entrusted with the functions of recording land plots intended for residence and business activities. It does not apply to commercial organizations and is engaged in the following:

  1. Produces a state cadastral inventory of not only plots of land, but also the real estate located on them.
  2. Replenishes the state cadastre register.
  3. Provides the necessary information to relevant requests that are directly related to information available in the land registry.

These powers were granted to the cadastral chambers back in 2011, so it is these institutions that assign the cadastral number, register, etc.

In 2020, regional cadastral chambers perform the following functions:

  1. They draw up the appropriate documentation necessary for a plot of land to undergo the cadastral register procedure (this includes the correct filling out of papers and their completeness).
  2. Conduct requests for information from other government agencies that are needed for record keeping.
  3. They not only register land properties, but also remove them from it, and make changes regarding the main characteristics of these objects.
  4. They provide extracts from the cadastre about the condition of the property (both for individual Russians and for government organizations).
  5. They advise everyone on cadastral registration issues.

Thus, the cadastral chamber in our state deals with all issues that relate to the boundaries of land plots, sizes, objects, owners, that is, everything that is displayed in the cadastral passport.

Cadastral activities in 2020

At the moment, there are two main registries in our state:

  • rights to real estate and transactions with it (USRP);
  • Real estate cadastre (GKN).

The rights of owners to real estate are handled by Rosreestr, and cadastral registration is handled by the cadastral chamber. And quite a lot of information is duplicated in both registers, although the documents filled out are different. Therefore, the reorganization of these services was planned back in 2014, it was understood that they would be merged into one - the Unified State Register of Real Estate or EGRN. These three years were specifically allocated to convert all available information into electronic digital form (this will greatly simplify the subsequent maintenance of all necessary documentation).
