The introduction of the passport took place in 2008. The document replaced the previously used cadastral plan, which is now included in the passport.
A document issued before March 1, 2008 still has legal force, but is not used for transactions with land plots.
The issuance of cadastral passports for plots of land is carried out by the territorial divisions of Rosreestr.
Obtaining a passport is possible only if there is data about the plot in the Register based on the completed boundary survey. The information must be up-to-date, therefore, if the address or other information changes, adjustments must first be made to the records.
Each registered plot is assigned an individual cadastral number .
Having a cadastral passport allows the owner:
- buy a plot of land and register it as ownership;
- sell the plot;
- conclude a lease agreement with registration;
- draw up a gift or inheritance agreement;
- make collateral and insurance in relation to property;
- order an assessment for drawing up a mortgage loan agreement;
- obtain permission to construct a building or structure;
- submit the document, if necessary, to authorities at any level.
The execution of this document is not affected by the legal form of the owner.
A unified passport form and the composition of information in the sections have been established.
The document is formed from several parts:
- Information about the site . Contains the location address, cadastral number, site parameters, land category, value according to cadastre data, land survey boundaries and the date of entry of information into the register. When changing the number (during a merger, division of a site, changing it), additional information about the previous version is entered.
- Site plan . The layout within the boundaries is indicated according to the declared scale. Issued only after land surveying.
- Pledge of property . The section contains information about the encumbrance of the plot in favor of a third party. The information in the section may include information about the presence of utilities on the site or whether it belongs to an environmental protection zone.
- Boundary information . The information is formed on the basis of the survey carried out. The determination of boundaries is carried out by commercial structures that have the right to conduct geodesy. Data on the coordinates of corner turning points within the territory.
Any owner or other person with a notarized power of attorney for the right to represent the interests of the owner can order data from the register.

The first issue of a cadastral passport is made when a land plot is registered during purchase, inheritance, or privatization. The registration of property rights is preceded by land surveying with the definition of the boundaries of the site, its location and turning points.
If the survey data exceeds the information on the area of the site available in the cadastre, new indicators are established in the register in an amount not exceeding 10% of the original information.
After registration, the land plot is assigned an individual number that has no analogues.
The plot number in the cadastre is:
- a unique parameter;

You can receive a passport immediately after registering the site. It is issued as part of a set of documents issued for the site, issued after registration of rights.
Availability of information about the land plot and the fact of its registration is available on the official website of Rosreestr. The request is generated by the cadastral number of the plot in the reference information section. If there is no information about a site, the data is not displayed.
Actions in case of refusal to issue a cadastral passport
Based on Law 221 F3RF, the issuance of a passport to an applicant may be refused if unacceptable information not provided for by law is provided, or if the requested information is not available in the cadastre. In case of refusal, the authorized person must notify the applicant within 5 days.
If the actions of the authorized bodies are illegal and your rights are clearly violated, then you can file a complaint with the court or other higher authorities.
You can appeal a refusal to issue a cadastral passport if:
- Violation of the terms of provision of this service.
- Unlawful refusal to issue a cadastral document.
- Demands for additional, unfounded documents.
- Not accepting documents for some unknown reason.
The complaint is considered within 15 calendar days.
List of documents required to obtain
Obtaining a cadastral passport of a previously registered plot of land is carried out by submitting an appropriate application to the territorial body of Rosreestr .
The request form is specified in Appendix 2 to the Procedure for submitting information included in the state real estate cadastre.
The application is filled out at the Rosreestr department under the supervision of an inspector.
The following are attached to the application:
- A document of title for the right to own a land plot.
- Passport proving the identity of the person making the request.
- Power of attorney of the applicant's representative (state bodies accept only notarized powers of attorney for individuals).
- Receipt for payment of state duty.
Documents are submitted in originals and copies.
The territorial body of Rosreestr does not have the right to refuse to accept an application for a passport, regardless of the contents of the applications. If any of the documents (for example, copies) are missing when submitting a package of papers, it can be submitted additionally.

- B2 – plan drawing and schematic indication of the site on a defining scale with an explanation.
- B3 – encumbrance of the allotment of land and rights, if any.

- B5 – turning points on the border of the land plot.
Registration cost
The issuance of information from Rosreestr is accompanied by the payment of a state duty . The cost of each copy is paid separately.
The payment amount excluding bank commission is:
- 200 rubles for individuals;
- 600 rubles for legal entities;
- 150 rubles when accessing the electronic service.
When certifying a signature in the case of a postal application, notary services are additionally paid.
Deadline for registration and receipt
The period established for document preparation depends on the conditions for receiving the documents.
The deadline for issuing a completed passport is:
- 5 days if data about the site is available in the register;
- 20 days in case of initial registration of a land plot;
- 20 days when making changes to the cadastre data.
The document generation period is defined in working days.
When applying in person to the territorial body of the Register, the calculation of the period begins from the day the application is submitted .
Methods for obtaining a cadastral passport
You can submit documents to obtain a cadastral passport:
- To the territorial division of Rosreestr;
- At the MFC (does not carry out independent procedures for preparing and issuing a passport, but is only authorized to transfer a package of documents to the registration authority).
Among the ways to obtain a cadastral document for land are the following:

- Via postal service (notarization of documents is required);

Reasons for refusal of registration
The basis for obtaining a cadastral passport for land is the availability of data about the site in the cadastre. Accordingly, if there is no information about the site in the cadastre, the authorized body will not be able to issue this document to the applicant. The issue is resolved by entering data into state records based on available data about the site.
A refusal to issue a license can also be obtained if there is information about the site in the cadastre.
A passport with missing sections or additional notes is issued in the following cases:
- Lack of data on any of the coordinate points of the site. In the absence of survey data, the customer will receive a passport with a note indicating the absence of information about the coordinates in the cadastre.
- Discrepancies between land registration data and the latest forced inventory carried out by government agencies.
If inconsistencies arise, it is necessary to make adjustments to the data by submitting an application to the cadastral data registration authorities. If erroneous data in land surveying is identified, you must contact a cadastral engineer.
The cadastral passport does not have a statute of limitations, but traditionally a document with a production period of no more than 5 years is used for transactions.
The procedure for changing an existing cadastral passport for land
Any change or addition to the document must be justified. You can redo a document in different cases.
For example:
- When the boundaries of the site changed.
- The applicant's information was entered incorrectly.
- If the owners have changed.
- It is necessary to change the characteristics of the land and its purpose.
- A building appeared on the site.
- For any other errors or typos.
Remember: when changing the cadastral passport, all the data that the document contains is also entered into all title papers.
In order to renew your land passport, you should follow these instructions:
- Collect documents: photocopies of your passport and title document for the property.
- Come to the BTI and write an application to change your passport.
- Ask an engineer to come to the site and conduct a survey. Many services have a waiting list for services, so it’s worth making an appointment in advance or calling a specialist directly.
- Pay the state fee.
Please note that if you divided the plot or merged the land, then you should draw up a new document for the object. In this case, it will not be possible to redo or change the passport.
