- data on individuals registered in housing;

Article 153 of the Housing Code of the Russian Federation states that a unique number is provided only to the owner of the living space or his tenant, as well as to a person participating in a housing cooperative.
Art. 155 of the Housing Code of the Russian Federation obliges payment for utility services according to the unique number value that was assigned to the apartment. Previously, other ways to implement payments were proposed.
When issuing a certificate may be refused by law?
However, the current legislation provides for conditions under which a housing and communal services employee has the right to refuse to issue a certificate. These include:
- The certificate is requested by a person who is not the owner of the premises and does not have the appropriate power of attorney;
- The documents provided were of an inappropriate type and in poor condition (the information is unreadable);
- The documents provided raise doubts about their authenticity;
- The homeowner contacts a company that does not have this information or is not located at his place of residence;
- It is prohibited to provide a certificate to this person.
If one of the above circumstances is established, the citizen must receive a refusal in writing.

What can you do to get help?

As a rule, a citizen personally comes to the housing and communal services office and asks for a certificate. Accordingly, it is almost impossible to appeal a refusal or prove a violation of one’s rights.
If the refusal is in writing, then a written request must be sent. In case of refusal or lack of response, it is possible to bring the Criminal Code to administrative liability in accordance with Art. 19.1 Code of Administrative Offenses of the Russian Federation for arbitrariness.
If the Housing and Communal Services Administration sends a written refusal, you should report this to the Prosecutor's Office. When applying, it is necessary to consistently state the essence of the conflict, the reason for the application, and the amount of debt. In this case, it will become obvious that the tenant has every reason to go to court.
