Registration of a child in kindergarten. What is needed for this?

Registration of the baby is carried out in accordance with Federal Law dated December 29, 2012 No. 273-FZ “On Education”. Based on this act, kindergartens accept children over 2 years of age for education. The basis for enrolling a child in an institution is to receive a voucher, which confirms the child’s right to study in kindergarten.

There are several ways to register for kindergarten.

Firstly, you can get a voucher by personally contacting a special commission involved in the formation of groups in preschool institutions - RONO (District Department of Public Education) or the Department of Education. Having visited these institutions, the parent has the right to choose 3 kindergartens at the place of residence, which the child will be able to approximately attend. When the necessary documents are provided, the child is entered into a single database, that is, an account is created for him and put on the waiting list.

An alternative to visiting these institutions in person is electronic registration for kindergarten. As a rule, each authority involved in the formation of groups for kindergarten has an official website for registering children. On the institution’s website, the parent will be asked to register independently. After successful registration, he will be assigned a corresponding number, which will reflect his place in the general queue.

You can register your child for kindergarten by visiting the MFC website at your place of residence.

In Moscow, parents can register their child for kindergarten using government services. To do this, you need to log in, and then select the “kindergartens” section located on the main page of the institution.

After checking the documents and checking the availability of places in the kindergarten, the committee issues a referral to a preschool institution.

Registration for a garden without registration

The Federal Law “On Education” does not contain any other basis for refusing to provide a voucher for placement in a kindergarten, other than the lack of places in an educational institution. However, getting into a kindergarten with a registration is much easier than without one. This is due to the fact that local government bodies, taking advantage of the right to independently regulate certain educational issues, include in local laws a mandatory requirement to provide a document on the permanent registration of the child at the place of residence or on registration at the place of stay, and in the absence of this document, to provide a place they refuse.

For example, in Moscow there is Order of the Department of Education No. 1310, according to which places in kindergartens are distributed only among permanently registered young children.

Required documents

In order to register a child for kindergarten, you must collect the necessary package of documents. When applying to the commission or department of education, the following documents are submitted:

  1. parent's passport;
  2. child's birth certificate;
  3. a certificate indicating a preferential right to enrollment.

After the registration has been successful and the commission has issued a referral to a preschool institution, parents should prepare two more packages of documents, one of which must be given to the head of the kindergarten, and the second to the nurse of the institution.

In order to register a child for kindergarten, the following documents are submitted:

  1. an application in the prescribed form addressed to the manager;
  2. birth certificate of the child in two copies;
  3. an agreement drawn up in two copies between the kindergarten and the parent;
  4. documents confirming the preferential right to pay for the institution’s services.

To provide medical information about the child, the following documents must be submitted:

  • child's medical record;
  • child's vaccination card;
  • medical insurance;
  • a certificate confirming that the child has no contact with infectious patients;
  • a questionnaire characterizing the psychophysical state of the child (filled out at the request of the parents).

To receive compensation payment you must prepare:

  1. statement;
  2. personal account number of one of their parents and bank details;
  3. a copy of the passport of the parent for whom this personal account is registered;
  4. copies of birth certificates of all children in the family under 18 years of age (2 copies).

Form No. 8 and Form No. 3

Since some kindergartens require mandatory submission of information indicating the registration of the child, you should know where to get Form 8 for kindergarten, or Form 3 , and what these types of documents include.

Form 8 and 3 are a certificate of registration at the place of residence and place of temporary stay. Form 8 is issued for children under 14 years of age and indicates permanent registration at the place of residence.

Form 8 is issued in the following cases:

  • birth;
  • parents purchasing a new home;
  • family moving to a new place of residence.

The certificate is valid only together with the child’s birth certificate.

Form 3 is issued if a minor stays for more than 90 days outside the place of his permanent registration, that is, it is a document confirming temporary registration.

To obtain Form 8 and Form 3, you should contact the Housing Office; district passport office; MFC or FMS department.

Does a child need temporary registration at all?

The period during which anyone can live without registration is 90 days. Further, regardless of who we are talking about, an adult or a minor child, for violation of the registration rules established by Decree of the Government of the Russian Federation of March 5, 2020 N 194 “On amendments to the Rules for registration and deregistration of citizens of the Russian Federation registration at the place of stay and at the place of residence within the Russian Federation,” the penalty is a fine. Moreover, those who did not register on time (parents or official representatives, if we are talking about children) and those on whose territory illegal immigrants live will be punished.

And if parents have chosen the illegal way of resolving the issue of their child’s admission to the desired educational institution by registering a fictitious registration, then it is important to remember that if deception and falsifications are detected with registration at the place of residence or stay, the offenders face liability, including criminal liability. Persons who provide temporary fictitious registration are also persecuted - punishment for such homeowners can be a fine of 100 to 500 thousand rubles, forced labor, or even imprisonment for up to 3 years!

Is it possible to register for kindergarten without registration?

Despite the fact that it is difficult to enroll a child in a state district kindergarten without registration, it is still possible.

There are several ways to register a child and receive a referral to kindergarten without registration and temporary registration:

  1. parents can try to register at their place of residence. In this case, the young child will be automatically linked to this address. To do this, it is necessary to obtain the consent of the property owner, collect and notarize the necessary documents and take them to the housing office;
  2. if the parents rent an apartment and have entered into a lease agreement, then you can safely submit a copy of it to the committee. A rental or rental agreement for residential premises is an actual confirmation of registration of a place of residence;
  3. Another legal way to place a child in a kindergarten is to employ the mother in this preschool institution. In this case, the child will be admitted to the preschool without fail;
  4. Many kindergartens have sponsored places for children. With additional personal co-financing of any needs of the institution, the head will be willing to meet and provide a place for the child in the group.
  5. Along with state kindergartens, private kindergartens are also gaining popularity. The child will be taken there without providing registration and temporary registration documents.

How are documents for temporary registration of a child prepared?

The procedure is quite simple, especially when it comes to children under fourteen years of age. In this case, parents fill out the necessary application and attach documents proving the child’s identity (passport for those over 14, and birth certificate for little ones). The child's citizenship is confirmed by a stamp on the back of the certificate or documents of the parents. If the child’s permanent place of residence is outside the Russian Federation, then a foreign passport will be needed for temporary registration.

Within three days, all documents will be reviewed and the child will receive a certificate of temporary registration. The timing of document verification may be increased if the citizen does not provide the entire package of required documents.

The process of temporary registration of a minor is undoubtedly simplified by the fact that the child has every right to be registered at the place of registration of his parents. Even if the housing does not belong to any of them, but there is a lease agreement, the consent of the owner of the housing and his family members is not taken into account. A similar rule applies to municipal housing. In both cases, a document is not required on the basis of which temporary registration is issued for the child; it is enough that at least one of the parents is registered at this address. The validity period of temporary registration for children, despite the fact that they are “moved in” with their parents, does not depend in any way on the validity period of the parental registration certificate; it is assigned from the moment the parents contact the migration service employees and ends automatically. But, if the parents’ registration expires, but the child’s is still valid, then the parents need to renew their temporary registration.

Kindergarten and temporary registration at the place of stay

Some features should be taken into account by parents with children who have temporary registration. Parents should remember until what date this temporary registration is valid.

According to temporary registration, a child can be registered in the kindergarten only for the time for which the registration is valid. Once the registration period has expired, his place will be given to the next person on the waiting list. Therefore, you should carefully monitor the deadline, and if it expires within a month, you must contact the property owner with a request to extend it.

For foreigners

Children of citizens of a foreign state living on the territory of the Russian Federation can apply for free primary and secondary education.

To do this, they must have a migration card and a document confirming migration registration.

Children of citizens of Belarus, Kazakhstan, Kyrgyzstan, and Armenia stay in the Russian Federation on the basis of an employment contract of their parents. For other categories of foreign citizens, it is necessary to have official employment.

To enroll in a kindergarten, foreigners will have to submit the following documents to the nearest MFC or department of education:

  1. child's birth certificate, copy;
  2. migration card;
  3. migration registration document;
  4. medical policy;
  5. medical report;
  6. parent's passport, its copy;
  7. parent’s migration card, its copy;
  8. notification of migration registration.

Private kindergartens as an alternative

If you cannot get a place for one reason or another, then you should consider the option of a private kindergarten. When choosing a garden, pay attention to its proximity to the house, the amount of payment and private features. As a rule, before concluding a contract, the managers are willing to give a tour of the institution.

Please note that registering for this type of garden is somewhat different from registering for a government agency. As a rule, the following list of documents is required for registration:

  1. a copy of the birth certificate;
  2. a copy of the parent's passport.

The main document that regulates the relationship with the kindergarten is the contract. Remember that in addition to standard rights and responsibilities, a parent can include clauses about the child’s special needs, for example, indicate a clause about foods to which the child is allergic.

So, registering a child for kindergarten is more than a serious procedure. However, you should not be afraid of her. It is enough to take into account all the above recommendations and not put off registration, and then registering your child for preschool will not seem difficult at all.

Is temporary registration required for schools and kindergartens, when and for what?

Is temporary registration of a child suitable for kindergarten?
Regulatory acts of child care institutions and Federal laws require the provision of places for children living in the assigned territory. It does not matter whether the child’s registration is permanent or temporary. Any document confirming registration in a given area gives him the right to be included in the “A” list, which means to be enrolled in the kindergarten in the first place.

If parents rent housing in the area where the kindergarten is located, they need to register their child temporarily for kindergarten. How to temporarily register a child for kindergarten?

It can be carried out by agreement with the owner, on the basis of a notarized apartment rental agreement.

The parent issues temporary registration for himself. And based on it, he receives registration for the child. A certificate of temporary registration of a minor is presented when enrolling in a kindergarten.

If it is not possible to register a rental property, you can use the services of intermediaries. Currently, there are many organizations providing temporary registration services.

Such companies negotiate with the owners of residential premises, who, for a certain fee, agree to allow strangers to register in their apartments.

Contact only trusted organizations that provide registration services. There is a risk of purchasing a “fake” Certificate of Registration and, instead of solving problems, purchasing new ones.

Most parents seek to enroll their child in a kindergarten or school that is closest to their place of residence or work. Due to workload, first of all, children who have temporary or permanent registration in the area where the educational organization is located are admitted there.

In accordance with the Federal Law “On Education in the Russian Federation” and Order of the Ministry of Education and Science of the Russian Federation No. 293, one of the requirements for priority admission to a preschool institution is registration at the location of the institution. Whether it is temporary or permanent does not matter.

Each preschool institution is assigned a certain residential area, and preschoolers living there have the right to enter kindergarten first.

The same applies to schools. Order No. 32 of the Ministry of Education and Science of the Russian Federation approved the priority order for the enrollment in schools of children registered in the adjacent territory. Those who do not have temporary registration in the region where the educational institution is located can apply for enrollment in the second place.

It is allowed to submit documents confirming registration to the preschool institution in rented housing.

Registration for kindergarten: is it necessary and how to make temporary registration for admission?

Registration of temporary registration for a child under 14 years of age includes the following conditions:

  • Availability of real estate for registration.
  • Registration at the place of residence of the legal representative, because a child under 14 years of age can live and be registered only with his parents/parent or other legal representative.
  • If the child is registered in his own apartment, or one of the parents is registered at the place of registration, then consent from the owner is not required.

It is also possible to carry out temporary registration in an apartment without parents, but only for those who have reached the age of 14. In this case, additional conditions will need to be met:

  • One of the conditions is the presence of one of the legal representatives during the procedure.
  • If the apartment has several owners, it is required to obtain consent from everyone and ensure their presence during the registration procedure itself.
  • If the homeowner is unable to be present during registration, it is necessary to obtain a power of attorney for the right to represent his interests to a third party.

It is possible to carry out registration in the apartment of a close relative, the relationship with whom must be confirmed with appropriate documents.

Registration in the living space of an outsider is possible only with the onset of full legal capacity of the teenager.

To register a child temporarily, parents can use the following services:

  • branches of the migration service in the region of temporary residence;
  • multifunctional center;
  • passport office;
  • State Services website.

You must come to the registration authority with the owner of the property and have a list of necessary documents with you.

Using the State Services website makes it possible to submit an application remotely. For this:

  1. First of all, registration on this site is required.
  2. After this, the user will have access to the temporary registration service.
  3. Next, the appropriate form is filled out and the necessary documents are sent electronically.
  4. The completed registration certificate must be picked up at the migration service office within three days.
