What is the difference between the Unified State Register and the Unified State Register?

What is a USRN extract and why is it needed?

You can receive an extract from the Unified State Register of Real Estate in two formats: electronic and paper. This document contains all the information about the property and its owner, namely:

  • Characteristics of the property: address, area, number of floors, year of construction, etc.
  • Information about homeowners.
  • Cadastral number.
  • Property value.
  • Information about the transfer of property from one person to another (how many times it was sold).
  • Restrictions and encumbrances placed on real estate.
  • Rights of claim from the court.
  • Date of the statement request, its originating number and stamp.

The information provided in the extract is reliable. Even if new information is entered into the document, the old data will be retained in any case.

Why is there no information about the previous owners in the extract? Note! The USRN database only contains information on registration actions since January 31, 1998. If you need information about the owners before January 31, 1998, contact the BTI (Bureau of Technical Inventory).

There are several other reasons why the information is not in the statement:

  1. The property owner completed a purchase and sale transaction a few days ago. Rosreestr employees have not yet managed to make changes.
  2. The property was inherited, and the new owner has not yet registered it with Rosreestr.
  3. The property has several cadastral numbers. In this case, you need to check the information on the old number.

Who can order information from the Unified State Register of Real Estate

Information from the Unified State Register of Real Estate is open and publicly available. Anyone can obtain information for a paid state fee. But there is an exception - information with limited access, it can only be obtained by the owner of the property or his legal representative on the basis of a power of attorney. Such information includes:

  • The fact of the owner's incapacity.
  • Information about the transfer of rights to real estate to another person.
  • Information about an individual's real estate rights.
  • Scans of documents from which data was entered into Rosreestr.

Note! When requested by a notary, law enforcement officers and bailiffs, the data is provided to them legally.

Is it possible to obtain an extract from the Unified State Register of Real Estate through State Services?

Despite the fact that the State Services portal has been improved by 2020, some types of services in electronic form are still unavailable today. At the same time, State Services work in contact with federal and regional structures. If it is impossible to fill out an application through the portal, links are provided to go to the department where the applicant has the right to receive the service. You can order a USRN extract online via the Internet if the correct information about the property is indicated and it is present in the USRN database. If there is no information, the applicant will receive a reasoned refusal.

Refusal is possible if an inappropriate person applies for an extract. Some information is available only to legal property owners. Refusal to extract from the Unified State Register is also provided in written paper or electronic form.

If the request for an extract is made by a legal entity, then it is necessary to attach documents confirming the authority of the applicant. You can access your personal account of the federal service through State Services. Extracts from Rosreestr are not provided free of charge. The types of USRN are different, which determines their cost. An individual will pay 750 rubles for a certificate at the center.   • send notifications about changes in basic and additional information about real estate objects contained in the Unified State Register of Real Estate, information about rights to them, restrictions on rights and encumbrances of real estate objects (notifications can be received in relation to no more than 100/1000/10,000/100,000/500,000 (depending on from the tariff) of real estate objects and (or) copyright holders of real estate objects).

In order to use the service, you must obtain an access key in the copyright holder’s personal account, with which you can use the “Request through access to FSIS USRN” service.

To register in the personal account of the copyright holder, you must have a confirmed account on the portal of public services of the Russian Federation. The request must be signed with an enhanced electronic signature (ES). You can view the tariffs on the Rosreestr website.

Gaining access to the FSIS USRN significantly speeds up the process of obtaining electronic documents containing USRN information, and also helps reduce the cost of providing information in relation to one property (copyright holder), if you need to receive information in bulk.

Obtaining an extract from the Unified State Register online
