Place of stay is the address of short-term accommodation: hotel, medical institution, rest home, prison, etc.
Citizens must apply for temporary registration when the following circumstances occur:
- temporary residence in another place;
- staying at another address for 90 days or more.
Both a Russian citizen and a national of another country have the right to apply. Stateless persons have similar privileges.
The following may apply for temporary registration through the State Services portal:
- Russian citizen from 14 years of age;
- legal representative of a child under 14 years of age (parent, adoptive parent, guardian);
- guardian of an incapacitated person or trustee of a person with limited legal capacity.

What does this concept mean?
Temporary registration is the registration of a citizen at the place of his actual residence. By the way, the term “registration” became outdated back in the 90s of the last century. Now it is replaced by the word – registration.
The registration itself may be temporary or permanent. In the first case, a person draws up documents for a certain period, during which he can live in another city. In the second, this is the citizen’s main place of residence

Pre-registration on the website
A citizen registers independently on the State Services portal. You will need to prepare your passport and SNILS. Personal data, phone number and email are entered into the electronic form. Next, you need to confirm your phone number via SMS.

Documents for registration
Since 2020, units of the Russian Ministry of Internal Affairs have been dealing with issues of temporary migration registration. There are migration departments in the regions that process applications.
To submit an electronic application through State Services, the applicant prepares documentation in advance. The package of papers includes:
- Russian or foreign passport of a citizen;
- paper giving the right to stay in temporary housing (tenancy agreement, other documents);

For a child under 14 years of age the following must be additionally presented:

What documents should I provide and how?
Changing your registration through Gosuslugi will require the same papers as when you traditionally apply to the passport office.
The only difference is that they are needed in the form of electronic copies (clause 25.3 of the Administrative Regulations for the provision of public services for registration of citizens, hereinafter referred to as the Regulations).

There is no need to certify digital copies ! They are needed only for preliminary data verification, and registration of registration itself will be carried out on the basis of the original paper versions, with which you will have to go to the territorial office of the Federal Migration Service.
Copies of documents required for registration through State Services:
- Russian passport of the person being registered (and legal representative, if any), birth certificate - for children under 14 years of age;

Temporary registration process
To obtain a temporary registration on the State Services portal, you need to log in to your personal account and find. Then you should select the “Electronic Service” option.
Registration of a certificate through State Services takes place in several stages:
- an electronic form is filled out and sent for verification;
- a notification is sent to your personal account about the date and time of appearance at the structural unit of the Ministry of Internal Affairs;
- a citizen comes to a government agency and receives a document.

Filling out the electronic form (step 1)
After selecting the required Public Service, an electronic form opens. Some of the information in it is displayed automatically, based on the data entered at the time of registering an account on the portal.

Document processing (step 2)
After checking that the electronic form has been filled out correctly, a notification is sent to the personal account of the State Services portal. The person is asked to come to the management specialist on the appointed date. Registration is made for any free time, in accordance with the appointment schedule.
Additionally, they indicate a list of documents that you need to bring with you. Before the end of the day, interdepartmental requests are sent to verify information about the person who applied for the public service. The result is applied to the case.
Deadlines for issuing a certificate (step 3)
At the next step, the applicant comes to the State Services for the result. The standard procedure is completed after three days. The specialist will ask you to provide the requested documentation in order to carry out a reconciliation.
The case is being conducted in the Mir system. In the presence of the applicant, the completeness of the submitted documentation is checked. The identity of the person is compared with the person in the passport photograph. Electronic copies of papers are attached to the file. The following information is included in the document:
- Full name of the registered person;
- date and place of birth;
- temporary residence address;
- term;

- official signature and seal.
In what cases can you get a refusal?
When accepting documents through State Services, they check whether there are grounds for refusal. These include:
- difficult to read application text;
- filling out an electronic form with violations;
- failure to submit required documents;
- restricting the choice of place of stay within the country.
The provision of public services is suspended if a citizen does not appear when called within three days.
Registration procedure and cost
Temporary registration without permanent registration is possible only with the consent of the property owner. You can register in another city by contacting the Federal Migration Service. When submitting documents, not only the citizen registering must be present, but also the owner of the apartment

What documents are needed? Here is the main list:
- written application of the established form (form No. 1). Filled out and signed by the citizen submitting documents for temporary registration

Please note that registration can be obtained not only by personally contacting the Federal Migration Service. The law allows documents to be sent by registered mail or through State Services.
If you decide to use postal services, documents must be certified by a notary, especially the owner’s consent to provide you with temporary registration. After receiving such a letter, FMS employees send the applicant a notification with the date when he can appear for registration.
Temporary registration through State Services looks almost identical. After registering on the website, the citizen goes to the Federal Migration Service section and fills out an application form.
This method differs from the previous ones in that registration through State Services does not require the consent of the home owner. In addition, temporary registration in another city through State Services allows you to save time and nerves

Some citizens are interested in the validity period of temporary registration. Document validity periods vary from one month to 5 years

How much does temporary registration cost? For Russian citizens this procedure is free

Registration of a minor
If a person is in temporary housing with a child, he is registered. Minors are registered at the same address where their parents live.
Children aged 14 to 18 years old submit an application independently, through their account on the State Services portal.

On behalf of persons under 14 years of age, papers are submitted by a legal representative. The application contains a separate paragraph containing information about the child who needs to be registered. The certificate is drawn up in the name of the minor.
A child needs a short-term registration for kindergarten or school. It also gives the right to be assigned to a children's clinic and use medical care.
Temporary registration of foreigners
Migration registration of foreigners who came to the Russian Federation on a visa or visa-free basis is carried out by structural divisions of the Ministry of Internal Affairs. All issues are regulated by Law No. 115-FZ of July 25, 2002.
The following may enter Russia without a visa:
- citizens of CIS countries;
- citizens of states with which a special agreement has been concluded;
- foreigners with a residence permit in Russia or a temporary residence permit.

The following information is entered into the form:
- about the foreigner (full name, citizenship, gender, date and place of birth, foreign passport, purpose of entry and other information);
- about the receiving party (full name, passport, residential address).
