How to apply for temporary registration through the MFC
Issues of temporary registration at the place of residence are regulated by Art. 5 of Law 5242-1 and other regulations. Documents for temporary registration at the MFC
The composition of the necessary documents for registration is regulated by clause 9 of Resolution 713. List of documents for registration of temporary registration at the MFC:

Permanent registration does not have a validity period; temporary registration is issued only for 90 days with the right to re-register for the same period. After this, you need to be discharged or obtain permanent residence.

Who can act as an applicant to the MFC
Any parent can act as an applicant on behalf of the newborn. The question of whether it is possible to issue a birth certificate to non-parents at the MFC is quite common. Yes, an authorized relative or acquaintance can replace parents: parents must write a letter of application in any form. With only one parent
What to do if mother and father live separately.
Parents can agree among themselves with whom the child will live. In this case, when registering a minor with one of the adults, written consent from the second is not required.
Firstly, registration on living space is of a notification nature, not a permit. Secondly, clause 2.2 of the Order of the Ministry of Internal Affairs No. 984 establishes that the applicant can be one of the parents. If the mother and father cannot agree amicably, they can draw up an agreement that does not need to be notarized. The main thing is that their signatures should be there. Upon receipt of your passport
A minor is considered a person under 18 years of age. However, already at the age of 14, a young man or girl receives a passport. With the onset of this event, the teenager has every right to independently choose his place of residence.
The guarantee of freedom of choice for a minor is:
- The Civil Code of the Russian Federation (clause 2, article 20), which clearly stipulates that children under 14 years of age live with their legal representatives;

A teenager can independently come to the MFC and register separately from their parents (guardians, adoptive parents). To do this, he must provide:
- application in form No. 6 or No. 1;
- passport;
- consent in writing from the tenant (owner) of the property and adults living with him that they are not against the registration of the applicant.
The result of the service will be a note in the passport about registration at the place of residence or a certificate of registration at the place of stay.
However, if a 14-year-old boy or girl is incapacitated or has limited legal capacity, the issues of registration are resolved for them by their legal representatives.
In public housing
Based on paragraph 1 of Art. 70 of the Housing Code of the Russian Federation, when registering a child under 14 years old with one of the parents in a residential area provided under a social tenancy agreement, the consent of the tenant and the persons living with him is not required. Even if the area allocated to each family member decreases, this is not a reason for refusal.
In a private house
When registering a minor with a parent for living space owned by another citizen, the latter’s consent is not required. Based on clause 2 of Art. 20 of the Civil Code of the Russian Federation, the child must live with his legal representative.
In emergency housing
The legislation does not consider emergency housing as a basis for refusal of registration. A child under 14 years of age can be registered in this living space.
In judicial practice, there are cases where the court has determined that the actions of registration department employees who did not register a child in emergency housing were unlawful.
If a citizen is denied a service or the registration deadlines are violated, he has the right to file a complaint with the management of the unit on the basis of Chapter. V Order of the Ministry of Internal Affairs No. 984. In case of unsatisfactory resolution of the issue, the legal representative may go to court.
What documents need to be submitted to the MFC

Who has the right to apply?

- Adult citizens, children aged 14 years and older, adults.

What to do if parents are not married?

After checking the papers you provided, the center employee will give you a receipt, which will say that your application has been accepted, and it will indicate the deadline for receiving the certificate. The wait will take no more than a week. You can check the status of your expected certificate by phone. To do this, the employee must provide the registration number indicated on your receipt. You do not need to come to the center in person to check whether your certificate is ready or not.
You can also check the readiness of the documentation yourself via the Internet. On the official website of the MFC you need to indicate your registration number, then click “check readiness”. You will be given the result of your request. As you can see, the procedure for obtaining a certificate at the MFC is convenient and not difficult.
If you encounter any problems in obtaining a certificate, please contact the center employees. You will be advised about the reason why your certificate is missing: perhaps you did not provide all the required information, or there is a more compelling reason why your birth certificate was denied.
If the reasons for refusal are illegal, you can appeal the center's decision. And if there is an offense, the case will be transferred to the prosecutor's office. There, your application will be reviewed and the appropriate decision will be made.
