Temporary registration at the Russian post office: is it possible to register and how to apply for registration via mail for citizens of the Russian Federation?

How to register at Russian Post for foreigners

How does registration at Russian Post work for foreigners?

Laws oblige foreigners and stateless persons to register for migration.

For this, a seven-day period is allotted from the moment of arrival in the country. Only working days are taken into account.

Registration via post office is allowed. You will need to come to the post office with the property owner.

Migration registration of foreigners has a notification value. This means that you will need to notify the migration service about the registration of a person at a certain address.

Previously, registration was permissive. It was necessary to obtain permission from the Federal Migration Service for a person to live in an apartment. To renew registration, you cannot contact the post office.

Temporary registration by mail for foreign citizens

Temporary registration is an order to register a person indicating a specific address where he will stay for a limited amount of time. If a foreign citizen, after arriving in the Russian Federation, has a business trip for more than three days, he must notify the Russian migration authority of his arrival. You also need to take into account that a foreigner who arrived in a state with a visa-free regime must stay in Russia for no longer than three months if he does not have a temporary residence permit (more details about what documents are needed for registration under a temporary temporary residence permit for 3 years). The length of stay of guests from countries with a visa regime is indicated on the visa.

When contacting the post office, a foreign citizen is guaranteed to receive a notification from the authorized service that the fact of residence at a specific address has been confirmed. The visitor registers with the migration authority.

In this case, the submission of the necessary documentation rests with the citizen himself or the owner of the premises where the foreign person will settle after arrival.

When the documents are sent, the applicant receives a special check, where the postal worker and the sender of the documents will have to sign. Additionally, you will receive confirmation of payment for services.

How to do it?

A person hosting a foreign resident must submit an application to the Federal Migration Service within three days after arrival in order to complete the procedure for obtaining a temporary residence permit for his guest. But the same can be done by sending a package of papers by mail.

The post office will help you find out the address of the Main Department of Migration Affairs of the Ministry of Internal Affairs. Or you can find it out yourself.

Remember that receiving the service is only possible if the selected post office serves the area where the foreigner will live.

The package will be reviewed from the date of receipt no more than one working week. After the information provided has been verified, the applicant will receive a letter with an offer to visit the authorized service of the Federal Migration Service (GUVM Ministry of Internal Affairs) from abroad within three days. passport. A certificate that confirms temporary stay at the address is issued no more than an hour after the person arrives at the authorized body.

If additional data is required, the applicant will be notified.

Description of the procedure

Possibility of registering foreign citizens at the post office

After filling out, the postal employee checks that the data is reflected correctly and whether the entire package of papers has been collected. You will need to submit original documents for registration; they will then be sent to the Main Department of Migration Affairs of the Ministry of Internal Affairs.

Required documents

Submitting an application for temporary registration through the post office differs only in the method of submission, but does not in any way affect the registration rules. This means that the applicant must adhere to the same standards as when going to the territorial unit of the Ministry of Internal Affairs. The list of documentation that must be carried with you must comply with the general registration requirements. It cannot be reduced, nor should it be increased, however, this process is monitored by department specialists who first check the contents and only then confirm the sending.

An exhaustive list of mandatory papers is prescribed in the Administrative Regulations of the Ministry of Internal Affairs, approved by Order No. 984 of December 31, 2020. There are approved lists of documents on the website of the Russian Post, and in the branches themselves. If it is not complete, correspondence will not be accepted or processed.

Scroll

The list of documentation has static items that are mandatory for each applicant and those that may change depending on the situation and conditions. The registered person cannot do without:

  1. Presentation of an identity card, which is recognized as a Russian internal passport or birth certificate, if we are talking about minor children under 14 years of age.
  2. Application for registration. It is filled out on a standard form, which can be taken at the department or downloaded in advance on the website of the Main Directorate for Migration of the Ministry of Internal Affairs or the Russian Post.

To register temporarily, you cannot do without documents for the residential premises in which registration will take place. It could be:

  1. Lease agreement.
  2. Certificate of ownership of residential premises.
  3. Application from the owner for the provision of residential premises.

If registration is issued for a period of more than 9 months, then a statistical arrival sheet will be required.

Procedure for certification of copies

When submitting documents in person to the Ministry of Internal Affairs or the MFC, the applicant must prepare two sets of papers. The first consists of the originals of the specified forms, and the second of their copies. When sending an application by mail, the order is maintained. In this case, the specialist accepting the registration is obliged to thoroughly check all provided copies with their originals and certify the authenticity of the attachments.

The procedure for registering via mail is very responsible; the employee of the department accepting the documents is responsible for checking the information and certifying its authenticity with a personal signature. Thus, there will be no need to notarize the papers or in any other way; all actions will be carried out by a working specialist.

Penalties for violating migration laws

Domestic migration legislation provides for the need for registration within seven days after the foreigner’s arrival on Russian territory. For failure to register, the arrival faces penalties depending on the severity of the violation - the length of stay of the unregistered foreigner in Russia and the frequency of such deviations from accepted norms.

The rigidity of migration laws is typical for all countries, Russia is no exception. Violators face the following penalties:

  • penalties up to fifty thousand rubles;
  • arrest;
  • forced expulsion from Russia.

For some states - countries of the former USSR - the period of residence on Russian territory without registration is up to thirty days, but after this period the foreigner will still have to register.

Note! The duration of stay on Russian territory without temporary registration for residents of the CIS countries is up to thirty days.

The duration of the imposed ban on visiting the Russian Federation, if the violator was deported from the country, depends on how often the foreigner violated migration laws.

As can be seen from the presented material, temporary registration at the post office for foreign citizens arriving in Russia is a good way out, allowing you to save personal time. Therefore, you should not neglect the requirements of the laws; it is better to issue temporary registration in a timely manner to avoid possible problems.

In practice, the location of migrants in Russia is an acute issue of ensuring the legality of this fact by short-term registration - registration with the Migration Service - in the most convenient way. Warning the authorities of the migration service of the Russian Federation about the presence of a foreign migrant in the country is mandatory if his trip is not for tourism purposes or is not carried out as part of a short-term business trip, or if his period of residence within the borders of Russia is at least one week and no more than three months.

In this case, in order to avoid deportation, the citizen is required to undergo the procedure for registering for migration immediately after arrival: within seven working days. After seven days, the migrant card issued when crossing Russian borders, which is necessary for registration through Russian Post for foreigners, will expire. One way to go through the procedure is to submit documents through Russian Post. This can be done only if the citizen has not been registered previously.

Conditions for submitting documents

Temporary registration at the post office for foreign citizens (obtaining a visitor visa) is issued for a temporary period of up to 90 days at the post office branch that belongs to the place of temporary residence of the foreigner. The procedure can be successfully carried out only with the consent of the person who owns the property, at whose address a resident of another state will be temporarily registered. The owner of the property can be a citizen of the Russian Federation, a citizen who has a residence permit in the Russian Federation, or even a legal entity. You will need to provide his documents.

If for any reason the owner cannot appear at the Post Office to complete the procedure in person, a power of attorney drawn up by him is required. However, the notification form, even in such a situation, must be filled out by the non-appearing receiving party in his own hand. The personal presence of the foreign applicant is not required.

If a foreigner owns personally acquired property in Russia, he can independently register for registration on the property he owns.

Reasons for refusal

Postal workers may refuse to accept documents for registration at the location submitted by a foreigner for the following reasons:

  1. an incorrectly completed application, inaccuracies, blots and corrections in the notification form;
  2. contradictions in the reflected information with those present in the submitted documentation;
  3. invalidity of the provided documents, expiration of their validity period, falsification;
  4. incorrect translation of the passport or lack of notary confirmation;
  5. problems in the work of the post office - lack of staffing with the necessary details for sending a message;
  6. refusal of a postal employee to serve the applicant, since the territory of the settlement is assigned to communications departments, and the specified address belongs to another department.

How to fix the problem depends on the reasons that caused it. If this is due to errors in the submitted papers, the documentation is resubmitted after the inaccuracies are corrected. In other cases, you need to contact another department.
