In the issue of lack of registration, two situations should be distinguished:

  • no temporary registration at the place of residence,
  • the citizen has no registration at all.

In the first case, the law allows staying in another city or region without registration for three months. For further stay, temporary registration is required.

Situations when a citizen does not have a residence permit may arise in the following cases:

  • purchase and sale of real estate - the citizen has left the specified address, but has not yet registered at the new place of residence,
  • lack of opportunity to register anywhere after discharge,
  • fraud by third parties, due to which a citizen was left without housing and registration.

If there is no registration at all, to obtain a passport you must follow these steps:

  • apply for registration - if you do not have a permanent place of residence, register temporarily,
  • receive a deferment for obtaining a passport - the standard period is 30 days, but if necessary, the period can be increased to two months,
  • After receiving registration, they are accepted to issue a passport.

Without registration, issuing an identity card is not allowed . The Migration Service will not accept documents, and the citizen will have to pay a fine.

Lost your passport in a foreign city? This can be fixed

The case considered as an example is about one of the most difficult situations. When the lost person lives in another city under temporary registration, without the opportunity to return, and has also lost completely all documents and their copies. I note that this situation occurs often.

The main problem people have in this case is ignorance. Neither at the passport office nor at the police department you will find complete and reliable information about what to do.
