What is the federal waste collection scheme?

The federal scheme is being created as part of the so-called garbage reform, following which the regions have chosen a scheme for waste removal and payment for it.

A new municipal solid waste (MSW) management system began to operate in the Russian Federation on January 1, 2020. It involves the introduction of separate waste collection and the selection of a regional operator responsible for the collection and disposal of MSW in the subject. In each region, operators who are involved in the removal, processing, sorting or disposal of waste are selected on a competitive basis.


What's the new punishment for littering? More details

The unified state system collects information about all infrastructure facilities related to the disposal, disposal and processing of waste. The first draft of the federal scheme was presented in March; it now includes more than 4 thousand objects, of which 850 are those that have yet to be built or reconstructed.

The final version of the federal waste management scheme is planned to be adopted by the end of 2020. By this time, all regional data, locations and capacities of infrastructure facilities will be collected, which will make it possible to create a fair tariff and, in general, create a transparent waste management system. Currently, the waste management scheme does not contain information about the source of data on the volume of waste generation, as well as information about the possibility of expanding the capacity of disposal and processing facilities.

In accordance with the federal scheme, more than 850 infrastructure facilities will have to be built and reconstructed by 2024. According to forecasts, in 2024, 42 million tons of waste should be processed, and 25 million tons of waste should be disposed of.

Why combine everything into one document?

The need for a single document arose because Russian residents receive monthly payments from different organizations and utility service providers, which often causes confusion. Moreover, since the new year, the so-called “garbage reform” began in the Russian Federation. It involves the inclusion in general utility bills of a fee for garbage removal from specially equipped areas adjacent to the house. Due to the inclusion of the new payment, utility bills have increased in some regions. Many began to receive completely separate receipts for payment for waste disposal, while others received double documents. One - from the regional operator, the second - from the management company. This led to half of the residents simply stopping paying for the service.

In the first quarter of 2020, only half of the payments were collected, and in the Perm Territory, Samara Region and a number of regions of the Caucasus - no more than 20%. The authorities believe that with the appearance of a single document, payment discipline will increase significantly, since despite the fact that services will be divided into columns, the final payment will be the same. Even if the case goes to court, there is a high chance that failure to pay for waste disposal will be recognized as a partial failure to fulfill the obligation and will be recovered from the debtor.

How will tariffs for waste removal be set?

Fees for waste management are not included in housing and communal services. It refers to housing services, the cost of which can rise above inflation. Tariffs for garbage collection for the population now depend on the region. By the end of 2020, the average payment for MSW removal services decreased from 92.5 rubles per person per month to 88.95 rubles. In approximately 40 regions of the country the tariff is below this average.


How to recalculate garbage? More details

In Moscow, since the beginning of 2020, the cost of services for the removal of MSW and bulky waste from the population has increased from 2.34 rubles. up to 5.23 rub. per 1 sq. m of total area - 2.24 times.

According to the new waste management scheme, people should pay not according to standards, but for the actual accumulated waste. The new methodology for calculating the tariff is based on two indicators: the number of containers and how often they are exported. If there are five containers per apartment building, and they are removed once a day, then, accordingly, 150 containers are removed per month, based on this parameter and the payment per person is formed. The tariff will be set upon export.

At the federal level, they want to supplement the scheme with calculations to reduce fees. As explained by specialists from the Russian Ecological Operator (PPK REO), the creation of a federal waste collection scheme will help to see the real picture on the market and evenly calculate waste accumulation rates. Such a scheme will also help to establish from which facilities where waste should be transported for processing and disposal. “When the scheme is adopted, we will be able to accurately calculate the export tariff,” explained Alexey Mayorov, Chairman of the Committee on Agricultural and Food Policy and Environmental Management of the Federation Council .

Tax collection may actually increase

Oksana Vasilyeva, Ph.D., Associate Professor of the Department of Legal Regulation of Economic Activities of the Financial University under the Government of the Russian Federation, recalled that if the bill under consideration is adopted by deputies of the State Duma, then from January 1, 2020, residents of all regions of Russia will receive new housing and communal services receipts.

“This initiative should eliminate the practice when each resource supplying organization sends a separate receipt to the owners of residential property, which will help solve the problem of debt on utility bills. The draft law provides for the involvement of settlement centers for this purpose, to which providers of housing and communal services will send data. In general, more convenient conditions for paying utility bills will be created for owners. The bill also provides for the distribution of an electronic version of the ENP,” the expert noted.

Oksana Vasilyeva noted that payment for garbage removal will be included in the ENP, but the bill provides for the opportunity, in case of disagreement with the amount billed, to pay only those items of the receipt with which the homeowner agrees. Unfortunately, the “garbage reform”, which is being implemented in certain regions and will begin in Moscow in 2021, has not brought a positive effect. Neither the executive authorities nor the regional operators were ready for it, although the payment for this service has increased.

Pavel Sigal, first vice president of Opora Russia, believes that the introduction of a single payment receipt will allow consumers to save, if not money, then time, because paying various bills is often accompanied by wasted time in queues. In addition, this year Sberbank announced the introduction of a system for paying for utility bills at supermarket checkouts; this will further improve the collection of taxes and payments.

“The increase in the cost of providing services, including the removal of solid household waste, is associated with internal economic changes, but without increasing or adjusting tariffs, many contractors may go bankrupt or noticeably go into the red. Since 2014, there have been many changes in the economic situation in Russia and price increases have been observed in all areas, Segal noted. “The only way out for the population is reverse control over the quality of services provided, because the quality of solid waste removal services in some regions leaves much to be desired, despite rising tariffs.”

Housing and communal services issues


We have all seen the picture more than once when, especially during holidays and weekends, garbage containers are overflowing, with piles of garbage lying around them. This, of course, should not be the case. Who is responsible for collecting and removing garbage

Municipal services or specialized fleet? The answer to this is given by the “Rules and Standards for the Technical Operation of the Housing Stock,” put into effect by Decree of the State Construction Committee of the Russian Federation dated September 27, 2003 No. 170. In accordance with them, one of the responsibilities of the management company is the collection and removal of waste.
The Rules say:

“Housing maintenance organizations are required to ensure:

  • installation of collections for solid waste in the serviced area, and in non-sewered buildings, in addition, to have collections (cesspools) for liquid waste;
  • timely cleaning of the territory and systematic monitoring of its sanitary condition;
  • organizing waste removal and monitoring compliance with the waste disposal schedule;
  • free access and lighting near sites for the installation of containers and waste bins;
  • maintaining containers and waste bins in good condition (except for containers and bins owned by other organizations) without overfilling or polluting the territory;
  • Carrying out extensive educational work among the population on organizing the cleaning of the territory.”

In addition, the collection and removal of solid and liquid household waste in accordance with the “Rules for the maintenance of common property in an apartment building” is part of the work on the maintenance of common property, which is carried out by management companies. And they are already concluding agreements with specialized organizations or individual entrepreneurs who directly remove waste.

In houses with a population of up to 200 people, portable metal garbage containers with a capacity of 100 liters, which are installed under awnings, are used to collect waste. In houses with a population of more than 200 people, containers with a capacity of up to 800 liters are used for this. If for some reason there are no metal containers, a bin for bulky waste and wooden removable boxes without a bottom with 0.5 x 0.5 m hatches are temporarily allowed. Temporary waste containers must be dense and painted with durable paints.

Metal garbage containers should be painted at least twice a year, in spring and fall.

All waste receptacles must be installed on an area with asphalt or concrete surface, surrounded by a fence and shrubs.

Entrances to the site with waste bins must be illuminated and have a road surface that allows container trucks to turn around, taking into account the release of the lifting boom or manipulator.

The distance to waste bins should be at least 20 and no more than 100 meters from the entrance doors to buildings.

To collect bulky waste: old furniture, remnants from current apartment renovations, etc., special sites or storage bins are equipped. As they are filled, the management company organizes waste removal by garbage trucks for bulky waste or by freight transport.

It is prohibited to burn garbage in the local area and in garbage bins.

In addition, on the territory of each house on sidewalks, in courtyards, in front of store entrances and other places where garbage may be generated, trash cans must be installed according to the model established by the local government, at a distance of no more than 100 m from one another. Bins should be cleaned as needed, but at least once a day, and washed periodically during morning cleaning. They must also be painted annually. These are the main provisions governing the collection and disposal of waste.

Containers for removal of solid waste waste

We carry out waste removal from St. Petersburg, working with the various types of containers you have, and also rent out our own. Mekhuborka removes waste using the following types of containers:

  • 0.36 m3. An excellent option for a private home or for servicing garbage chutes.

Regulation of services at the legislative level

Unlike most public utilities, especially water and heat supply, these services cannot be supplied with a meter, but it is still necessary to monitor their performance.

All provisions regarding the procedure for the provision of these services, their payment, the procedure for filing claims and other obligations of the parties must be specified in the contract for their provision, concluded in accordance with (Civil Code Article of the Civil Code of the Russian Federation).

However, in most cases, no one enters into such contracts, and services are provided (and paid for) “after the fact.” For example, I don’t have such an agreement either.
