State subsidies for pensioners in Russia are paid if they are included in the list of beneficiaries. Each region has the right to supplement it at its own discretion. Who is eligible to receive a subsidy and what is needed for this?

Depending on the size of your pension, utility bills eat up from 40% to 70% of your monthly income. This fact significantly complicates the life of pensioners and worsens their quality of life. In order to prevent older people from falling below the poverty line, the state has thought through a number of social measures. And most of them relate to subsidizing utility bills.

Housing and communal services tariffs increase every year, and therefore this measure turned out to be in demand and effective. Moreover, this year they are planned to gradually increase in January and July. If there is a benefit, expenses can be reduced by 30-50%, and in some cases, payments can be compensated by 100%.

The fact that a pensioner has the right to receive a subsidy is enshrined in the Housing Code of the Russian Federation in Article No. 159. The same legislative act provides a list of persons who have the opportunity to take advantage of subsidies at the federal level. Regions draw up their own registers and formalize them into law. For example, Muscovites should be interested in Law No. 70 “On measures of social support for certain categories of residents of the city of Moscow.”

Former military personnel ask many questions about the subsidy. Compensation payments to military pensioners are due in all regions and amount to up to 50% of expenses. Persons over 80 years of age can count on a benefit equal to their monthly payment.

his expenses for housing and communal services amount to 22% of income (in a number of regions this figure is reduced to 10%);

Not only the pensioner who owns the apartment has the right to a subsidy, but also those who have entered into a social tenancy agreement or membership in a housing cooperative. But subsidies are not provided for low-income disabled pensioners and other preferential categories who rent square meters from private individuals.

Contrary to popular belief, a subsidy is provided for working pensioners - it is not canceled only if the applicant has income in excess of the pension determined by the state. But the applicant, like other categories, must meet all the above requirements.

Work experience for men - from 40 years, and for women - from 35 years;
began working during the Great Patriotic War, without reaching adulthood at that time;
the presence of awards - honorary titles, insignia or some other, but necessarily for work activity;
citizens who meet these criteria receive the title of labor veterans and can expect assistance from the state in the form of compensation and benefits.

SNILS document;
documents with evidence of existing medals, certificates, insignia, etc.;

In accordance with the provisions of Article 16 of the Federal Law “On Veterans”, persons who participated in hostilities during the war in Afghanistan are entitled to fifty percent compensation for all housing and communal services expenses, as well as contributions for major repairs and fees provided for in a social rental agreement.

Disabled people of all groups (including disabled children and the families in which they are raised), in accordance with the provisions of Article 17 of the Federal Law “On Social Protection of Disabled Persons,” are entitled to a refund of 50% of the funds spent on housing. persons who are not the owners of the premises, but occupy it free of charge (by oral agreement with the owner or on the basis of a free use agreement);
citizens who have signed an annuity agreement with lifelong maintenance.

What subsidies are available to pensioners in Moscow?

In Moscow and the Moscow region, the list of benefits for residents of retirement age is as follows:

free travel/cash compensation for travel expenses;
receiving a free trip to a sanatorium (medical indications are required for this);
compensation for cable television payments (it reaches 50%);
subsidies for housing and communal services;
exemption from certain taxes (land, property and road).

Subsidies for Moscow pensioners to pay for apartments are calculated individually. Those who have this type of expense range from 3% to 10% of their pension and other income can submit documents for registration.

You need to know that a subsidy for utilities is provided only to those pensioners who have no rent arrears for the last six months. Otherwise, it is very unlikely to count on help from the state. But if a pensioner enters into an agreement, pledging to quickly repay his debt, the state can meet him halfway.

Single pensioners provide the social department with the same package of documents as other low-income citizens. This benefit, after registration, is paid once a month for six months. In order to continue to use the subsidy, you need to prepare documents again and once again visit the local subsidy department for housing and communal services in order to confirm your status.

It is necessary to take into account that the payment can be suspended at any time or even stopped altogether if the pensioner violates the terms of its provision (for example, if the financial situation or composition of the pensioner’s family changes, if he - subject to the provision of benefits - does not pay for more than two months utilities, etc.)

How can a pensioner apply for a subsidy to pay for housing and communal services?

Subsidies for pensioners to pay for utility bills are provided for a certain period. Documents can be processed for no more than six months. Next, you will have to collect the papers again and re-apply for the state benefit.

Pensioners can apply for a housing subsidy at any office of the multifunctional center. Most often, beneficiaries come to the “My Documents” MFC on their own. The registration procedure follows a clear pattern:

Contact the front desk.
Receive a coupon from an MFC employee (pensioners are served outside the general queue).
Fill out the application with the help of a staff member.

A message about the decision will be sent to the phone number specified in the application form. a certificate of income for six months (there is no need to take a statement of the amount of pension, since government agencies will request it from the electronic database on their own);
confirmation of eligibility for a subsidy.

The last point is relevant for persons who apply for benefits for certain reasons - WWII status, disability, and so on. They must provide a full package of supporting documents.

Who is entitled to a subsidy for utilities (housing and communal services) and how to apply for it in 2020, examples of calculation

First, you need to think about when to apply for a subsidy to pay utility bills. If you submit a complete package of documents on the 1st-15th, then the assistance will be assigned from the 1st of the current period. At the same time, by submitting papers starting from the 16th day of the month, the subsidy will be assigned starting from the next month.

Amount of subsidy for housing and communal services

To confirm timely payment for services, originals or copies of invoices, as well as checks paid for them, are required. They are collected in the previous month, but problems may arise for residents of new buildings that are not included in the capital repair program. According to Article 169 of the Housing Code of the Russian Federation, they need to take a certificate from the district capital repair fund stating that the house is not yet participating in the program.

How is the subsidy calculated?

In each region of the Russian Federation, the subsidy is calculated by certain structures. At the legislative level, the body to which these functions are assigned is not defined. Benefits are calculated using a clearly defined formula. It looks like this: C = SSJKUR*n-(MDDr/100)*D. Each value has its own characteristics:

in the group “SSZHKUR*n” the indicator “SSZHKUR” means the cost of housing and communal services per person applicable to a specific region, and “n” is the number of family members registered in the living area;
in the “MDR/100” group, the “MDR” indicator characterizes the percentage shares in the family budget, taking into account those adopted in the region;
the letter “D” indicates the size of the family budget, consisting of the income of all persons registered in the living area;
the letter "S" is a subsidy.

Registration period

The subsidy for pensioners is accrued only after the application is approved. But a positive decision is not always made - refusals happen quite often. The reasons are:

absence of any documents in the package;
providing data that does not correspond to reality;
the total family income exceeds the established limit;
detection of arrears in payment of utility bills;
the applicant lacks Russian citizenship;
inability to confirm registration at the specified address;
submitting papers for a second apartment.

Consideration of an application submitted to the MFC is carried out within ten calendar days. For those who completed the paperwork remotely, a different time frame applies - 5 days (registration of the application form in this case takes place in half an hour).

Subsidies for pensioners are a necessary measure to support older people who are forced to deny themselves a lot due to low income. Registration of benefits does not take much time, but allows you to qualitatively change the life of even working people of retirement age.
