An extract from the Unified State Register of Rights on the transfer of rights provides the necessary information about all property owners:

  • Last and first names of the current owner.
  • Last and first names of the former owners of the property.
  • If the property belongs to a legal entity - the name of the company.

Who can order an extract

An extract from the Unified Register can be issued at the request of any person. At the same time, it will contain information about the object only from 1998 - when the State Register began its work. Information about the object before the specified year can be obtained from the Inventory Bureau, and it is issued only to the owners of the object.

Types of property statements

Today, Rosreestr can provide citizens with two types - paper and electronic.

The main difference between a paper statement and an electronic one is the ability to “pick up” and the presence on it of the signature of the responsible person and a blue seal.

The electronic statement, in turn, is provided in html format and can be downloaded to any electronic device (flash drive, smartphone, laptop, tablet). To confirm the authenticity of the information, an electronic extract from the State Register of Real Estate may be accompanied by an electronic digital signature, in sig format, of an authorized person. This electronic signature is analogous to a manual signature and blue seal.

Contents of an extract from the state real estate register

The extract indicates all the basic data about the object:

  • Its cadastral number and address.
  • Registration number.
  • Data about the owner of the property – the name of the legal entity or the last and middle names of the physical owner of the property.
  • In the case of joint ownership of an object, all owners and the share of each in this object are indicated.
  • The date on which the property was registered, in the case of joint ownership, the date is indicated for each owner.
  • If there is a termination of the right, its date.
  • The legal basis for acquiring rights is a gift agreement, a will or a purchase and sale agreement.
How to order an extract from the Unified State Register and how much it costs

You can order an extract for any property located on the territory of the Russian Federation and for any person. The time for issuing a paper version of the statement is from 3 to 5 business days from the date of payment for the service. You can receive an electronic version of the statement much faster.

Cost of the statement:

  • In paper format for individuals – 400 rubles.
  • In electronic format for individuals – 250 rubles.
  • In paper format for legal entities – 1100 rubles.
  • In electronic format for legal entities – 700 rub.

For what period is the statement issued?

Although the “expiration date” of the extract is not legally established, you need to focus on the regulations of the organization for which the extract is provided. Thus, judicial, executive bodies, banks and notary offices require statements no older than 30 days.

In principle, the less time has passed since receiving the extract, the more confidence there will be in it.

How to obtain an extract from Rosreestr on property rights

  • prepare all documentation for the property, along with photocopies;
  • draw up an application requesting an extract;
  • pay the state duty in the specified amount;
  • a receipt with payment and a power of attorney or passport must be attached to the application;
  • After submitting the documents, you must obtain a receipt from the center employee confirming receipt of the documentation;
  • Once the certificate is ready, you can pick it up at the MFC.

After receiving the certificate, you can find out about the presence of any encumbrances on a particular property or its owner. As a rule, such information is requested during a transaction for the sale and purchase of a house or apartment. The buyer may doubt the reliability of the information provided by the seller, then this extract can dispel all doubts.

How to register the transfer of ownership of an apartment

Based on the results of registration activities, Rosreestr officials will enter information about the transfer of ownership into the Unified State Register of Real Estate. about which applicants will be issued an extract from the register. The duration of registration is regulated by Federal Law No. 218-FZ and is:

  • when applicants contact the Rosreestr service directly – no more than seven working days;
  • when applying through the Multifunctional Center - no more than nine working days;
  • if cadastral registration actions are simultaneously carried out in Rosreestrei or the Multifunctional Center, the specified deadlines will increase by two working days;
  • if the transfer of ownership is registered as a result of a mortgage transaction, the processing time for documents will be seven working days when applying to the MFC and five working days when submitting documents to Rosreestr.

Transfer of ownership: extract from the Unified State Register of Real Estate

The official cancellation of title certificates occurred on July 15, 2020. Starting from the same date, instead of the usual documents, citizens received an extract from the Unified State Register, and from January 1, 2020, an extract from the Unified State Register. All rules regarding this document are contained in Law No. 218-FZ, signed on July 13, 2020. That is, in essence, the same rules that were in effect previously apply.

All data related to real estate in the field of cadastral issues, characteristics, and characteristics of ownership are now saved in a single consolidated database. Regardless of how many changes are made to the register, whatever they may be, all information, even if it is no longer relevant, is stored in electronic form and will not be deleted even after the object is liquidated. Thus, if necessary, the information can be used not only for today’s needs, but also in old disputes or other urban planning and legal issues.

Terms of registration of property rights

By Order No. 54 of February 20, 2014, the head of the Rosreestr Moscow Office assigned the following deadlines for state registration of rights from the date of receipt of applications and documents:

  • Registration of residential mortgage agreement - 5 working days
  • State registration of rights on the basis of notarized documents - 5 working days
  • State registration of the transfer of ownership of real estate as a result of the mortgagee's foreclosure - 5 working days
  • Registration of the first agreement for participation in shared construction - 18 working days
  • Registration of subsequent participation agreements in shared construction - 5 working days
  • Registration of rights to residential properties - 12 working days

The Office of Rosreestr for the Stavropol Territory reminds citizens of the opportunity to find out the history of real estate: change of owners, including the last one, grounds for registration of rights, time of registration of changes, by ordering an extract from the Unified State Register of Real Estate on the transfer of rights to the property.

Previously issued certificates contained rather little information regarding the owner of the property, his rights to it and about the property itself. In addition, if such a document was issued a long time ago, this does not guarantee that the information contained in it is still relevant. The extract from the Unified State Register of Real Estate, approved by the Ministry of Economic Development, regarding the transfer of proprietary rights, has been significantly expanded and is aimed not only at being informative, but also at reducing the risk of encountering fraud.

Such an extract has several key sections, in each of which certain data is grouped:

  • characteristics of the object, including cadastral number, location, postal address, information on the total area, year of commissioning;
  • information about the owners to whom real rights are registered and information about restrictions;
  • schematic plan of the facility;
  • schematic arrangement of premises, if we are talking about a multi-story building.

All listed items are publicly available to all interested parties. The period for receiving the finished document has been reduced and is three working days. Time will be counted from the date on which the corresponding request was registered.

The easiest and fastest way is to order an extract from the Unified State Register using the electronic service “Get an extract from the Unified State Register on the transfer of rights to a property” on the official website of Rosreestr. It is also possible to submit an application with a package of documents through the nearest MFC branch or send a request with copies of documents by mail.

There are several ways to provide an extract; the cost and amount of the fee for providing USRN information depends on this. The document issuance form is entered when filling out the application.

When ordering an extract in electronic form and receiving it by email, the cost for citizens will be 250 rubles. for citizens and legal entities 500 rub. The document will have an electronic signature of a Rosreestr employee.

When ordering a document on paper with the organization’s seal, the price will be set at 400 rubles. for citizens and 1100 rubles. for legal entities. It is also possible to order a document in the original through Russian Post without visiting a Rosreestr branch.

You should clearly understand when exactly it is necessary to make a request for an extract from the Unified State Register of Real Estate regarding the transfer of ownership rights to real estate. Most often, the reasons for this are:

  1. Confirmation of the real owner of the property before concluding a contract for the purchase and sale of real estate or transferring it for rent or rental;
  2. Submitted statement of claim to a court or other government body with a requirement to confirm state registration in a legal manner (property disputes);
  3. Privatization of municipal and state real estate with simultaneous certification that the citizen has not previously been a participant in privatization and has the right to do so;
  4. Placement of persons with Russian citizenship in line to improve housing conditions (obtaining housing or land for construction).

Quite often, this extract is ordered by persons who wish to file a lawsuit against the current owner in order to refute the legality of the rights received by him. On the other hand, the same document is also used by the owners of the property when protecting their rights in court and confirming the legality of the transfer of rights to another person.
