Until 2008, the main document issued to the owners of land plots was the cadastral
plan (KPL). Since 2008, a cadastral passport (CP) was introduced, which contained a lot of information about land plots. At the same time, the cadastral plan became part of this passport. The basis of this documentation was Law No. 221-FZ of July 24, 2007 “On Cadastral Activities”.
At the beginning of 2020, a new law on real estate registration (No. 218-FZ) came into force. In it, the legislator repealed most of the clauses of Law No. 221-FZ and introduced new provisions in the registration of rights to real estate.
Do you need a cadastral passport for a real estate transaction in 2017?

The Federal Law “On State Registration of Real Estate” establishes that state cadastral registration, state registration of the emergence or transfer of rights to real estate is certified by an extract from the Unified State Register of Real Estate. The branch of the Cadastral Chamber for the Kabardino-Balkarian Republic informs that when applying for information from the state real estate register (USRN), it is necessary to submit a request for an extract from the USRN about the main characteristics and registered rights to the property. Along with the concept of “cadastral passport”, the concept of “Certificate of cadastral value” is becoming a thing of the past.
The certificate is being replaced by an “Extract from the Unified State Register of Real Estate on the cadastral value of the property.”
Cadastral plan
The CPL is a document that contains the main parameters of the site.
The CPL includes:
- memory location diagram;
- information about the boundaries of the site;
- information about adjacent areas;
- text containing a description of the object;
- graphic representation of buildings located on the site;
- information about the registration authority;
- Document Number.
Since the KPL is part of the KP, the information included in its composition is incomplete.
This document can most often be used when creating the boundaries of new lands, restoring boundaries when they are superimposed on one another, or in the process of resolving border disputes between neighbors.
Cadastral passport
The CP is an extract from the State Property Committee and it defines the main parameters of the memory.
The CP consists of several sections, which include:
- memory number;
- information about the owner;
- category of land and its use;
- storage address;
- square;
- cadastral value;
- memory circuit. Issued if there is land surveying;
- encumbrances.

How to obtain a cadastral passport of a land plot in 2018

As a result of the merger of the two systems, the Unified State Register of Real Estate (USRN) was created - a database that combines information about the characteristics of real estate objects and the rights registered to them. This more progressive system made it possible to bring together scattered information and improve the forms of documents issued by Rosreestr. A new form of cadastral passport, not only for a land plot, but also for capital construction projects, is an extract from the Unified State Register of Real Estate on the main characteristics and registered rights to the property.

Over the past 25 years, so many real estate laws have been adopted and repealed in Russia that this inevitably led to the problem of understanding what is intended for what. Some buyers and sellers of real estate cannot correctly request or complete the necessary papers from government agencies because they do not understand the difference in terms.

To begin with, dry phrases from the laws. Let's figure out what stands behind these terms.
The cadastre is all information about land plots, the records of which are maintained by the state. These data and control over their changes are handled by Rosreestr and the Registration Chamber.
A cadastral extract is a document containing the information requested by a person about the property of interest. This paper is necessary when buying and selling real estate, coordinating boundaries, determining the properties of a land plot (size, location, category of land), capital construction, etc.
A cadastral passport is an accounting document from the state cadastre containing information about a property (for example, a house or a plot of land) in the prescribed form.
Types and types of cadastres
The database for registering the property of all citizens of the Russian Federation is contained in the so-called cadastres. The law defines several types of them:
- land;
- real estate;
- water;
- forest;
- mineral.
Given our interest in the topic of legal regulation of real estate transactions, we will focus on the first two.
Land Registry
The ZK contains information regarding the location of the object being taken into account and its exact coordinates. Registration of all data on land plots and changes in their boundaries is carried out by the state on an ongoing basis.
Real estate cadastre
Cad. real estate accounting involves the collection and processing of the following information:
- Construction documents;
- Documents on the distribution and location of real estate between entities;
- Documents on the delimitation of the boundaries of cities and other populated areas.
All information from the real estate cadastre and land register must be entered into the cadastral passport.
How and why was the cadastral passport issued?
This term was first used in the law “On the State Real Estate Cadastre”, which was published on March 1, 2008. The purpose of creating this law was to create a unified database. It included information about all real estate objects in the Russian Federation.
In connection with the release of this law, citizens who own residential or non-residential space were required to register their property and compulsorily issue a cadastral passport for it.
Since 2020, in accordance with the adopted law No. 218-FZ, it was decided to replace this document with two others: a boundary plan and a technical plan. However, it is still valid for real estate that has not yet been re-registered in Rosreestr.
It is obvious that at present the value of the cadastral passport is much less than it was before. But it is still an important document that contains information about the owner's property (and is used, for example, for the purpose of calculating payment of property taxes).
What data is contained in the cadastral passport?
The CP contains all the parameters of the property:
- address;
- square;
- dimensions;
- number of storeys;
- attitude to a certain type or category, and others.
And, as noted above, today the function of cadastral passports is performed by other documents: an extract from the Unified State Register of Real Estate, land survey and technical plans. And, in most cases, a passport is not required to conduct real estate transactions.
However, it may be necessary in some cases (for example, to check the consistency of historical data).
Where can I get a cadastral passport?
To do this, you need to contact the Design Bureau of Technical Inventory at your place of residence. When visiting the BTI (now BIP), you must provide a passport and an inventory of property owned.
It should be borne in mind that a special procedure has been established for the inventory of property - its annual confirmation is required. Some owners neglect this and then receive a refusal to register the DCP (for example, if a real estate purchase and sale transaction is completed at the end of December and the inventory expired at the end of the year).
New document: Extract from the Unified State Register of Real Estate
Since 2020, the basic document in our country, confirming ownership and representing all data on houses and plots, has become an extract from the Unified State Register of Real Estate. You can obtain it at any registry office or MFC, both in paper and electronic form.
There have also been changes in the data provided. Thus, the land deed began to contain the following sections:
- The category to which the site belongs;
- Types of permitted use (AUR);
- Classification codes;
- Confirmation of rights to operate it.
An extract from the Unified State Register must be obtained in the following cases:
- When conducting property purchase and sale transactions;
- Renting out premises;
- Transfer of property by inheritance;
- Privatization;
- Registration of redevelopment;
As well as any other transactions related to real estate.
What is the difference between a USR extract and a technical passport?
Before the introduction of USRN extracts and electronic document management, each owner of real estate could confirm their rights by providing the following documents:
- Certificate of ownership;
- Cadastral passport;
- Technical passport (technical passport).
The certificate of ownership was issued at the Registration Chamber, the Cadastral and Technical passports were issued through the BTI (now it has been renamed BIP).
The main features of this package of papers are that a certificate had to be issued for each piece of real estate, regardless of its condition. The absence of paper was equivalent to the fact that the owner could not actually confirm his rights in negotiations with the buyer.
In turn, the technical passports contained a detailed inventory of all the parameters of the property, including all the details of the future construction plan, the composition of the foundation, drawings of the premises, as well as rooms, the number of floors and utilities. In the case of registration of land plots, its area, boundary data, and geological features were indicated.
Unlike the technical passport, the USRN extract does not contain such detailed details, but has only basic descriptions. Obtaining an additional cadastral passport is only necessary to confirm some data.
How is the Cadastre different? passport from the Cadastral extract?
Cad. An extract is, in fact, a table with data from Rosreestr. It is not a document confirming ownership or special parameters of real estate and, unlike the cadastre. passports are issued only upon request of the owner.
However, the cadastre the extract contains more data about the location of objects, the delimitation of land, and coordinate points. This information is presented in 6 sections. At that time, in the cadastre. The passport has only 2 sections: general information about the property and its plan (layout).
The validity period of a cadastral passport is not established by law. However, in practice, it may lose its relevance within six months. The thing is that every year the state changes laws, revises the boundaries of territories, re-evaluates the cadastral value and other data. Therefore, owners are recommended to update the paperwork in their hands at least once every 1-2 years.
The validity period of an extract from the cadastre is even shorter - and expires a month from the moment you received it. To all that has been said, it is worth adding that this document does not regulate any issues related to property rights. Additional information on this issue should be requested separately.
Where can I get documents? And which is better: in Rosreestr or MFC?
In order to obtain and draw up papers with information about real estate, owners can contact any of the authorized local authorities. In practice, people most often make a request to Rosreestr or contact the territorial MFC directly.
Which of these methods is better and more convenient? And is it possible to somehow speed up the process and order paid receipt of papers (for example, extracts from the Unified State Register of Real Estate)?
If you need to collect missing papers, experts advise personally visiting the Rosreestr office at your place of registration. This is due to the fact that, firstly, all your papers will be accepted by a highly qualified specialist. Secondly, he will answer any questions and provide you with the right solutions regarding the problems that arise.
The qualifications of MFC employees are still far behind Rosreestr in this regard. In addition, there are often huge queues there. True, you can also submit a request remotely (for example, through a website or send a registered letter through Russian Post). The answer from the institution comes in the same way that you chose.
Remember that if you submit papers by mail, there is always a risk that they may simply disappear. Therefore, be sure to make an inventory of the attached documents.
In this regard, it is much safer to request documents through an electronic portal (for example, State Services).
The disadvantage of this method is that firstly you need to be able to use the Internet and register an account on the portal yourself.
In addition, you won’t be able to process or request anything right away this way. This data will only be sent for moderation, and only after 14 days will all services be available to you.
It's quite long. After 2 weeks, the same statements may no longer be valid (or your buyer may find a faster seller). On the other hand, processing documents through the State Services portal is currently the cheapest way. After all, you won’t have to pay a state fee (a digital signature will be enough).
