Sample cadastral passport
Instead of the CP, an extract from the Unified State Register is issued. Regulated by Federal Law No. 218. The extract contains the following information regarding the garage at GSK:
- Location and address.
- Information about the parameters of the garage box: dimensions, materials for walls, floors, ceilings, etc.
- Graphic diagram of a structure linked to adjacent blocks or other similar buildings.
Since the construction of boxes for storing cars was carried out through the efforts of members of the garage cooperative, in order to obtain an extract from the Unified State Register of Real Estate, it is necessary to individualize a certain premises belonging to the owner. He must register ownership of a part of the plot, commensurate with the share in the joint cooperative property, and obtain documentation for the land.
The document consists of three parts. The first part contains information:
- Type of property.
- The date the building was included in the cadastre and its number.
- Inventory number.
- Box location address.
- Purpose of the structure.
- Location relative to nearby facilities.
- Characteristics of the structure.
- Material for making walls.
- Cost of the object.
The document includes information regarding the land plot: the location of the garage on the territory, the designation of its boundaries.
The second part (sheet KP2) contains a diagram of a graphic image of the object. The third sheet includes data on the parts of the garage. Indicate the inspection hole, if there is one.
Applying for a passport: what does it give?
The term “cadastral passport” means an official document that reflects the description of an object related to the type of real estate.
According to the Federal Law “On the Real Estate Cadastre”, the term cadastral passport means an extract from the national real estate cadastre.
This document has the following functions:
- Contains the information required in order to carry out state registration of rights to real estate and transactions with it;
- Compiled for all real estate objects, regardless of purpose and functional use, as well as for objects and structures of unfinished construction;
- Makes it possible to formalize the right of ownership of any real estate;
- Its type determines the procedure for registering ownership rights of any real estate.
The content and form of this document were approved by a resolution of the Ministry of Justice on February 18, 2008. registered under No. 32.
Normative base
The main regulatory framework for the document under consideration is considered to be:
- Order of the Ministry of Justice No. 32 - displays the typical form and information that should be displayed in the passport and displays the generally accepted option for how to issue it.

What does the sample look like?
In accordance with the standards specified in Law No. 218-FZ, a cadastral passport is intended to confirm the very fact of the existence of certain real estate.
It represents a separate element of state accounting, that is, it is a full-fledged property cadastral unit that has certain technical characteristics, which also include a serial number, legal address, location, as well as various unique parameters.
If the document was drawn up before 2020, then the technical passport will have the same legal force as the cadastral one.
The procedure for obtaining information from the State Property Committee for a garage
To obtain a cadastral passport for a garage, the owner of non-residential real estate must have on hand the necessary certificates from the BTI - about the inventory of the premises. Technical information received before 2008 is equivalent in legal force to a cadastral passport.
It must be issued if you want to sell real estate or perform other legally significant actions with it. If you want to order a cadastral passport for a garage, you need to contact Rosreestr - personally or through a representative. The service can also be ordered through the MFC or the official website of the department.
The following information is attached to the application for a cadastral passport:
- technical certificate from BTI;
- a copy of the applicant's identity card;

Registration of property rights is carried out exclusively for permanent buildings. The garage must be built on a foundation, which makes it impossible to move it to another location.
The plot of land on which the garage stands is subject to purchase by the owner of the building from the local municipality.
Ownership of land can only be registered if:

- land is provided to citizens on a perpetual use basis.

In most cases, the owners of garage buildings that were built on the territory of partnerships have the appropriate certificates. They are able to confirm membership in the GSK.
The land plot on which the garage cooperative is located is owned by the local executive authority represented by the municipality. He uses it on the basis of perpetual use or a lease agreement signed for a long period.
The territory of the GSK belongs to the category of an indivisible allotment, which limits the rights of division by participants in shared ownership.
The land can go to the owners of cooperative garage buildings if they initiate privatization on the basis of common shared ownership.

What is stated in the law
Article 36 of the Federal Law regulating cadastral activities states that in accordance with the contract for various cadastral works, a legal entity or private entrepreneur undertakes the obligation to carry out cadastral work in full accordance with the requirements of the customer, and subsequently owes him Documentation drawn up on the results achieved will be provided. Special attention should be paid to the fact that from the beginning of 2020 it will be prohibited to conduct any transactions with land plots for which the cadastre does not contain information about the exact location of the borders.

Required documents
In order to issue a cadastral passport, government officials will need to provide all the necessary documents, which will accurately describe all the technical features of the property, as well as an already compiled technical passport.
It will also be necessary to fill out the necessary data in the application for the issuance of a cadastral passport, which will be submitted along with the above papers and the civil passport of the owner of this property.
Special attention should be paid to the fact that, along with other documents, a receipt must be provided confirming the fact of payment of the state fee provided for issuing a cadastral passport. The amount of this fee will be 200 rubles if you need to receive a document in paper form, and also 150 rubles if it is issued electronically. For legal entities, the cost of registration will be 600 and 300 rubles, respectively.
If in the future it is planned to carry out any transactions related to the alienation of this property, then in this case it will also be necessary to draw up the appropriate document for the land plot on which this property is located.
If the registration procedure is carried out not by the owner of the premises himself, but by his authorized representative, then in this case it will be necessary to issue a power of attorney for him and have it certified by a notary.

Can they refuse?
Current legislation provides for only two cases when the issuance of a document may be refused:
- Information regarding the requested object is not available in the accounting system.
- Providing information to a specific applicant is contrary to current legislation.
The applicant is notified of the decision within a specified period of time. It should not exceed 5 days from the moment the application was submitted.
According to Russian legislation, a refusal can be obtained in the following cases:
- there is no data in the system regarding the structure;
- information cannot be disclosed, as this is prohibited by law.
Regardless of the main reason for the refusal, citizens are required to receive a written notification containing an explanation of the refusal.
The legislation specifies only two reasons why you may be denied a cadastral passport:
- in the absence of information about the requested object in the unified cadastral registration databases;
- in cases where disclosure of information is punishable by law.
An official refusal, indicating the reason, must be provided to the applicant no later than 5 working days. You can appeal the refusal by contacting the leadership of the regional office. Claims will be considered within 15 days.
