Technical Regulations of the Customs Union “Safety of Elevators” (came into force on February 15, 2013)
Clause 5.5. Article 6 of the technical regulation TR CU 011/2011 elevators that were put into operation before the entry into force of the said regulation and have served their assigned service life of 25 years (Article 4 paragraph 5) must be brought into compliance with the requirements of TR CU 011/2011 on time, not exceeding 7 years from the date of entry into force of the regulation.

Thus, before February 15, 2020, it is necessary to replace (upgrade) or decommission all elevators that have completed their designated service life (25 years).

Replacement or modernization

Based on the results of inspections of elevators in terms of compliance with the requirements of the Technical Regulations, Rostechnadzor turned to the Government of the Russian Federation with proposals to improve the safety of elevator operation. Specialists of the supervisory authority, when checking elevator equipment, revealed facts of substitution of concepts; for example, in a number of apartment buildings, under the guise of replacing elevators, only their modernization was carried out, which required lower costs. At the same time, retaining some parts of the old elevator reduced its safety level.

According to letter No. 2695-NS/06, regardless of the terminology included in the design documentation, the elevator is considered modernized if at least one old element remains after the repair.

The stages of the elevator replacement procedure are divided into

  • providing advice regarding the selection of new equipment;
  • supply of new equipment;
  • dismantling old equipment;
  • installation of a new elevator;
  • commissioning work;
  • PTO, Declaration and commissioning of the elevator.

Replacing elevators has become a key focus of the capital repair program in Moscow

In Moscow, the program of capital repairs of the common property of apartment buildings continues. Over the past period of time, since the start of its implementation, 8,000 elevators that have reached the end of their service life have already been replaced. This happened in 1,636 houses in the capital.

“Replacement of elevators is a key area of ​​implementation of the regional program. Moreover, we are talking about a set of works that includes a complete replacement of elevator equipment: power equipment, control and safety systems, elevator cabins, equipment in the elevator shaft, doors on the floors. As part of the overhaul, residents received new, modern, safe equipment from leading domestic manufacturers, which will serve them for at least 25 years,” said Dmitry Lifshits, First Deputy General Director of the Fund for the Overhaul of Apartment Buildings in Moscow.

In order to complete the replacement of all elevator equipment in 2020, the standard operating life of which is already more than 25 years, the regional program was updated and work to replace 3,988 elevators (in 824 houses) was additionally included in the 2017 plan.

In total, in 2020, taking into account this decision, it is planned to replace 5,060 elevators, which is the highest figure in recent years. The total number of elevators replaced since 2011, when, on behalf of the mayor of Moscow, a program to replace elevator equipment was formed and began implementation, by 2020 will be 29,236 units, which corresponds to more than a quarter of the entire elevator fleet of Moscow buildings.

Elevators are supplied by the largest manufacturers in the Moscow region and have mandatory certificates of compliance with the requirements of the technical regulations of the Customs Union “Safety of Elevators” (TR CU 011/2011). A certificate of conformity issued by an accredited organization (certification body) guarantees that the characteristics of the product comply with accepted modern safety standards, as well as quality and energy efficiency.

With the adoption of the regional program, the city initially implements an integrated approach to carrying out major repairs of apartment buildings. The list of works itself has been expanded in comparison with the established Housing Code of the Russian Federation; it includes the repair of smoke removal systems and fire water supply systems, internal drainage, replacement of garbage chutes and windows in the entrances.

For any questions related to the progress of major repairs, including the replacement of elevators, owners can obtain information in the city electronic services on the portal of the mayor and the Moscow Government (mos.ru) and the “Our City” portal (gorod.mos.ru ).

Thus, in Zelenograd, as part of the overhaul program for the period 2015-2017. and as of June 26, 303 elevators in 41 buildings had been replaced.

Citizens are again complaining about the failure of the program to replace elevators in their buildings, and the story itself has already become a reason for creating memes.

Local residents raised the problem several times, noting that they lived without elevators for several months. The hardest thing is for parents with small children - women often lower themselves downstairs and then lift the stroller and child back to their fifth, tenth or higher floor.

But it’s even more difficult for pensioners: they are left without the only opportunity to be outside.

A resonant incident occurred in the summer of 2020, when a 56-year-old woman died of a heart attack on Yana Poluyana Street. She suffered from cardiovascular diseases and hypertension. She was driven out onto the street by the need to go to shops and the clinic. After another climb to the floor, the woman’s heart could not stand it.

At the moment, about a thousand people have been living without elevators for several months. Pensioners once again do not leave their apartments, and parents are somehow trying to solve the problem of parking for strollers, so as not to carry them up the stairs.

It's all the contractor's fault

Replacing elevators is a labor-intensive and most expensive procedure in a major home renovation, said Krasnodar Mayor Evgeny Pervyshov . Not only does the equipment need to be installed, it also needs to be tested. Tests are carried out not only by the contractor, but also by supervisory authorities represented by Rostekhnadzor.

Residents of many buildings complained that elevators were delivered and even installed, albeit with a delay, but they still could not be launched. People claim that documents move from one organization to another and nothing happens.

The city administration reported that in 2020 elevators will be replaced in 119 buildings. As of August 20, the installation of equipment in 44 houses was completed, an inspection was underway, but the mayor’s office did not specify when it would be completed. As for the remaining 63 houses, repairs continue in them; how long it will take is unknown. Although the mayor's office promised that they would try to streamline the process so that all work would be completed first by August, then by September.

“At the final stage of work, delays arose on the side of the contractor who is replacing the elevator equipment. All elevators were supposed to be put into operation before July 1, but they didn’t have time. For each day of delay in the contract, subcontractors are subject to penalties, which multiply daily. We understand that this does not make it any easier for residents of high-rise buildings. But the administration will seek maximum sanctions and punishment for such enterprises,” the government reported.

The sanctions, according to preliminary data, imposed on the contractor, the Shcherbinsky Elevator Plant, reached nine million rubles, and they continue to grow along with the delay in delivery of equipment.

Let's build our own factory

The head of Krasnodar, Evgeny Pervyshov, at an investment forum in Sochi this winter, proposed building his own elevator plant so as not to depend on contractors located in another region. According to the project, the enterprise must produce, assemble, install and maintain equipment. The investment amount is 150 million rubles, construction takes two years.

The mayor justified the need for the plant by the high pace of construction of multi-storey housing. According to the city mayor’s calculations, about 400–500 elevators are required per year. Pervyshov made a reservation that this does not include the amount of equipment that needs to be changed.

The site for the construction of the enterprise has already been formed, but it is not yet known whether someone has taken up the project or not.

The promised one has been waiting for three years

Back in 2020, Evgeny Pervyshov announced a large-scale replacement of elevators in high-rise buildings in the city. Over three years (this is the period for which the program, which is financed from the Capital Repair Fund, is designed), they planned to replace about 500 elevators, that is, approximately 160 per year.

However, the program failed. In 2020 and 2020, plans were thwarted. The mayor's office blamed the contracting organization, the Karacharovo Mechanical Plant, for this. After two years of cooperation, the city administration terminated the contract with the companies, and at the beginning of the year they found another contractor - the Shcherbinsky Elevator Plant, which was supposed to carry out the renovation before the beginning of autumn.

This year it was planned that the company would fulfill the plan and pull up the tails of previous years. A total of 363 elevators were prepared for replacement. Evgeny Pervyshov was optimistic at the beginning of the year: according to him, there was excellent progress in the city in updating lifting mechanisms. However, the new contractor also missed all the deadlines.

“At the current rate, elevators in the city were not updated. Although the need is huge. If earlier, for example from 2014 to 2020, the city replaced an average of about ten elevators per year, then since 2017 - about 160 annually. All this became possible thanks to the program of capital repairs of apartment buildings. And of course, to the residents themselves, who pay contributions to the fund. It is precisely this rate of replacement of equipment that has already expired that we need to maintain,” Evgeniy Pervyshov said then.

He also noted that it is necessary to establish communication between contractors who are involved in replacing equipment. The Karacharovsky Mechanical Plant could not cope, the contract with it was terminated, but it still finished the job. The director of the department of municipal services and fuel and energy complex, Vladislav Bely, also said at the beginning of the city that all 123 elevators that were planned to be replaced in 54 houses in 2020 were replaced; he did not report on 2018 then.

Vicious system

Ivan Zhilishchikov , deputy chairman of the Legislative Assembly of the Krasnodar Territory from the Communist Party of the Russian Federation, deputy chairman of the committee on construction and housing and communal services , told FederalPress that the program to replace elevators in Krasnodar has been failing for several years now. This leads to extremely negative consequences. Including social tension.

“The problem is the same every year. There are elevators, but there are not enough teams that can install them. In addition, the elevator is a high-risk facility and is accepted by Rostechnadzor. The system itself is flawed, when a mediator is hired and then transfers the matter to the installers, abdicating responsibility. This is one of the disadvantages of the existing procurement system,” the deputy explained.

Zhilishchikov added that this year the contracting organization that won the tender last year and did not complete the work participated in the tender and won. Strangely, it was not included in the list of unscrupulous organizations.

“The Overhaul Fund failed to implement the governor’s instructions, resolutions and resolutions of the Legislative Assembly of the Krasnodar Territory. The problem needs to be solved in a comprehensive manner. Make organizational decisions. Suffice it to say that the contracts under which these elevators are now installed did not provide for liability. This is an outrageous case. The Ministry of Fuel and Energy Complex and Housing and Communal Services sorted out this situation, and the documents were brought into compliance. What was not fulfilled in 2020 will be the subject of careful investigation,” the parliamentarian added.

The Capital Repair Fund is responsible for carrying out major repairs, including replacing elevators, since it finances the work, says lawyer Bahramdzhan Arbobov . If the established deadlines are missed, then it is necessary to complain to the regional government, since it is the founder of the Fund, or to the prosecutor’s office - for verification and encouragement to take active action.

“The overhaul procedure itself is quite complicated. Much depends on the owners. How quickly the general meeting will be held, the necessary acts will be signed, and so on. Supervisory authorities that accept equipment and management companies also play an important role. Organizational issues require more time than the elevator installation work itself,” the expert explained.

Regional programs have specific deadlines for installation work. If they fail, then in addition to the Overhaul Fund, the contractor must also bear responsibility. Up to inclusion in the list of unscrupulous organizations, which for some is a critical point.

The lawyer called the elevator replacement program very costly, since the equipment is very expensive, and money is required immediately.

In Krasnodar, Zhilishchikov said, there are cases when, according to documents, an elevator is assembled, installed and put into operation, but in fact it lies disassembled near the house. Each such case needs to be sorted out.
