About a temporary passport: how to get it, a certificate of replacement instead of what it looks like


When is it issued?

During the period of re-issuance or restoration of a passport, citizens often do not know how to make a temporary identity card. It will not replace a general passport, but will ensure the performance of its basic functions. This is a cardboard form, measuring 17.6 x 12.5 cm. Its form is established by Order of the Ministry of Internal Affairs of Russia dated November 13, 2017 N 851. The name is indicated on the front side, the full name is indicated on the inside. owner, photo, place of birth, signature and address. How do they react to a temporary identity card during employment?

How and where to get

What can't be done with him?

  • registration or renewal of registration at the place of residence.

What rights does an auxiliary document give?

When planning a passport replacement, a citizen comes to the migration service authorities or the MFC (if such an institution exists in the city of his residence, since the organization is mainly located in settlements such as Moscow or St. Petersburg) and provides the official papers required by law. However, despite the convenience of the service, personal appearance at the migration services for issuing a VUL, handing over an old passport and obtaining a new passport is still required.

A person is given many documents throughout his life, but not all of them are identity cards. You can show your student card in the metro, but it will not be suitable for opening an account; it will not be used to issue a loan or make a money transfer. All serious issues can be resolved only with the main identification document - a passport.

But there are a number of alternative documents that can replace a passport:

  • Temporary identity card of a citizen of the Russian Federation (form 2-P);
  • International passport;
  • Military ID or military identification card issued to conscript or contract soldiers;
  • A sailor's identity card issued to sailors and cadets of overseas voyages and valid for 5 years;
  • Birth certificate (for children under 14 years old);
  • A criminal record certificate is issued to persons released from prison.

Such documents, although they will confirm the identity of a particular person, they cannot become a full-fledged replacement for a passport. Firstly, by limiting the validity period. Secondly, because of its specificity. Only the passport contains basic information about a person. In addition to the full name, date and place of birth, it indicates the citizen’s gender and puts marks that are not on other papers:

  1. Registration and deregistration;
  2. Presence of minor children and marriage;
  3. Issuance of a foreign passport;
  4. Military duty.

It is also allowed to enter information about the blood type in the passport, but this is done only at the request of the citizen. Every Russian passport contains an encrypted code, which consists of numbers and letters. Using it you can obtain all the data about a person that is stored by law enforcement agencies. The passport form itself is produced using special technologies to avoid counterfeiting.

To prepare financial or legal documentation, you only need a passport; even a copy certified by a notary will not do. A foreign passport won't help either. It will not be possible to confirm your identity with various types of identification.

These papers confirm that a person belongs to a certain social group or department, but are not full-fledged identification documents that will be accepted, for example, at a bank.

There are several reasons for issuing a passport:

  • Reaching the age of 20 or 45 years, as well as 14 years, when a citizen receives his first passport;
  • Loss or theft. Losing a passport is considered a serious reason for replacing it, and you will have to pay a fine for negligent handling. In case of theft, first contact the police with a statement;
  • Change of data. If a citizen registers at a different address, the passport is not changed, it is simply stamped with the appropriate stamp. It's another matter when the last name changes. In this case, not only the passport will have to be replaced, but all other documents (TIN, SNILS, medical policy, and so on);
  • Damage to passport. You cannot use a document with torn pages. The passport will be considered invalid if it contains unreadable words, stamps and seals, or the photograph is not visible;
  • Errors in the passport. For example, the date of birth was incorrectly indicated or there were inaccuracies in the full name. If an error is detected, the passport must be changed. If mistakes were made due to the fault of the passport office employees, then you will not have to pay the state fee.

The procedure is the same for any situation, but in some cases there is a fine (for example, for losing a passport you will have to pay from 100 to 300 rubles).

While the passport is being prepared, the applicant has the right to receive a temporary certificate (VUL). It is issued only at the request of the applicant. According to the law, it is possible to issue a certificate even when an application for a new passport is submitted at a location other than your place of residence. They are also required to issue a VUL in the event of theft or loss of a document.

To obtain it, you need to contact the employees of the Federal Migration Service (renamed the Main Department of Migration Affairs of the Ministry of Internal Affairs) with a corresponding request. When a passport is replaced, stolen, lost, or in other situations, a temporary identity card is issued immediately and free of charge.

Documents for registration:

  1. One photograph measuring 3.5 x 4.5 cm;
  2. Application (submitted to the Federal Migration Service).

When issued, the certificate is assigned a serial number and registered.

The certificate is issued on a form made of thick cardboard paper measuring 17.6x12.5 cm. On its front side it is indicated that this is a temporary document. The form contains information about the citizen, his date of birth and residential address.

Validity

The VUL is issued for a limited period, which depends on the place where the application for a replacement passport is submitted. The length of the document will be as follows:

  • 10 days if the application is submitted at the place of residence;
  • 60 days when applying at your actual location.

That is, the validity of the certificate is limited by the amount of time it takes to obtain a passport.

Renewal and surrender

If for some reason it is not possible to obtain a passport within the time period established by law, the period of validity of the VUL is extended at the request of the citizen. To do this, you will have to visit the FMS again. An appropriate note about the extension is made on the last page of the form. The law does not prohibit applying for an extension in advance.

After receiving the passport, the certificate must be handed over to FMS employees. If the document is lost or damaged, you will not have to pay a fine.

Despite the fact that a temporary certificate is intended to completely replace a passport during the period of its absence, when using this document one has to face various kinds of restrictions:

  1. The employer refuses to conclude an employment contract. When applying for a job, a future employee is required to provide a certain set of documents, one of which is a passport. Although denial of employment in the absence of a passport (in the presence of a temporary certificate) is not considered a valid reason, employers often do not want to hire an employee. If the latter does not agree with this state of affairs, he can go to court, receiving from the employer a written refusal explaining the reason.
  2. Difficulties with financial transactions. If there is a need to withdraw money or close an account, the owner of the VUL may face trouble. The bank client opened an account by presenting a passport, the data of this document is not in the temporary certificate, and bank employees will refuse to carry out transactions or withdraw cash. If the question is urgent, then you can receive a letter from the FMS, which will confirm that the VUL is the original. Then the bank can accommodate the client halfway.
  3. You will not be able to change or register your place of residence registration. While there is no main passport, there is nowhere to put a mark on the new registration and it will be impossible to register.
  4. A temporary ID cannot be used to obtain a foreign passport.
  5. It will not be possible to register a marriage at the registry office. If the application was submitted using an old passport, and then the document was lost or transferred for re-registration, it will not be possible to put a marriage stamp. You will have to wait until the new document is ready.
  6. It will not be possible to travel from Russia using the VUL to other states (where border control is allowed using an internal Russian passport). VUL has legal force only in the Russian Federation.

If during the process of obtaining a passport the need arises to purchase a plane or train ticket, in most cases there should be no difficulties. The carrier will be quite happy with a temporary certificate, but here you need to immediately make a reservation that it will not be possible to travel outside of Russia.

The rules for selling train tickets are regulated by the legislation of the Russian Federation. The carrier JSC Russian Railways specifies on its website which documents are accepted at the ticket office, and a temporary certificate is included in their list.

However, there is some nuance here: boarding the train is possible if the passenger has the document with which the ticket was purchased. If the ticket was purchased using a passport, and boarding is carried out using a temporary certificate, then transportation will be denied.

You also cannot buy a ticket using the VUL and then board the transport using the received passport.

What does VUL give?

By and large, a temporary certificate will only allow you to purchase travel tickets. Another use case is to confirm your identity to law enforcement officers upon request if they want to check your documents.

In the latter case, difficulties also often arise. The VUL does not have a high level of security, and fraudsters can forge this paper without much effort.

In what situations is a new passport issued?

As noted earlier, absolutely any citizen of the Russian Federation is required to receive his first passport at the age of 14. It is from this moment that the main document proving his identity becomes the passport of a citizen of the Russian Federation.

According to current legislation, persons with Russian citizenship must store and maintain this document in a form suitable for use.

Otherwise, they may be subject to some administrative liability. In addition to obtaining a passport upon turning 14 years of age, this procedure must be carried out by a citizen in connection with:

  1. with the onset of 20 and 45 years of age;
  2. with a change in last name, first name, patronymic or gender;
  3. with errors or inaccurate information in the old document;
  4. with loss or damage to an old passport.

Regardless of the reason for issuing a new document, a citizen is required to contact the Federal Migration Service (FMS) and provide its employees with some documentation. If this procedure is ignored within the time limits allotted for its implementation by law, the citizen risks receiving some kind of administrative penalty.

Considering this fact, we strongly do not recommend refusing to obtain a passport, of course, if there is such a need, otherwise problems with the law cannot be avoided.
