Obtaining a BTI registration certificate for an apartment
The BTI registration certificate for an apartment is issued taking into account the area where the apartment building is located. The document consists of sheets of A 4 format, indicating the size of the apartment and the parameters of each room.
The technical plan of the property is drawn up separately from the passport. The developer creates an apartment plan based on its engineering features.
The seller must obtain a registration certificate based on such a plan.
Illegal redevelopment is not permitted and is punishable by a fine of 1,500 rubles.
Intelligence
The BTI passport for an apartment contains information regarding:
- apartment area;
- its inventory value;
- features of engineering communications;
- finishing material;
- availability of redevelopment.
Information is entered on the basis of primary technical documentation or updated after appropriate measurements have been taken.
What is it needed for?
The document is needed when:
- it is necessary to legalize the redevelopment;
- you need to sell an apartment or make another legal transaction (donate, issue an inheritance certificate);
- real estate tax is calculated, since the document indicates the inventory value of housing;
- Utility bills are calculated - for example, for heating - in the absence of metering devices.
The BTI registration certificate will also be required when preparing cadastral documentation and other extracts from Rosreestr. for example, certificate No. 7, containing basic information about the apartment.
What is the validity period of a cadastral passport for an apartment?
- Apartment owner's passport.
- Receipt confirming payment of state tax. It is noteworthy that a legal entity will have to pay an amount three times greater than an individual. Registration through an online resource will cost less (according to the latest data, the amount was 150 and 300 for individuals and legal entities, respectively).
- Documents confirming ownership of the apartment.
- In cases of registration of redevelopment, you must provide documents that contain permission for the procedure, and those that can confirm the fact of the work done.
- Statement from the owner.
- Power of attorney (if the registration is not carried out by the owner). The government agency undertakes to check the provided package of documents and make a decision. They must also notify the owner of the premises about the date of arrival of a technical employee who will carry out all the necessary procedures.
The legislation of the Russian Federation does not have a clearly defined validity period for any cadastral passport. The main condition confirming the validity of the document is the correspondence of all the information indicated in it with the actual state of affairs. Remember that any redevelopment that affects the size of the premises must be recorded in the passport.

Hello! Now extracts from the Unified State Register of Real Estate are being issued in accordance with the Federal Law “On State Registration of Real Estate” dated July 13, 2020 N 218-FZ. It combines extracts from the Unified State Register and the cadastral passport: The Unified State Register of Real Estate is a set of reliable, systematized information in text form (semantic information) and graphic form (graphic information) and consists of: 1) a register of real estate objects (hereinafter also referred to as the real estate cadastre ); 2) the register of rights, restrictions on rights and encumbrances of real estate (hereinafter also referred to as the register of rights to real estate); 3) a register of information on the boundaries of zones with special conditions for the use of territories, territorial zones, territories of cultural heritage sites, specially protected natural areas, special economic zones, hunting grounds, territories of rapid socio-economic development, territorial development zones in the Russian Federation, gambling zones, forest districts, forest parks, about the State border of the Russian Federation, borders between constituent entities of the Russian Federation, boundaries of municipalities, boundaries of settlements, coastlines (borders of water bodies), as well as information about land surveying projects (hereinafter also referred to as the register of borders); 4) register cases; 5) cadastral maps; 6) books of documents.
Difference from cadastral
The technical passport contains detailed information about the property and is not limited by validity period.
Cadastral documentation is issued on the basis of BTI information and not only to the owner, but at the request of any interested person.
Obtaining a cadastral passport does not require additional technical procedures - calling a specialist for measurements and conclusions.
The cost of a cadastral passport is 200 rubles (for a citizen).
There is also a difference in terms of registration:
- the cadastral document will be issued in 5 days;
- BTI registration certificate – in 2 weeks.
A registration certificate for an apartment is issued by the BTI, while cadastral documentation is issued by Rosreestr or through the MFC.
Obtaining a BTI technical passport will not be difficult if there are no illegal alterations in the apartment and there is the necessary package of documents.
If desired, you can use the help of qualified intermediaries - lawyers and cadastral engineers.
When do you need to change your registration certificate?
The absence of legal restrictions on the duration of validity of a technical passport does not mean that this document does not need to be reviewed and periodically updated. The validity period of a technical passport for an apartment will depend on the specific situation. They can be divided into three main categories:
- Indefinite . Such situations arise for owners who have become owners of a home and immediately issued a registration certificate for it, if they do not plan to change anything in the apartment, sell, donate, or otherwise alienate their property. In addition, when nothing has changed in your apartment at the time of the unscheduled inspection, no one will be able to present anything to the owner due to the “expired” registration certificate.
- Five years. The period after which information may lose its relevance. It is recommended to update the technical passport after this period. But in practice, given that this procedure is paid, citizens do not adhere to it until events involving the alienation of property occur. After all, there is no responsibility for this.
- Under the event. When it is necessary to carry out redevelopment, register someone, complete a technical examination, carry out reconstruction, record destruction, prepare documents for transferring ownership to another person, you will need to update the information available in the technical passport. And even if a five-year period has not yet passed since the last registration, experienced lawyers recommend performing such actions.
Remember, if, when preparing a technical passport, BTI employees indicate the validity period of such a document, you have the right to demand a free replacement of this copy with a normal one, where there is no such restriction.
Today, no regulatory act establishes the validity period of a technical passport. Therefore, such an action is illegal.
