Public services provide communication with government agencies and departments to simplify the preparation of many documents and save citizens from unnecessary hassle. What will you need?

To start the procedure, you must have a confirmed user account on State Services. If you do not have a personal account, go to the portal and create an account by entering your email address and confirming it. After this, a simple account will become available, providing access to the portal information data. To increase the level, it is necessary to enter personal data in the account: passport data, SNILS and other documentary details. After the system verifies the entered information, the account will acquire standard status, providing access to some basic services of the site. To gain full access to all departmental structures and services, you must confirm your account by personally contacting the territorial center or through the Post Office. Nearby centers are provided on the portal for confirmation.

After confirmation, all services will become available to you, including filing an application for an extract from the Unified State Register of Real Estate.

Filling out an application

The request consists of four consecutive steps:

The first step includes information about the property : type, cadastral number (if available), registration address (required). Select the type of document to be provided and proceed to the next step;
It includes information about the applicant : type, category, full name, passport details, SNILS, contact details, mailbox. If the application is submitted by an authorized representative of the applicant, you must enter information about him below. Check the box in the agreement for the transfer of personal data and proceed to the next step;
Here you need to download electronic versions of the attached documents . These include: an identification document (passport, foreign passport, birth certificate, military ID), a notarized power of attorney (if the applicant himself cannot directly contact the department).
After checking all the information provided, the system will ask you to pay the state fee through electronic payment systems . Its cost was given above. In some cases, it is possible to receive a service free of charge; this requires compelling reasons, confirmed by a document confirming the right to receive the service free of charge;
You must pay the state fee and wait for approval . After this, a link to the document will be sent to the email address specified in the application within 3 days. If you submitted a request for an extract in paper form, you will need to contact the department in person.

The Federal Service for State Registration, Cadastre and Cartography (Rosreestr) recalls that on August 13, 2020, a law aimed at ensuring the protection of the rights of citizens when registering real estate transactions using an enhanced qualified electronic signature (ECES) came into force.

According to the new law, in order to conduct electronic transactions on the alienation of real estate owned by them using UKEP, citizens must submit in person or send by mail to Rosreestr an application about the possibility of carrying out such actions. The application must be drawn up on paper with the personal signature of the owner of the property.

An application for the possibility of registering the transfer or termination of rights on the basis of documents signed by the UKEP can be submitted by the owner simultaneously in relation to all of his real estate objects or any of them (a separate application is filled out for each of the real estate objects).

When Rosreestr receives an application from a citizen about the possibility of registration on the basis of documents signed by his UKEP, a corresponding entry is made in the Unified State Register of Real Estate. The absence of such an entry in the Unified State Register will result in the return without consideration of the electronically submitted application for state registration of the transfer or termination of ownership of the relevant property, except in cases provided for by law.

In particular, making a mark in the Unified State Register is not required if the electronic signature was issued by the Federal Cadastral Chamber of Rosreestr, when making transactions in notarial form and submitting documents for registration by notaries, as well as submitting documents for registration by authorities or local self-government. A special application from the owner is also not required if the parties to the real estate purchase and sale agreement, when submitting an electronic package of documents, use information technologies for interaction between credit institutions and Rosreestr.

Rosreestr also reminds that each property owner can submit an application to Rosreestr stating that transactions with the property owned by him can only be carried out with his personal participation. When submitting such an application, a corresponding entry will also be made in the Unified State Register.

The presence of such an entry in the Unified State Register is the basis for the return without consideration of an application submitted by another person (who is not the owner of the property or his legal representative) for state registration of the transfer, restriction (encumbrance), or termination of the right to the relevant property.

Both types of applications can be submitted when contacting a multifunctional one (extraterritorially - in branches of the Federal Cadastral Chamber of Rosreestr). Such applications can also be sent by mail, having first certified your signature on them by a notary.

At the MFC, the operator will help you draw up applications in the prescribed form. Applicants can also pre-fill the application form themselves.

Rosreestr also draws attention to the fact that the owner can submit both types of statements to Rosreestr: about the impossibility of conducting real estate transactions without his personal participation (both citizens and organizations) and a statement about the possibility of conducting real estate transactions using his UKEP (citizens).

Possible reasons for refusal

Refusal to provide an extract may be for the following reasons:

Entering false data in the application;
The register does not contain information about the declared property;
The property was registered before the appearance of the Rosreestr database;
The state duty has not been paid;
The property has been removed from the cadastral register.

If the refusal is unreasonable, you can file a complaint with higher authorities.

What should I do before submitting documents?

According to Part 1 of Art. 18 of the Federal Law “On State Registration of Real Estate”, an application for state cadastral registration and (or) state registration of rights and the documents attached to them can be submitted to Rosreestr electronically via the Internet. Electronic documents are submitted through the government services website, the official website of Rosreestr, and other web services (clause 2 of Order of the Ministry of Economic Development of Russia dated November 26, 2015 N 883). In this case, you must use an electronic signature. It is issued by issuing a certificate by special certification centers, a list of which is given on the Rosreestr website. You can use the certificate after installing the special computer program “CryptoPro”. 3. Multifunctional centers

When sending documents by post for state registration of rights, an inventory of the attachment and a notification of delivery to the territorial body or Rosreestr office at the location of the property are required. Step 1. Find the desired branch of Rosreestr . Pre-registration via Internet resources has not yet been implemented in all divisions of the cadastral service. Step 4. Filling out the coupon .
