The placement and registration of Ukrainian citizens in Russia is carried out without any special obstacles. All travelers need to know what conditions the migration legislation of the Russian Federation offers for this.

  • Temporary stay of Ukrainians in Russia, registration.
  • Migration card
  • Notification form
  • Status of a citizen of Ukraine in Russia
  • Patent for work

Do Ukrainian citizens need registration for private purposes?

  • A Ukrainian has a patent or a residence permit (RVP) - here the period is extended for the duration of these documents.
  • He applied for a patent or temporary residence permit, or entered as a specialist while the documents were being reviewed by the Russian migration authorities.
  • A citizen of Ukraine studies at a Russian university or other organization accredited in the educational field - for the duration of his studies.

In this case, it is necessary to register, since without it it will be difficult to obtain a patent for work, and it is not at all necessary to do this within 7 days, as required by law for all other categories of foreigners. The same rule applies to those who plan to stay in the Russian Federation for a longer period and obtain a temporary residence permit.

Why is temporary registration needed?

Having temporary registration with them, citizens of Ukraine can be registered with the Main Department of Migration of the Ministry of Internal Affairs, receive a temporary residence permit, as well as a work patent. If there is no temporary registration mark, all of the above permissions will be unavailable.

Upon completion of registration, a citizen of Ukraine is also deprived of all these rights. Therefore, it is best to prepare documents on time and renew their validity on time.

A Ukrainian who came to Moscow in search of work must obtain temporary registration within 1 week from the moment of his stay in the Russian Federation. The migration card contains all the necessary instructions on the reverse side.

When legislation changes, information also changes. Therefore, this document clarifies all unclear points.

The migration card is an important document, produced in one copy. Therefore, it must be stored carefully.

Russia: rules of entry, stay, customs clearance for citizens of the CIS and non-CIS countries

  • A citizen from the CIS enters Russia using a foreign passport;
  • Concludes an employment contract or signs a contract for 1 year;
  • Obtains permission to work legally;
  • Registers at the address in Russia where he lives;
  • After a year, the “work” permit is extended for another year;
  • After a 3-year period, they receive a 5-year residence permit, and then it is possible to “convert” it into a permanent one or apply for Russian citizenship.

Foreigners with a work visa are required to register

at the place of residence, and after each crossing of the borders of the Russian Federation. They also have the right to apply for a visa for their loved ones, indicating in their application the purpose of entry as “accompanying family member.”

How does registration for migration take place?

When choosing a place at which registration will be made in the future, a Ukrainian can consider the following options:

  • own housing located on the territory of the Russian Federation;
  • rented premises (apartment or house);
  • relatives' real estate;
  • hotel, medical or rehabilitation institution.

Probably, the question of how the owner himself can register in his home need not be answered. If the property is owned by third parties, then these people will have to be taken with you to the Main Department of Migration Affairs of the Ministry of Internal Affairs so that they confirm ownership and agree to the migration registration of a foreigner at a specific address.

There is also a practice when a visitor himself brings the necessary papers to the competent authorities, and the owner of the home simply draws up a consent from a notary for the temporary registration of a certain person in a house or apartment.

The citizen of Ukraine himself, in order to receive the coveted paper, will need to present to the authorities of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs:

  • passport, domestic or foreign (not important yet, but the situation may change);
  • migration card.

The property owner will be required to:

  • passport;
  • documents evidencing ownership of real estate.

Please note that the owner of the apartment does not have to be a citizen of the Russian Federation. A foreigner who has a residence permit can also register a guest from Ukraine.

If the period of stay on the territory of the Russian Federation has expired, the foreigner will have to leave. The exception applies only to refugees. However, there are a number of problems with this status:

  • First of all, it's not that easy to get. It will be necessary to prove that the migrant fled from the territory of Ukraine.
  • Secondly, it imposes some restrictions on a person. In particular, your passport and other important papers will have to be submitted to the migration authorities.

Let us note that many people from Ukraine go to Russia not to visit, but, for example, to work and get an education.

Registration for Ukrainians in Russia

And in Lvov they can even spit in your face for speaking Russian. In the best case, if you ask for directions in Russian, they will send you along such circuitous roads that you will not be able to get there... But if you ask for the same address in Ukrainian, it turns out that it is literally around the corner. And I tested this on my own skin.

Regarding the timing, I’m somehow not ready to answer you right away. Previously, citizens of Ukraine were allowed to notify at least during the entire 90 days of their stay, but now it seems like something has changed and the period has been reduced to 30 days. However, you should keep in mind that the general notice period for everyone is 7 calendar days, so I recommend that you do not delay with this issue, so that God forbid you do not get fined.

Registration of citizens of Ukraine in the Russian Federation, migration registration, rules and documents

According to the Rules of stay for foreign citizens on the territory of the Russian Federation in 2020, Ukrainians can stay for three months within six months. However, the same Rules say that temporary registration for citizens of Ukraine is mandatory only if they plan to be present in Russia for more than 90 days. During the first three months, they can stay in Russia without visas and permits: without registering or submitting information about their arrival to the Main Directorate for Migration and Migration (FMS).

  • submission of documents for temporary residence permit;
  • submitting documents for a residence permit (residence permit);
  • submission of documents to obtain the status of a highly qualified specialist (HQS);
  • visa extension (most often this means a work visa);
  • patent;
  • studying at a Russian university;
  • obtaining a certificate of temporary asylum/refugee status (these are different statuses, although many people confuse them);
  • residents of Donetsk and Lugansk regions.

Extending the stay of Ukrainians in Moscow

After the expiration of the migration card, the Ukrainian wonders what to do next, how to extend his official stay in Russia?

To do this, you need to contact the migration service if:

  • a citizen of Ukraine entered an educational institution during his stay;
  • was employed under an employment contract or issued a work patent;
  • invited as highly qualified specialists;
  • received refugee status;
  • submitted an application for temporary asylum on the territory of the Russian Federation;
  • received a temporary residence permit or applied for this permit.

Procedure for registering citizens of Ukraine at their place of stay in Russia

Depending on what citizenship a foreigner has, the rules for his entry into Russian territory will depend. For citizens of Ukraine in Russia, crossing the border in 2020 is carried out using a foreign passport. A visa is not required. Given the complexity of the situation in Ukraine, entry into Russia is also possible with an internal passport.

After submitting documents for registration at the place of stay in the Russian Federation, their consideration begins. Migration authorities have 3 days to issue a decision. Registration at the place of residence must be accompanied by the issuance of a document that includes the following information:

Documents required for registration

In order to comply with the law, a resident of Ukraine is obliged to draw up a rental agreement with the owner of the residential premises, which includes a condition under which he will be given the right to register at his place of residence for the period of entry. In turn, the owner may include an additional condition regarding the obligation to leave the premises within the same time frame.

The regulations for obtaining the state service of temporary registration at the place of stay establish the following list of documents to be provided by the applicant:

  1. Passport of a citizen of Ukraine or foreign passport;
  2. Migration card;
  3. Permission to work on the territory of the Russian Federation as a foreign citizen;
  4. Passport of a citizen of the Russian Federation - the owner of a residential premises;
  5. Certificate of state registration of rights to real estate - residential premises;
  6. Lease agreement;
  7. Citizen arrival and registration sheet in two copies.

If any of the documents are missing, temporary registration may be denied. Therefore, if a document is lost, it is necessary to immediately discuss this issue in order to avoid unexpected results.

8.1. Hello Alena! Regarding the question, I explain that after a foreign citizen has reached his place of stay, he needs to register for migration with the migration service (FMS/GUVD MVD), which is a procedure for notifying the migration service (GUVD MVD/FMS) about the arrival of a foreigner at territory of Russia. The legal period of stay of Ukrainian citizens in Russia in 2020 without registration is 7 days. It is worth noting that the seven-day period means the total time spent on the territory of the Russian Federation from the moment of crossing the border. If registration documents have not been submitted, this means that the visiting foreigner becomes an illegal immigrant, for which responsibility is provided, which applies to both the illegal migrant and the receiving party.

20. Madam Lawyer! My name is Sergey. I am interested in this question: I came to Moscow on a visit from Ukraine. How many days can I stay here without registering? I was told that it was 90 days, but that there were some changes. Can I, after the expiration of 90 days, leave for a day or two, and then come back for the same period? Thanks in advance for your answer.

20.1. Sergey! You can stay without registration for only 7 days, but apparently you are confusing registration and migration card. Using a migration card, you can stay in the Russian Federation for 90 days (but with registration), and then you will need to leave for 90 days. If you stop by in a day or two, this will be considered a violation of migration laws and will result in a fine of 5,000 rubles and forced deportation in Moscow.
