What is a social mortgage for civil servants?

Mortgage lending for government employees is a type of subsidy that covers all or part of the employee’s debt to a third-party credit institution.

The following can count on receiving a social mortgage:

  • citizens working in municipal or state organizations;
  • employees of budgetary institutions;
  • law enforcement officers.

Under what conditions can the following categories of entities apply for a preferential mortgage:

  • there is a fact of living in a communal apartment or dormitory;
  • the citizen does not own housing or lives on social rent;
  • the housing has been declared unfit for habitation;
  • the person lives in a residential building with inappropriate square footage standards.

Types of government support:

  • subsidizing the rate by reducing the mortgage interest rate, the state compensates the lender for the interest he lost;
  • providing subsidies - the state issues funds equal to the down payment for the mortgage;
  • preferential loan - includes favorable conditions for loan repayment, valid for certain new buildings.

An important factor that plays a role when deciding to grant a mortgage is the employee’s length of service, his age category and marital status. If there are positive factors, a civil servant can count on obtaining a mortgage at a low interest rate and without providing a down payment. To participate in the program, you must work in a government agency for at least 1 year.

Additional conditions for providing a housing subsidy

In addition to the need to work for a year in a state company, there are additional conditions for obtaining subsidies for the purchase of housing for government employees. We list these conditions below:

  1. A civil servant should not live with his relatives who rent housing or have their own house or apartment, he should not own his own housing and should not rent housing under a social tenancy agreement. In this context, according to the Family Code and Resolution No. 63 of January 27, 2009, spouses, parents and children are recognized as family members. If a citizen lives with other relatives, then they must run a joint household and have a common budget.
  2. If a civil servant lives in a dilapidated building that is subject to demolition or reconstruction and declared unfit for habitation;
  3. When living in a communal apartment or in a dormitory;
  4. If the employee lives in a room or one-room apartment as part of two families, even if they are relatives, regardless of the size of the apartment or room;
  5. If the employee lives in his own apartment or rents it under a social tenancy agreement, the total area of ​​the premises he occupies is no more than 15 square meters per person. If a civil servant owns several residential premises, the total area per person will be calculated from the total area of ​​​​all premises;
  6. If, together with a civil servant and his family, in his own housing or in the housing that he rents, there lives his relative who is seriously ill with tuberculosis or other diseases from the list for which living in the same room with the patient becomes contraindicated. The full list of diseases is listed in Decree of the Government of the Russian Federation No. 378 of June 16, 2006. With this complication, a civil servant should not own other residential premises that he could use for living.
  7. Those civil servants who have reached the category of "advisers" (assistants) and managers are entitled, at the discretion of the head, to receive a subsidy even without meeting these additional requirements, this rule was introduced to encourage employees to work more efficiently.

Civil servants with many children also have benefits for receiving subsidies, provided that the children live in the same premises with them.

What documents should be prepared:

  • a completed application form;
  • a copy of the work book;
  • statement of family composition;
  • certificate of divorce/marriage;
  • documents for the property in which the borrower resides at the time of application;
  • documents confirming the right to receive housing on preferential terms.

Submitted papers are reviewed for no more than 2 months. Documents should be prepared carefully, since if false or incomplete information is provided, the application will be resubmitted and the review process will be delayed.

How much subsidy for the purchase of housing can officials expect?

To calculate the subsidy, standard living space standards are accepted:

  • 33 sq.m. per person. meters;
  • For a family of two people the area should be at least 42 square meters. m.;
  • For a family of 3 or more people, 18 square meters are accepted for each person. meters.

The family includes parents, children and the spouses themselves, as well as dependents, those deprived of the ability to work and other relatives, but only if they have a common budget and run the same household.

Also, the employee’s right to additional living space is taken into account when calculating the subsidy. Moreover, if there are several such bases, then the additional areas are not summed up; one option with a larger area is taken.

How to register

To get in line to receive a government subsidy, a civil servant must perform a number of the following actions:

  • submit an application addressed to the head responsible for providing housing for government employees;
  • prepare and provide the required package of papers;
  • when submitting an application, it is important to indicate that the employee has not previously participated in such programs;
  • An applicant for a subsidy must open an account in any Russian bank that has the appropriate license.

Subsidies are provided on a first-come, first-served basis. A queue is created by order of the head of the civil service. A complete list of required papers is contained in Government Decree No. 63 of 2009 .

Accepted documents are subject to registration in a specially created journal, where they are assigned an incoming serial number. The applicant is given a certificate containing information about the date of receipt of the papers and application. All submitted documents undergo a thorough check, after which a decision is made on refusal or registration in the queue. Any decision must be made in writing. In case of refusal, a reasoned refusal is given, with an explanation for making such a decision.

If the decision is positive, the civil servant prepares additional papers:

  • a copy of the mortgage agreement;
  • a statement from the bank about the status of the existing debt on the mortgage loan;
  • certificate confirming the right to the property;
  • if a land plot is purchased for individual housing construction - land surveying papers, a development project, a plan from the cadastral chamber, etc.

These papers are submitted to the commission when it is the civil servant’s turn to receive a subsidy. Funds are provided to a bank account within 5 days after submitting documents.

A civil servant must understand that the provision of a subsidy is given once during his work. Afterwards, he can improve his living conditions at his own expense or with the involvement of other types of support, for example, through maternity capital.

Who is eligible for housing subsidies?

It is possible to use the state subsidy for the purchase of housing for civil servants once during their entire service, starting from the second year of service. If we consider in more detail, a citizen working in the following position is entitled to receive a subsidy:

  • Civil service of the Russian Federation and constituent entities of the Federation;

List of banks

  1. The most famous and widespread in the country is Sberbank. It does not include mortgages for government employees as a separate program, but cooperates with government agencies. The bank also gives a discount on the rate for state employees who receive wages on a bank card. Sberbank provides a mortgage rate of 11.9% for civil servants who have:
  • A life insurance policy for the duration of the loan.
  • Real estate registration.
  • A bank account where salaries are deposited.

If any of these conditions are not met, the bank adds 1% to the rate for each.

For military personnel, Sberbank offers a mortgage with a rate of 12% if civil servants participate in the NIS system. In this case, payments on the mortgage loan are made from the personal account of the system participant.

  1. Promsvyazbank. This bank provides mortgages for civil servants at a rate of 15.9%. A loan from this bank has a maximum amount of 1 million rubles. and repayment duration up to 7 years. To apply for a mortgage loan with benefits for civil servants, a state employee must provide the bank with a copy of his work record book or any other document confirming his status. And also confirm solvency using a 2-NDFL certificate. You can fill it out in free form, the main thing is that there is official confirmation from the government agency where the applicant works.

Participants in the state support program

As noted above, the issuance of subsidies for the purchase of housing for civil servants occurs in accordance with the provisions of federal laws. All employees in public service can apply for assistance. But, as practice shows, during the exercise of the right to social support, difficulties arise in determining the list of participants in housing subsidies from the state, due to ignorance of the full list of requirements for candidates. These include:

  • employees of the Office of the President of the Russian Federation (but not all positions, but only those corresponding to the rank of civil servant);
  • representatives of all levels of legislative bodies;
  • judges, regardless of jurisdiction;
  • representatives of central authorities (prosecutor's office, election authorities);
  • other employees of state and local departments.

Correction factor

A correction factor is a numerical multiplier whose value lies in a certain range from zero to one.

This coefficient is calculated based on possible fluctuations in market value.

As for the correction factor when calculating subsidies, for up to five years of service it is equal to 1.05.

For up to nine years of experience in the amount of 1.1, up to 15 years - 1.2. And for experience of 20 years or more in the amount of one and a half percent.

Taking into account the value of the coefficient, the calculation of the amount of payments is made in accordance with the cost of housing per 1 m2.
