We are registered in M.O., we made temporary registration in Moscow and got in line for kindergarten,

In Russia, there is an acute problem of lack of places in preschool institutions. Today, children cannot be enrolled in kindergarten without registration in absolutely any region of the country. Not long ago, Moscow stopped enrolling children with temporary registration. Let's consider the advice of human rights activists on what to do in this situation.

How does queuing and seat allocation work?

In 2011, in Moscow, those awaiting admission to kindergarten were divided into two groups:

  • for those with permanent registration;
  • for those registered in the capital temporarily.

For the second group, the number of places in preschool institutions is limited. According to the capital's education department, in 2016 no more than two thousand were allocated. In a city with a population of millions, this is extremely small. Only families with benefits will be able to place a child in a preschool educational institution, if they have a temporary registration.

  1. Children raised by a single father or mother can apply for a quick place in a preschool institution. It is mandatory that parents are employed.
  2. Beneficiaries include those families whose parents study in Moscow, but have a permanent residence permit in another city.
  3. Children of law enforcement officers and the judicial system. Children from military families are also conditionally included in this category.
  4. Adopted children (as well as those under guardianship) can also apply for a place in a preschool educational institution out of turn. Children whose parents have orphan status or have lost their breadwinner are equated to this category.
  5. Specialized educational institutions in Moscow accept children with disabilities into temporary places.
  6. If the parents in the family have a disability group, then the child can also be placed in a preschool institution out of turn.
  7. Those participating in the resettlement program can also apply for an extraordinary place in a preschool educational institution. Please note that the relaxations apply only to internally displaced persons.

If you live in Moscow and do not yet have permanent registration and benefits, then the chances of getting a place are very small. At the same time, it is possible to place a child in a preschool educational institution only for as long as the registration is valid. If the temporary registration period has expired, the child cannot go to kindergarten; his place goes to someone else on the waiting list. If you want your child to regularly attend kindergarten before entering school, try to obtain registration for 5 years, and a month before its expiration, contact the property owner for an extension.

Another difficulty may arise if the temporary registration address does not coincide with the place of actual residence. This often happens if registration was done by relatives living on the other side of the city. In Moscow, as in any other metropolis, it is quite problematic to take a child to another area, so rent an apartment only under a rental agreement; it will need to be submitted to the education department.

In densely populated areas, with a large number of applicants for places in preschool educational institutions, it will be more difficult to place a child. First of all, they accommodate children with permanent registration and benefits, of which there are enough in Moscow. The distribution of places among children with temporary registration occurs on a residual basis.

Purposes of the law

Vyacheslav Volodin, Speaker of the State Duma, speaking to reporters, indicated that the bill is aimed at supporting families with children, and by the second reading it was decided to extend the amendments to kindergartens.

Previously, families did not have such a right, but the situation of enrolling children in kindergartens and schools based on registration was inconvenient:

  1. Often children from the same family are registered in different places (for example, the eldest in the father’s apartment, the youngest in the mother’s apartment), but live together.
  2. Quite often families move to a new apartment or house, but do not want to change their usual school or kindergarten.

Previously, this created a problem for parents - the older child was accepted into a kindergarten or school on a territorial basis, while the youngest, registered in another place, was refused admission if there were no places.

Where to go

Meanwhile, there has been a confrontation between the contenders in Moscow for 5 years now. It was aggravated by the introduction of the second stage and the division of the territory. Human rights activists first of all overturned the unpopular decision of the authorities by appealing to the Constitution. However, we encountered a problem - preschool education in our country is not compulsory. Most often, children with temporary registration are advised to look for a place in a private kindergarten, since a municipal place may not be given until school.

Concerned parents are taking all measures to enroll their children in kindergarten. Several thousand requests were recorded in 2020:

  • to the prosecutor's office;
  • Department of Education;
  • to the president;
  • district OSIP.

As a rule, the answer from any of these services is standard - there are no places, wait your turn, but it’s worth trying your luck. In any case, you will attract attention and, perhaps, you will be able to get your child into kindergarten faster.

On the one hand, the approach to forming queues is clear. Those temporarily registered in Moscow, as a rule, come to work or study. They can go back at any time and the place will simply be unclaimed, which will lead to the need to do additional work to form a queue. At the same time, it is important for those who want to work to send their child to preschool as soon as possible in order to go to work.

Lawyers have recorded several cases where the prosecutor's office satisfied the demands of parents, declaring it illegal to move capital residents with temporary registration to the end of the queue. In order to provide Muscovites with gardens, employees of the Education Department included those who had them on the lists before visitors. This was considered illegal, so the queue was made separate.

There is an unspoken rule that it is first necessary to provide places for Muscovites, and then deal with those temporarily living in Moscow. As practice shows, this is exactly what happens. Without benefits and permanent registration, it is almost impossible to send your child to a municipal kindergarten.

Choleric child

This child cannot be called calm. He gets excited easily and cannot calm down for a long time. Choleric prefers noisy games, pampering and constantly needs spectators. From early childhood he knows how to work for the public. Choleric people often provoke conflict situations with peers and teachers. He easily gets used to new faces and new surroundings. But he takes all unforeseen situations with hostility. He quickly grasps new information and forgets it just as quickly.

The time has come. A choleric person's need for a group of children appears at 3-4 years of age. By the way, this is the optimal age for him to get used to kindergarten. At this age, the child is already familiar with certain norms of behavior and he has a restraining factor. At 3-4 years old, it will be easiest for a choleric person to learn to take responsibility for their actions and fit harmoniously into the children's team.

Possible problems. Adapting to kindergarten, the choleric person will show even greater activity and cockiness - in this way he tries to relieve nervous excitement and get used to separation from his mother. Therefore, the main problems will arise for teachers and other children. He will tire the teachers and initiate all the children's pranks.

Tactics of behavior. Do not scold your child for being cocky and pugnacious. He himself understands that he is behaving incorrectly, but he cannot help himself. The task of parents and educators is to direct his overflowing energy into a peaceful direction.

Unusual measures to get a place

Most often, users on the Internet recommend purchasing a permanent residence permit in one of the many “rubber” apartments in Moscow or asking relatives to register not temporarily. This is the easiest way to place a child in any metropolitan kindergarten. However, this method cannot be called viable. Such registration can cost up to 150 thousand rubles, and migration services have the right to challenge it. Relatives are also not always ready to register one more person with them on a permanent basis, as they fear an increase in utility bills and attempts to take away the living space.

For those who do not have benefits, but have temporary registration, you can try to go another way - to obtain a petition from the employer. This measure is not suitable for everyone, but only for those employed at an official place of work, who have excellent relations with their superiors and who perform their job duties well. Please note that the petition includes some specifics:

  • drawn up on stamped paper (or standard company letterhead with details);
  • has the director’s handwritten signature;
  • endorsed with a seal.

With the document signed by the general director of your company, you should go to an appointment with the Department of Education in Moscow. You need to make an appointment there in advance, so first agree on an appointment date, and then prepare your application.

Once your paper is accepted, it will take one to two months for it to be reviewed. The chances of a positive outcome are minimal, but they exist. Education department specialists have noticed that they most often accommodate those who work in the public sector or large companies. If the application helps you get a place for your child in a preschool educational institution, you will have the opportunity to choose a priority kindergarten that is geographically convenient.

Changing jobs is also often used to place a child in a preschool institution in Moscow. To do this, one of the parents with temporary registration:

  • looking for a job in law enforcement;
  • trying to find a job in a kindergarten.

These methods are among the most reliable, since in this case vouchers are issued almost immediately. However, to work in the judicial system or the police, special education is often required, and there are now practically no vacancies left in preschool educational institutions. Mothers are even willing to do difficult and difficult work so that their child can receive preschool education.

Preschool requirements

Children up to the age of seven are accepted into kindergartens in the capital. There is only one criterion - the presence of a vacancy in the institution. An official representative with permanent or temporary registration in Moscow can apply for registration:

  • parent;
  • adoptive parent;
  • guardian (trustee);
  • adoptive parent.

Hint: the applicant must have documents on hand to confirm the connection with the child and the preferential category (if any).

Rules for forming a queue in preschool education in Moscow

The city authorities have identified certain categories of parents whose children are provided with preschool education without taking into account the general waiting list. The list for vacant positions is formed according to a three-stage system. This means that beneficiaries make up the first and second lines, and everyone else gets the opportunity to take a place when everyone else is hired.

Preferences are provided in 2020 according to the following rules:

  • The first to be enrolled in kindergartens are children of the same parents: or those with official employment;
  • students and pupils;
  • judges;
  • orphans;

Hint: the first group also includes adopted and foster children.

  • The second children to get places are:
  • children: prosecutors;
  • brought up in and;
  • whose parents: are recognized as disabled (one or both);
  • died during the fighting.

Hint: a preference is taken into account only if the applicant can document it.

Documents required for registration

The authorities are trying to reduce the list of papers to a minimum.

And yet you will have to collect confirmation of your offspring’s right to receive preschool education services. The main package includes the following:

  1. certificate of registration of the newborn by the civil registry office (they will not be placed in a queue until it is received);
  2. applicant's passport with registration;
  3. certificate of temporary or permanent registration of the child in the capital;
  4. preferential certificate (if any);
  5. medical documents:
      card;
  6. list of vaccinations done;
  7. insurance.

Hint: information from the listed papers must be entered into the application. You should carefully rewrite all information. The error leads to refusal to register for a place in the capital's kindergarten.

Where can parents go for support?

There are several activist groups in Moscow who are ready to help parents with temporary registration defend their rights. One of the most famous is RDDDO (Russian children - affordable preschool education). The leader of this movement bases his defense of the rights of preschoolers on violations of the Federal Law “On Education”, according to which:

  • the availability of kindergartens for every child is guaranteed;
  • places are available from two months of age;
  • there should be no exceptions for children without registration or with poor health;
  • Parents are given the right to choose the form of education (no one has the right to impose on you a specific kindergarten, short-stay group or five-day institutions).

The website of this movement has collected many requests from parents with temporary registration. Each request is carefully reviewed by lawyers. They give advice based on the situation. Activists of this movement help collect documents for the prosecutor's office, draw up claims and prepare for court hearings.

It is with the support of human rights defenders that sometimes amazing results can be achieved: attracting public opinion and revealing little-known facts. With the help of activists, almost all residents of the capital with temporary registration learned about the shortage of children in a number of preschool educational institutions in Moscow. This situation has developed in the following areas:

  • Zhulebino;
  • Mitino;
  • Dmitrovsky.

Children who do not have permanent registration could go there, but by order of the capital authorities, vouchers are not issued to those on the second register. Many parents try to achieve the exercise of their rights through the heads of preschool educational institutions, but without a voucher from OSIP it is impossible to go to an understaffed kindergarten.

How to get into the garden with temporary registration in Moscow in 2020

Since we are talking about preschoolers, registering a child of this age without one of the parents is illegal (for more details, see the article about whether it is possible to register a child separately from their parents), that is, you will need to look for a registration option for an adult , and the child will be registered with him automatically, without approvals and permissions of tenants or owners, no matter how many there are.
