In Russia, there is an acute problem of lack of places in preschool institutions. Today, children cannot be enrolled in kindergarten without registration in absolutely any region of the country. How does queuing and seat allocation work?
In 2011, in Moscow, those awaiting admission to kindergarten were divided into two groups:
- for those with permanent registration;
- for those registered in the capital temporarily.
For the second group, the number of places in preschool institutions is limited. According to the capital's education department, in 2016 no more than two thousand were allocated. In a city with a population of millions, this is extremely small. Only families with benefits will be able to place a child in a preschool educational institution, if they have a temporary registration.
- Children raised by a single father or mother can apply for a quick place in a preschool institution. It is mandatory that parents are employed.
- Beneficiaries include those families whose parents study in Moscow, but have a permanent residence permit in another city.
- Children of law enforcement officers and the judicial system. Children from military families are also conditionally included in this category.
- Adopted children (as well as those under guardianship) can also apply for a place in a preschool educational institution out of turn. Children whose parents have orphan status or have lost their breadwinner are equated to this category.
- Specialized educational institutions in Moscow accept children with disabilities into temporary places.
- If the parents in the family have a disability group, then the child can also be placed in a preschool institution out of turn.
- Those participating in the resettlement program can also apply for an extraordinary place in a preschool educational institution. Please note that the relaxations apply only to internally displaced persons.
If you live in Moscow and do not yet have permanent registration and benefits, then the chances of getting a place are very small. At the same time, it is possible to place a child in a preschool educational institution only for as long as the registration is valid. If the temporary registration period has expired, the child cannot go to kindergarten; his place goes to someone else on the waiting list. Another difficulty may arise if the temporary registration address does not coincide with the place of actual residence. This often happens if registration was done by relatives living on the other side of the city. In densely populated areas, with a large number of applicants for places in preschool educational institutions, it will be more difficult to place a child. Vyacheslav Volodin, Speaker of the State Duma, speaking to reporters, indicated that the bill is aimed at supporting families with children, and by the second reading it was decided to extend the amendments to kindergartens.
Previously, families did not have such a right, but the situation of enrolling children in kindergartens and schools based on registration was inconvenient:
- Often children from the same family are registered in different places (for example, the eldest in the father’s apartment, the youngest in the mother’s apartment), but live together.
- Quite often families move to a new apartment or house, but do not want to change their usual school or kindergarten.
Previously, this created a problem for parents - the older child was accepted into a kindergarten or school on a territorial basis, while the youngest, registered in another place, was refused admission if there were no places.
Where to go
Meanwhile, there has been a confrontation between the contenders in Moscow for 5 years now. It was aggravated by the introduction of the second stage and the division of the territory. Human rights activists first of all overturned the unpopular decision of the authorities by appealing to the Constitution. Most often, children with temporary registration are advised to look for a place in a private kindergarten, since a municipal place may not be given until school.

- to the prosecutor's office;
- Department of Education;
- to the president;
- district OSIP.
As a rule, the answer from any of these services is standard - there are no places, wait your turn, but it’s worth trying your luck. In any case, you will attract attention and, perhaps, you will be able to get your child into kindergarten faster.
On the one hand, the approach to forming queues is clear. Those temporarily registered in Moscow, as a rule, come to work or study. They can go back at any time and the place will simply be unclaimed, which will lead to the need to do additional work to form a queue. At the same time, it is important for those who want to work to send their child to preschool as soon as possible in order to go to work.
Lawyers have recorded several cases where the prosecutor's office satisfied the demands of parents, declaring it illegal to move capital residents with temporary registration to the end of the queue. In order to provide Muscovites with gardens, employees of the Education Department included those who had them on the lists before visitors. This was considered illegal, so the queue was made separate.
There is an unspoken rule that it is first necessary to provide places for Muscovites, and then deal with those temporarily living in Moscow. As practice shows, this is exactly what happens. Adapting to kindergarten, the choleric person will show even greater activity and cockiness - in this way he tries to relieve nervous excitement and get used to separation from his mother. Unusual measures to get a place
Most often, users on the Internet recommend purchasing a permanent residence permit in one of the many “rubber” apartments in Moscow or asking relatives to register not temporarily. This is the easiest way to place a child in any metropolitan kindergarten. However, this method cannot be called viable. Relatives are also not always ready to register one more person with them on a permanent basis, as they fear an increase in utility bills and attempts to take away the living space.
For those who do not have benefits, but have temporary registration, you can try to go another way - to obtain a petition from the employer. This measure is not suitable for everyone, but only for those employed at an official place of work, who have excellent relations with their superiors and who perform their job duties well. - drawn up on stamped paper (or standard company letterhead with details);
- has the director’s handwritten signature;
- endorsed with a seal.
With the document signed by the general director of your company, you should go to an appointment with the Department of Education in Moscow. You need to make an appointment there in advance, so first agree on an appointment date, and then prepare your application.
Once your paper is accepted, it will take one to two months for it to be reviewed. The chances of a positive outcome are minimal, but they exist. Education department specialists have noticed that they most often accommodate those who work in the public sector or large companies. Changing jobs is also often used to place a child in a preschool institution in Moscow. To do this, one of the parents with temporary registration:

These methods are among the most reliable, since in this case vouchers are issued almost immediately. However, to work in the judicial system or the police, special education is often required, and there are now practically no vacancies left in preschool educational institutions. Children up to the age of seven are accepted into kindergartens in the capital. There is only one criterion - the presence of a vacancy in the institution. An official representative with permanent or temporary registration in Moscow can apply for registration:
