  • citizens officially recognized as needing housing (under a social tenancy agreement);

  • citizens of the Russian Federation participating in the program of resettlement of compatriots living abroad to the Russian Federation;
  • persons who are owners of land plots affected by mudflows in 2014 in the village of Arshan, Tunkinsky district of the Republic of Belarus, when it is impossible to use such land plots for the purposes of individual housing construction without their reclamation;
  • persons who have actual use of land plots for individual housing construction, but have not registered their rights in the prescribed manner;
  • citizens who have in their use plots with residential buildings built before December 31, 2010, the rights to which have not been registered;
  • citizens of the Russian Federation legally residing in the Republic of Buryatia, whose (average per capita) family income is below four times the established minimum subsistence level on the day of application.

The procedure for implementing the rights of large families locally

Federal Law No. 138 of June 14, 2011 provides for the transfer to local governments of determining the procedure for implementing the provisions of this law.
