Why should it be replaced?
A citizen is obliged to promptly apply for a replacement document in the following cases:
- reached the ages of 20 and 45 years;
- changed his personal data: last name, first name or patronymic;
- change in date or place of birth;
- gender change;
- changes in appearance;
- the passport is damaged and unusable;
- There are errors or inaccuracies in the document.
If you do not contact the relevant authorities with an application to replace your passport, violators may be fined from 2,000 to 5,000 rubles, depending on the circumstances that caused untimely replacement actions.
What is required to change your passport?
Before you go to the passport office, you need to prepare a package of documents necessary for replacement or registration. You should not have any problems collecting them, since every citizen of the Russian Federation has them all. So you need to provide:
- a valid passport, unless stolen or lost. Otherwise - a coupon from the Ministry of Internal Affairs;
- birth certificate;
- military ID (for men);
- if you are married/divorced, you will need relevant certificates (original and copy);
- if there are children under 14 years of age, then you need to provide their birth certificate;
- a high-resolution electronic photograph, which, upon registration, will be uploaded to the application form for the provision of services.
Once you have collected all the documents, you can safely begin applying for a replacement passport.
Package of necessary documents
The list of required papers does not depend on the form in which the application for replacement will be submitted - at the MFC branch in person or through the government services portal. In any case, the applicant is obliged to collect a package of certain documents on the basis of which a new document will be issued. So, you will need:
- Passport – damaged or expiring or has expired.
- Application for replacement of a document, drawn up according to Form 1P.
- Two photographs measuring 3.5 by 4.5 cm. The face in them must make up at least 80% of the total area of the photograph.
- Receipt for payment of state duty.
In addition, documents are required to enter data on the place of registration and family composition:
- Certificate of marriage or divorce (see also - how to restore a certificate if it is lost).
- Certificate from the place of registration.
- Military ID.
- Birth certificate.
In the absence of a birth certificate during the procedure for replacing a document, employees of the MFC or the Federal Migration Service do not have the right to refuse to issue the document.

Nonresidents in Moscow will be able to obtain passports faster and cheaper!
He spoke about the latest changes in the rules for issuing and replacing internal passports of citizens of the Russian Federation on the air of the program “I am a consumer!” at the radio station “Komsomolskaya Pravda” (97.2 Fm in Moscow and the Moscow region) the head of the Department of Passport Work and Population Registration of the Federal Migration Service of Russia, Yuri Ivashkin. Yuri Ivashkin Yuri Ivashkin Yuri Ivashkin Yuri Ivashkin . Yuri Ivashkin: Yuri Ivashkin: Yuri Ivashkin: - Naturally, life does not stand still, everything changes, and I am ready to report that the Government Decree has introduced changes to the Passport Regulations. These innovations affect two significant points. Firstly, we are exempting departments in the housing and communal services system from performing the functions of receiving documents. Anna Dobryukha, host of the program “I am a consumer!” Anna Dobryukha , host of the program “I am a consumer!”: — That is, the same passport offices that we had at housing offices and public health departments? Yuri Ivashkin: - Yes. The resolution provides that now the citizen directly applies to our divisions of the Federal Migration Service. But another type of institution is also being added: these are multifunctional centers for the provision of state and municipal services. Citizens have the right to contact these centers, and their officials are authorized to provide us with the entire package of documents necessary to obtain a passport. Anna Dobryukha: Anna Dobryukha: Anna Dobryukha: Anna Dobryukha: - What is the advantage of such centers? Yuri Ivashkin: — They are being created as part of the administrative reform at the proposal of the government commission in a number of subjects of the Federation, and are being formed in many cities. The advantage is that such multifunctional centers provide government services not only for the registration and issuance of passports, but also other services, for example, for registering real estate. Thus, a person, coming to one center, can submit documents for several procedures at once and get several results. All this is built on the “one window” principle. Anna Dobryukha: — Such centers have not appeared everywhere yet? Yuri Ivashkin: - Yes, not everywhere yet. But I want to note once again that in addition to these centers, citizens can contact our departments directly. The fact is that recently we have received a lot of complaints. Today, divisions of the housing and communal services system and passport offices have practically turned into commercial structures. These are management companies, homeowners associations, etc. And it was unclear to whom the citizen handed over his document, who was responsible. There was no such responsibility. Therefore, it was decided to accept documents from citizens directly at the FMS divisions. I think that we will cope with the task when the citizen directly contacts us. Anna Dobryukha: - But people often complain that there are terrible queues to obtain foreign passports. Aren't you afraid that if you also add receiving internal passports, something terrible will happen? Yuri Ivashkin: “I don’t think there will be long lines to get an internal passport. The fact is that precisely the second part of the innovations that the recent Government Resolution provides for is the ability for a citizen to apply through an electronic form, through the state portal of public services. Anna Dobryukha: - Even with an internal passport, not just a foreign one? Yuri Ivashkin: - Yes. And today we have such appeals. And there are results. I would not say that this caused a big stir among our young people, but if you look at such appeals, there are quite a lot of them. And we predict that with work to improve this system, we will be able to safely accept documents in electronic form. In this case, a citizen will need to contact our department only once - to obtain a passport. All procedures necessary for verification, identification, etc. will take place after the application is submitted electronically, and the passport itself will be issued after the citizen presents to us either the passport to be replaced, or if he receives it for the first time, then a birth certificate. A passport will be issued in the presence of the citizen. Anna Dobryukha: — The innovation is very valuable. But I immediately have a question that many who live in Moscow would probably ask. As you know, many people live in the capital, but at the same time they have registration at their place of residence (what people habitually call “propiska”) in other regions. Let’s say, a person arrived from Murmansk; he did not receive temporary registration in Moscow, especially since the law allows us to live peacefully for 90 days without temporary registration. That is, in Moscow a person does not have any registration. At the same time, going to Murmansk is both expensive and far away. Can he, while in Moscow, apply for a passport via the Internet, and then only go to Murmansk once to receive it? Yuri Ivashkin: - Yes, it is possible. The citizen himself chooses the department in which he wants to issue a passport and sends an application through the state portal. The Ministry of Communications takes an active part in this process; personal identification is carried out there. Please note : a citizen applicant must first register on the state portal. To do this, you will need to enter your TIN and pension insurance certificate number. Everything about our legal rights and responsibilities in a variety of situations that we encounter in everyday life - in the program “I am a consumer!” with Anna Dobryukha on the radio station “Komsomolskaya Pravda” (97.2 Fm in Moscow and the Moscow region). Listen to the program every Tuesday and Friday from 12.00 to 13.00.
Replacement of international passport
If a foreign passport expires, a citizen of the Russian Federation can replace it by contacting the Federal Migration Service office at the place of residence or registration.

- Statement.
- Passport of a citizen of the Russian Federation.
- International passport to be replaced.
- Receipt confirming payment of the state duty.
- Men from 18 to 27 years old provide a military ID or a certificate from the military registration and enlistment office. Read about how to get a military ID here.

Photocopy of receipt:
The replacement period is one month from the date of application.
When replacing a foreign passport, the old document is confiscated and a new one is issued in its place. If necessary, the applicant can write a statement with a request not to confiscate the old passport. In the next article we will talk in detail about replacing a foreign passport when changing your last name
.
How much does it cost to replace a passport if damaged 2020
Heavy wear. The passport must be replaced if the data specified in the passport becomes difficult to view, unreadable, the seals become unusable, and it is impossible to accurately identify a person from a photo.
A passport is the most important document of any person. Even the slightest defect is enough for the passport to be declared unusable. If the main document is unsuitable for use, then you must immediately exchange the damaged passport for a new one. The conditions for replacing a passport change from year to year.
Timing and cost
The issuance period depends on where exactly the application was submitted.
- If a citizen applies at his place of residence (registration), the document is issued within 10 days from the date of application.
- If the application is not submitted at the place of residence (registration), the process may take up to 2 months. In this case, the applicant has the right to receive a temporary certificate of form 2P, which is a temporary identity document.
The cost of the replacement procedure is the amount of the state duty that a citizen of the Russian Federation must pay.
If the reason is reaching 20 and 45 years of age, changing gender or appearance, the state duty will be 300 rubles. In case of damage - 1500 rubles. If it is established that a passport has been damaged, FMS or MFC employees have the right to charge the person for violating Article 19.16 of the Code of Administrative Offenses of the Russian Federation and issue a fine in the amount of 100 to 300 rubles. In general, service employees do not always issue fines, limiting themselves to only a verbal reprimand.
If service employees deliberately spoil your document - tear it up, make marks - you are required to write a statement to them, indicating the fact that the document was damaged. This will avoid fines for document damage.
Which is invalid
- There are extra marks, notes or seals;
- The numbers and letters of the master records cannot be parsed;
- Seals, stamps and holograms are unclear or worn out;
- Information about a person is incorrect or inauthentic;
- The document is expired;
- The paper or cover is torn;
- There are traces of exposure to fire, water and other liquids;
- The passport is very worn.
- Marriage;
- Military duty;
- Presence of minor children;
- Data on other passport documents;
- Blood group and rhesus;
- Registration details on page five.
- Full Name;
- Floor;
- Date and place of birth;
- Date and place of issue.
Other data is superfluous and will be a reason to call the document damaged. However, the absence of key information is also a violation of the documentation form.
At 20 and 45 years old, the passport must be exchanged for a new one, so failure to meet the deadlines will be considered a violation and the document will also have to be changed.
Refusal
In rare cases, this request may be denied. The reasons may be either justified or unfounded.
- Incorrect completion of the application form;
- Lack of reason for replacement (damage was not confirmed, the established age of 20 and 45 years did not occur);
- Lack of a complete package of necessary papers;
- Violation of the rules of personal treatment;
- Availability of papers in a foreign language without a certified translation;
- Photos do not match appearance;
- No old passport except in case of loss and theft;
- There is no information about establishing the identity and citizenship of the applicant;
- There is no information about payment of fees.
More often, refusal occurs due to errors in the application or an incomplete package. Separately, we can highlight the misunderstanding between the employee and the person applying, which is often what complaints are received in case of refusals.
The first situation can be corrected immediately, and for a more complete set of necessary papers, another time to report to the service is assigned. Illegal reasons for refusal can be appealed in court or with the head of the service.
A certain time is given to replace a damaged Russian passport and pay all expenses, after which administrative sanctions will also be imposed. The document may be refused, but the reasons for this must be justified.
The legislation establishes a list of circumstances in connection with which citizens must contact government authorities to re-issue their identity card.
