If the consumer does not have a gas meter (meter), gas consumption is determined in accordance with established consumption standards. When calculating gas fees for the population, the following parameters are taken into account:

  • gas consumption standard (for calculation in equal shares throughout the year);
  • size (area, volume) of heated residential and non-residential premises;
  • the number of persons permanently and temporarily registered in the premises;
  • type and number of farm animals and poultry kept on private farms;
  • the degree of improvement of an apartment or residential building (presence or absence of centralized hot water supply);
  • other information necessary to correctly determine the amount of payment for consumed gas.

According to clause 56.2 of the Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings, approved by Decree of the Government of the Russian Federation No. 354 of May 6, 2011, in the absence of citizens permanently or temporarily residing in the residential premises, the volume of utility services is calculated taking into account the number of owners of such premises.

Example:

Heated living area – 35 m2;

Bath area – 10 m2;

Number of living citizens – 3 people;

There is no gas meter.

Gas appliances are installed and connected to the gas supply system in the household: heating boiler - 2 pcs.; gas stove – 1 pc.

The areas of use of natural gas by the population are heating (residential buildings) and (or) heating of non-residential premises with the simultaneous use of gas for other purposes.

The fee for the current month is calculated as follows:

35 m2 x 7.8 m3/m2 x 5,329.49 rub./1000 m3 = 1,454.95 rub.

In what cases is meter recalculation made?

Previously, it was said that recalculation can be initiated by the gas supplying organization if, based on the results of checking the metering device, violations are revealed. But the consumer has the right to demand a recalculation if he independently discovers irregularities in the operation of the meter. To do this, he needs to call gas service specialists to dismantle the metering device and send it for inspection to an expert organization. She is obliged to provide a conclusion based on the results of the examination, which may subsequently serve as the basis for changing the charges.

RUB 5,329.49 – from July 1, 2020, the retail price of 1000 m3 of natural gas in the direction of use, regardless of the presence (absence) of the metering device “Heating (of residential buildings) and (or) heating of non-residential premises with the simultaneous use of gas for other purposes,” according to clause 5 Appendix to the Order of the Tariff Regulation Committee of the Volgograd Region dated June 27, 2020 No. 20/1.

The total volume of gas consumed when used for several types of consumption is calculated by summing the volumes of consumed gas used for each type of consumption.

If during the verification process it is established that the subscriber did not inform the gas supplier about changes in circumstances affecting the determination of the volume of gas consumed that occurred after the conclusion of the contract, or provided information the unreliability of which is confirmed by authorized executive authorities or local government bodies, the gas supplier has the right to recalculate the volume of supplied gas subscriber and the amount of payment for it for the period from the date of the previous inspection, but not more than 6 months.

Changes in the receipt will be minor and will affect only those consumers who use a meter (meter) to calculate payment for the resource consumed. Subscribers who pay according to consumption standards will receive a receipt that is familiar in appearance and content.

Changes are made for the convenience of subscribers. The updated receipt type and calculation procedure will save time and make the calculation formula more simplified and streamlined. Now payment for gas will be made in the same way as payment for electricity or payment for gas without a meter - for the current month. Thus, now all subscribers (both those who pay by meter and those who do not have one) are switching to a unified payment system for consumed gas.

According to Russian legislation, the subscriber has the right to pay for gas consumed monthly until the 10th day of the month following the billing month, but then this payment will not be included in the payment document generated on the last day of the current month.

The receipt that subscribers will receive in August is not particularly different from the one they are already accustomed to. The difference lies in the method of payment based on the receipt - for the gas actually consumed in the current month. We took the meter readings, calculated the amount and paid it immediately.

The amount of debt in the payment document will indicate a delay in payment for consumed natural gas, for which penalties may be charged.

Let us emphasize once again: if you do not have a gas meter installed, then you will receive a fully completed receipt, which already indicates the amount to be paid. That is, the form of the payment document and the payment method for subscribers without meters (payment according to the standard) do not change.

The changes apply only to those subscribers who pay for gas according to meter readings.

Subscribers who have a meter without temperature correction must take into account that the volume of gas consumed is calculated for each day, starting from the day the readings of the previous period were transmitted.

If the residential premises are equipped with an individual meter, it is important for the owner to record the data correctly and in a timely manner so as not to make mistakes in calculating the amount of monthly payments.

This method of payment is much more profitable than when using standards, since in this situation the use of increasing coefficients is excluded. The owner pays exclusively for the volumes consumed during the month. As a result, the amount will be significantly lower than when calculated according to the standards.

Sequence of readings

The meter data is taken in the following order:

  1. Every month, between the 20th and 25th, the current number of cubic meters on the meter is read;
  2. The information received is recorded by the consumer and transmitted to the utility organization supplying the resources;
  3. Readings are recorded without taking into account the leading zeros and fractional fractions of cubic meters;

  4. The readings taken a month earlier are subtracted from the obtained value;
  5. The result is multiplied by the tariff established in the region.

It is very important to take the data in a timely manner and report the readings to the utility company. Otherwise, the information may not be taken into account when assigning an invoice for payment.

The consumer must take into account that the meter must undergo timely verification, the frequency of which depends on the passport characteristics of the device provided by the manufacturer, and the procedure determined by the regulations of local authorities.

How to pay for gas

Depending on the amount of gas consumed and the payment method chosen by the person, rules are established on how to pay for a given utility service, price, calculation procedure, etc.

Receipts with a certain amount of money that needs to be paid can be sent to the person by the HOA, the management company, or directly by the provider of this service. You can pay in several ways:

  • through a utility collection point;
  • through a bank;
  • through an online application for accepting payments.

Not only the consumer of this service can pay for gas directly, but also third parties. If the owner of a residential or non-residential premises is several persons at once, then the gas payment is distributed among all owners, and not per person.

If a citizen is entitled to a particular benefit, he must notify the utility service provider by submitting a written application. The application is considered within a period not exceeding ten days. If the utility company gives a positive response, the benefits will apply from the next month.

We use the gas meter correctly

Typically, Russians install devices to control gas consumption in apartments and private houses. They have simple rules for use, and taking readings from them is quite simple. The main thing is that under no circumstances should you:

  • do not open the device;
  • Do not tighten the bolts and nuts.

Each of these meters is equipped with a mechanical display, which displays the current readings of the resource consumed, in our case natural gas. These indicators correspond to the total amount of consumption, so for payment it is necessary to record only certain figures.

It is easier to see the procedure for calculating the monthly payment amount using an example. A family of four lives in Moscow and uses gas for a gas stove; the specified energy carrier is also used in the centralized water supply system:

  • The monthly payment for one person is 56.69 rubles.
  • Taking into account the number of people living in the apartment, the total payment amount per month is 56.69 × 4 = 226.76 rubles.

The calculation is carried out in a similar way for a different type of gas fuel use. The difference lies in the amount of the tariff provided.

Payment calculation

The family lives in Moscow and pays for gas consumed based on the readings of an individual meter. Gas is used for heating, operating a gas furnace and heating water. In some regions, during the cold season, the result obtained must be adjusted, taking into account the thermal expansion of gas at negative ambient temperatures, if such a function is not provided for by the meter design (temperature coefficient is usually = 1.06). If the meter is not equipped with a thermal corrector, then this number (1.06) must be added to the formula above. A temperature coefficient is added depending on the region.

How are prices for natural gas determined for the population?

Retail prices for natural gas are set by the Regional Energy Commission (prices for 2017–2018 were established by order of the Regional Energy Commission of the Omsk Region 80/32 dated June 20, 2017). To establish a uniform procedure for setting retail prices for gas sold to the population in all regions of the Russian Federation, Order 194-e/12 of the Federal Tariff Service of the Russian Federation dated November 23, 2004 approved “Methodological guidelines for regulating retail prices for gas sold to the population.”

Retail price includes:

  • wholesale price for natural gas;
  • payment for supply and sales services (PSSU) of the gas supplier;
  • gas transportation tariff.

Retail prices apply to volumes of gas that are used by the population for various purposes, with the exception of commercial ones. Directions of gas consumption for which retail prices are set separately:

  • cooking food;
  • hot water supply (water heating in the absence of centralized hot water supply);
  • heating of residential premises, gas consumption in the presence of gas consumption metering devices (in the case of using one metering device to record the volume of gas consumption while simultaneously using gas in several areas of its consumption, for which different retail prices are set).

Note: payment for utility services for gas supply is made within 12 months of the calendar year, or within 8 months during the heating season (based on the established volume of consumption of this utility service (standard) for each period) in accordance with the agreement concluded between the supplier and the consumer of the utility service.

Correctly counting consumed gas using the meter for payment
