How to find out the phone number of a district police officer at an address? How to call a local police officer?

How to call the police anonymously

If your neighbors are noisy, you can call the local police officer by number 02. If the call is from a mobile phone, then, depending on the operator, you need to dial 102 (all operators except Megafon), 020 or 002 (for Megafon).

You can call the single emergency number – 112.

Calls to the listed numbers are free and possible even if you have a negative balance or no SIM card.

You can also call the police during a personal visit to the precinct department (without maintaining incognito status) or by Russian mail, but in the case, for example, with noisy residents, it is important to promptly receive the request, so it is better to use the phone. We advise you to read: “Application for neighbors: nuances and writing examples.”

What is required of a citizen who contacts the police?

The need to document the circumstances of the commission of a crime, an administrative offense, the circumstances of the incident depends on whether this is required to fulfill the duties of the police specified in Art. 12 of the Law “On the Police”. This means that if the person who calls the police is an eyewitness to an offense or crime, he can be questioned about the circumstances of its commission. They do not necessarily interview you at the time of the call; they can also do so later, as part of the inspection. The police officer arriving at the scene independently decides the need to interview neighbors and other possible witnesses, victims based on the circumstances of the offense or crime.

What information should you provide when contacting the police?

According to Chapter IV of Order No. 707 of the Ministry of Internal Affairs of Russia, in order to call the police on noisy neighbors you need to call:

  • Full name;
  • email address for sending a response or notification of forwarding of the application.

If you do not provide this information, the police may ignore the application.

If this is a written appeal, you can attach evidence of violation of your right to peace: audio/video recordings, testimony of witnesses. Of course, anonymity in this case will be violated, but the chances of having the case considered will increase.

Police officers are ready to receive complaints about scandalous neighbors around the clock

— This action appeared for a reason. In the Minsk region, every third murder was committed on domestic grounds,” Ruslan Bylina, deputy head of the law enforcement department of the Internal Affairs Directorate of the Minsk Regional Executive Committee, tells KP. — Not only husbands, but also wives make scandals. There are cases when a man turns to the police with a request to calm his wife down.

The police cannot identify all the family brawlers, so they ask neighbors to call around the clock and report the brawlers.

— Our people don’t like to interfere in other people’s relationships. They call very rarely. Only in cases where neighbors interfere with their rest: they break dishes, shout, make noise. Few people think that a family quarrel can develop into a crime. You need to call the police not only when it comes to assault, but also if things are being sorted out too violently behind the wall, the police say. — You can call anonymously; we respond to all calls. By the way, this applies not only to the relationship between wife and husband; if parents mistreat their children, this can also be reported to law enforcement agencies.

— We have cases when we come to a scandal, and the spouses have already made peace. Women simply do not realize that every challenge for a brawler does not go unnoticed. And the wives are sure that they can call us just like that: they scared the spouse and left,” says district inspector of the Borisov District Department of Internal Affairs Svyatoslav Reut. — When we see that the husband is too drunk, we take him to the department. But wives are sometimes stubborn and don’t want to let their husband go. The same thing applies to registration in LTP. It is enough to call the police three times on a drunken brawler to send him for treatment. Then the wives run after us and ask us not to take our hubby.

AGAINST

Natalya SHARAY, Komsomolskaya Pravda correspondent

I can call the police. What next?

Neighbor Alla sometimes, having too much alcohol, beats her 13-year-old daughter Anya. You shout on the landing, threaten with the police - and everything calms down. Of course, neighbors can call the police. If the police catch Alla, so to speak, at the crime scene, the girl will be taken away and sent to a shelter. Mom will be given time to correct it.

The only question is - where will Anya feel better, with the drinking Alla (who on days of sobriety makes the house sparklingly clean and bakes pies) or in an orphanage with problem children of alcoholics and other people's aunts-educators? What if next is an orphanage? Because of her age, no one will take her into the family, and five years in an orphanage with a living mother is not hard labor? For some reason, it seems that living with Alla is still better for the girl.

That's why neighbors don't call the police. And they ring the doorbell when they hear Anino: “Mommy, don’t hit me!”

OPINION "FOR"

Ulyana BOBOED, deputy. editor of Komsomolskaya Pravda

One night, my downstairs neighbors - a young couple - were arguing and hitting each other so hard that they even broke the windows on the balcony. Do you think I called the police? No. I was just trying to sleep, despite the noise. Why did I have to interfere? These are their problems.

And one day, a friend of mine went on vacation, leaving her 9-year-old child at home. Her house is divided into two parts: in one she lives with her husband and children, in the other - her grandparents, who agreed to look after their grandson. Upon arrival, the friend was called by social services and seriously looked into how she cared for the child. Neighbors reported that the boy was left alone at home. A friend lives in Germany.

The Belarusian “my house is on the edge” and I are always afraid to intervene and take responsibility. And then we shake our heads when we read articles in KP about how a husband beat his wife to death during a family quarrel, and the neighbors “heard nothing.” But none of us are immune from anything. And everyone hopes that, if something happens, there will be people nearby who will not pass by.

When are you ready to interfere in someone else's life?

QUESTION OF THE DAY

WHEN ARE YOU READY TO INTERVENE IN SOMEONE OTHER'S LIFE?

Alexey ALEXANDROV, chief narcologist of the Ministry of Health:

— There is such a thing as community. This is when a person, seeing that someone is breaking into a neighboring apartment - it doesn’t matter whether they are thieves or a drunk friend - will call the police and tell them. Because I’m sure that when they break into his apartment, the neighbors will also report. Community laws work in countries such as the USA, Germany, and Great Britain. The only question is how we perceive it. It can be interpreted as common sense, or it can be interpreted as an interference in personal life. I think reliability and peace of mind are more important for any person.

Georgy KOLDUN, singer, TV presenter:

-In my practice, there have already been cases when I had to call the police on noisy neighbors. Suspecting that there is a fight that could end badly, I always go to the rescue.

Sergei SYOMUSHKIN, head of the forensic department of the Novogrudok district police department:

“My neighbors are so quiet that I can’t even believe it.” As a policeman, I will not call the police. I myself will go and calm them down if there is a lot of noise or someone’s life is in danger.

Yuri ZISER, general director of the Tut.by portal:

— It all depends on the person’s civic position. One position, “my house is on the edge,” is more typical of Belarusians. The other, when everything matters, also occurs. There is a fine line in relationships; it is difficult to figure out when “darlings scold - they are just having fun,” and when a crime can be prevented. I try not to interfere in family relationships, but I take an active position in public affairs.

Olga SEMIZHON, parasitologist at the Minsk City Hygiene Center:

“It all depends on the degree of the scandal: if someone asks for help, for salvation, I’ll call the police, but if they broke the plate peacefully and dispersed, maybe they’re just temperamental people, let them figure it out themselves.”

Maria NEIMUK, kindergarten teacher:

- Almost never! Once upon a time, I told a friend that her husband was maintaining a mistress. And what do you think? Nothing has changed, but it has only gotten worse. My friend blamed me for everything, and we stopped communicating.

Elena Mikhailovna, reader of the kp . by :

“When my daughter started coming in crying, with a scratched neck or a bruise on her arm, I intervened!” I started asking her neighbors. I found out that my daughter has scandals every day, she runs into the street to avoid beatings. I separated them right away! And I don’t regret it! If she had not intervened, she would have endured this bullying for another ten years, she was ashamed to admit.

How to submit an electronic application

To file an electronic complaint against violators with the police you need to:

  • go to the official website of the Ministry of Internal Affairs;
  • go to the tab for citizens;
  • choose an option for receiving requests from citizens and organizations;
  • select the Ministry of Internal Affairs in the list of authorities;
  • confirm your consent to the application procedure and click on the submit application button;
  • Fill out the form that opens: describe the problem situation and indicate your feedback information (residence address or email address).

In this case, anonymity can be maintained by providing only an email.

If you additionally leave a comment on the application, this will speed up its consideration. When all the fields are filled out correctly, all that remains is to enter the security code and send the message. In a few minutes, a letter will be sent to the specified email stating that the application has been accepted and you should expect the results of its consideration.

Since 2014, you can also complain about your neighbors online from your phone - using the mobile application of the Russian Ministry of Internal Affairs. To contact the police, you need to click on the shortcut button in the application menu. In this case, the chances of the police arriving are small; if you do not give your information, the anonymous call may be accepted but ignored.

Reasons for contacting the local police officer

The district police officer is obliged to help citizens who contact him with matters that fall within his jurisdiction.

An employee can provide assistance in the following cases:

  1. Allocation of material or financial assistance to extremely needy residents of his area, for example, single mothers, pensioners, low-income families, etc.
  2. If your passport has been lost. The police officer will accept the statement and open a case to search for an identification document.
  3. The district commissioner is obliged to register all complaints, especially domestic quarrels, noisy behavior at night, the appearance of dubious characters, etc.
  4. If the site does not have entertainment, sports grounds, clubs, sections for the development and employment of teenagers, etc., residents have the right to contact the district police officer to submit an application to the local government. Crime prevention is his direct responsibility .
  5. When residents throw out garbage or park a car in an unidentified place, if the environmental conditions of the site are in poor condition, they must contact the local police officer.
  6. The district police officer has the right to help a troubled teenager enter an educational institution, taking responsibility for him.
  7. It is necessary to contact him if an alarm is installed in an apartment or house.

The district police officer solves the problems of residents related to his jurisdiction.

Responsibility

If residents of an apartment building violate the silence regime, they face administrative liability, in accordance with the regulations of a particular region. The time after which you cannot make noise and the amount of the fine are established in each region separately. Find your region here ().

If neighbors do not comply with noise regulations, before making an anonymous call to the police, it is worth talking to them and reminding them of the punishment for such behavior. The average fine in the Russian Federation is from 500 to 2000 rubles.

We recommend reading: “All neighbors are bad, but the ones above are worse than the ones below” or how to punish the neighbor above for constant stomping.

But if an anonymous call to the police does not confirm the fact of a violation, neighbors can file a counterclaim for slander, under Art. 128.1 of the Criminal Code of the Russian Federation.

With a briefcase or daddy

– Suppose a local policeman knocks on my door. How can I understand that he is who he says he is if I have never seen him before?

– Firstly, he must be in the uniform of a police officer. Secondly, he always has a daddy or briefcase with him. This is one of the important attributes. Thirdly, if you doubt that this is a real police officer, ask him for his identification. He must carry it with him. If you look at the ID and still doubt that this is a district police officer in front of you, you can call 02 and ask to be connected to your police department, or call the department directly and ask whether such a district police officer works there.

A very hectic life, or what to do if the neighbors are noisy

More difficult situations are possible if we are talking about a mother with a small child who does not go to kindergarten (or is simply sick). Or about a man who came from the night shift and dreams of sleeping off. Or about a pensioner with poor health - he suffered all night, he has to make up for it during the day.

  • In most regional laws, noise is considered not only by the operation of an irrepressible hammer drill and particularly “talkative” speakers (by the way, not only in an apartment, but also in a car parked near the house). You still can’t sing, whistle, or shout loudly.
  • You can play musical instruments. But usually this is followed by a clause: without violating the legal rights and interests of neighbors. Is it time for your baby to sleep? It is quite possible to ask your neighbor Paganini, Svyatoslav Richter or Louis Armstrong to take a break from their studies.
  • If the neighbors are constantly making noise, then you will have to complain regularly. Otherwise there will be no peace. When enough material has accumulated regarding your complaints and the measures taken, you can take the troublemakers to court and seek compensation for damage to health, moral harm, or even eviction of the culprit.

Where to go and what to do if neighbors are noisy at night

  1. Talk to your neighbors. Often the problem is easily solved, since many do not suspect that the irrepressible patter of children's feet or the creaks of furniture being moved can be clearly heard by the residents below. Parents sometimes also do not suspect that in their absence, children throw noisy parties. Educate your neighbors about the sources of noise from their apartment, and perhaps the problem will be resolved.
  2. Call the police. Sometimes neighbors can be noisy, boorish, but law-abiding. An explanatory conversation with government officials is enough for the further peaceful and quiet existence of the entire house.
  3. Apply to the district police officer. Suitable for pacifying those rowdies who have not reached the explanations of the PPS outfit. Few people would like the periodic visit of an apartment by a servant of the law to check the environment. And this is exactly what the district commissioner will do if he puts a “bad apartment” on the register.
  4. Go to court. This option is good when all other ways to pacify noisy neighbors have been exhausted. Of course, if average families sometimes behave a little louder than usual, no one will go to court to complain about them. But if the apartment is a hangout, parties regularly gather, fights break out, then it’s worth going to other neighbors and filing a class action lawsuit. The result may be an administrative fine for the owner of the apartment, or even eviction in accordance with Article 35 of the Housing Code of the Russian Federation of December 29, 2004 No. 188-FZ - for using the apartment for other purposes, as well as for constantly disturbing the peace of others. Eviction on this basis is possible only in relation to the resident - the owner of the apartment, under Article 35 of the RF Housing Code; it will not be possible to evict.

Where to go if your neighbors are noisy at night? The problem that gives rise to this question is not so rare these days, when few can boast of housing that is not encumbered by neighbors on all sides. We will consider options for solving the problem of noisy neighbors in this article.
