Rosselkhozbank has already requested additional subsidies from the Ministry of Agriculture. At the beginning of June, the bank had issued almost 16 billion rubles in loans under the preferential rural mortgage program. The product was used by more than 7.9 thousand people from different regions.

    At the end of last year, only 34.2% of living space in rural settlements was equipped with all the benefits of communal infrastructure at the same time (water supply, sewerage, heating), notes Renata Yanbykh, head of the department of agricultural policy at the Institute of Agrarian Research at the Higher School of Economics. She recalls that before the current state program, the state also supported rural mortgages as part of the subprogram for sustainable development of rural areas, and it was also very popular among the rural population. But now the terms of the program are especially favorable. And to the already existing demand from rural residents were added city dwellers who, amid the pandemic, flocked en masse to the villages, the expert explains.

    “This program is good because it provides an opportunity to comprehensively solve the problems of the rural population. People can take out a mortgage to purchase a house and at the same time initiate some projects for autonomous gasification of a small village (with the purchase of a gas holder, a geoheating system). There were no such opportunities in previous state programs,” explains Renata Yanbykh.

    In her opinion, it is especially important for residents of rural areas to get a cheap mortgage. According to the results of the latest monitoring of rural areas by the Ministry of Agriculture, the average disposable resources of a rural household are only twice the subsistence level. And the share of those villagers who, in their opinion, do not need anything, is only 2.4%. And the share of rural residents who have the opportunity to buy something other than food, clothing, and durable goods turned out to be small.

    A subsidy of 1 billion rubles from the state is a very limited amount of support, agrees the head of the construction committee of Opora Russia, Dmitry Kotrovsky. According to him, in order to assess the dynamics of actual demand (by registering the transfer of rights), the program needs to increase the limit to at least 5-7 billion rubles. The expert is confident that the development of mortgage programs can be a driver for updating the housing stock in rural areas.

    Under the terms of the state program, Russian citizens aged 21 to 64 can receive a preferential loan. Only two banks are participating in the program so far - Rosselkhozbank and Sberbank. Funds are issued for the purchase of finished housing in rural areas, a plot of land for building a house, an unfinished house, an apartment in a building under construction. Housing must be suitable for permanent residence, provided with engineering systems (electric lighting, water supply, drainage, heating, etc.), and the area must be no less than the established norm per family member. The down payment must be at least 10% (at Sberbank - at least 15%). The loan is issued at an interest rate of 0.1 to 3% per annum for a period of up to 25 years. All rural areas are participating, except Moscow, the Moscow region and St. Petersburg. The maximum loan amount is: for the Leningrad Region and the Far Eastern Federal District - 5 million rubles, for other regions - 3 million rubles.
