The housing program for teachers is aimed at providing assistance in solving the “housing issue” for this category of specialists. Its essence is to compensate part of the cost of housing from the state budget. This direction of subsidizing was developed within the framework of the general program “Housing”, which will be valid until 2020 (Resolution of the Government of the Russian Federation dated December 17, 2010 N 1050 (as amended on November 20, 2018) “On the implementation of certain measures of the state program of the Russian Federation “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation").

Legislative regulation of the issue

State subsidies for mortgages for teachers are regulated by the following legislative acts:

  • Housing Code of the Russian Federation dated December 29, 2004 N 188-FZ (as amended on July 1, 2017);
  • Decree of the Government of the Russian Federation of December 17, 2010 N 1050 (as amended on November 20, 2018) “On the implementation of certain measures of the state program of the Russian Federation “Providing affordable and comfortable housing and utilities to citizens of the Russian Federation.”

A new house is being built

The exercise of the rights of young families to receive social payments for the purchase of residential premises or the construction of an individual residential building in the Sysert urban district is carried out in accordance with the Subprogram “Providing housing for young families” of the federal target program “Housing” for 2011-2015” and the corresponding regional and municipal programs (municipal approved by resolution of the administration of the Sysert city district dated November 15, 2012 No. 2901 (as amended on November 15, 2013).

A participant in the Subprogram can be a young family, including a young family with one or more children, where one of the spouses is not a citizen of the Russian Federation, as well as an incomplete young family consisting of one young parent who is a citizen of the Russian Federation and one or more children meeting the following conditions:

1) the age of each spouse or one parent in a single-parent family does not exceed 35 years at the time the Ministry makes a decision to include a young family in the list of young families applicants for receiving social benefits in the planned year in the Sverdlovsk region;

2) a young family is recognized as in need of housing;

3) the family has income that allows them to obtain a loan, or other funds sufficient to pay the estimated (average) cost of housing in a portion that exceeds the amount of social benefits provided (hereinafter referred to as solvency).

Young families participating in the Subprogram are provided with financial support in the form of social benefits.

Participation of a young family in the Subprogram is voluntary. The condition for the provision of social benefits is that a young family, in addition to the right to receive social benefits, has additional funds - their own or received under a credit agreement (loan agreement) for the purchase of residential premises or the construction of an individual residential house, including under a mortgage housing loan (loan ) necessary to pay for the construction of an individual residential building or the acquisition of residential premises. As additional funds, a young family can also use funds (part of the funds) of maternal (family) capital.

The size of the social benefit is 35 percent of the estimated cost of housing for young families without children, and 40 percent of the estimated cost of housing for young families with one or more children and single parents with children and can be paid from budgets of all levels .

In addition to this program, there is another one under which social payments are received by residents of rural areas. In accordance with the federal target program “Sustainable development of rural areas for 2014 - 2020 and for the period until 2020”. This program is to improve the living conditions of citizens (age does not matter) living in rural areas, including a separate category for young families and young professionals. Program participants are provided with financial support in the form of social benefits.

Social benefits are 70% of the estimated cost of housing. The regional government determines the average market price of 1 square meter of housing. The size of the payment is determined from this price.

The implementation of the rights of citizens living in rural areas, including young families and young professionals, on the territory of the Sysert urban district is carried out in accordance with the municipal program “Sustainable development of rural settlements of the Sysert urban district for 2014-2020 and for the period until 2020” , approved by Decree of the Administration of the Sysert City District dated December 30, 2013 No. 1201.

A citizen has the right to receive social benefits if the following conditions are met in total:

a) permanent residence and work (main place of work) in rural areas;

b) availability of own and (or) borrowed funds in the amount of at least 30 percent of the estimated cost of construction (purchase) of housing. The share of own and (or) borrowed funds as a percentage of the estimated cost of construction (purchase) of housing, including separately for citizens and young families (young professionals), is determined by the constituent entity of the Russian Federation. If the specified share is set at less than 30 percent of the estimated cost of construction (purchase) of housing, the difference is compensated from the funds of the regional (local) budget of the constituent entity of the Russian Federation (municipal entity). In the absence (inadequacy) of own and (or) borrowed funds, a citizen may use funds (part of the funds) of maternal (family) capital in the manner established by Decree of the Government of the Russian Federation of December 12, 2007 N 862 “On the Rules for the allocation of funds (part of funds ) maternal (family) capital to improve housing conditions”;

c) recognition of those in need of improved housing conditions. Recognition of citizens in need of improved housing conditions is carried out by local government bodies at the place of their permanent residence on the grounds established by Article 51 of the Housing Code of the Russian Federation. Citizens who have intentionally worsened their living conditions may be recognized as needing to improve their living conditions no earlier than 5 years from the date of committing these intentional actions.

Provision of social benefits to citizens is carried out according to the following priority:

a) citizens working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex in rural areas, who have expressed a desire to improve their living conditions by constructing a residential building or participating in shared-equity construction of residential buildings (apartments);

b) citizens working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex in rural areas, who have expressed a desire to improve their living conditions by purchasing residential premises;

c) citizens working under employment contracts or carrying out individual entrepreneurial activities in the social sphere in rural areas, who have expressed a desire to improve their living conditions by constructing a residential building or participating in shared-equity construction of residential buildings (apartments);

d) citizens working under employment contracts or carrying out individual entrepreneurial activities in the social sphere in rural areas, who have expressed a desire to improve their living conditions by purchasing residential premises;

e) citizens working in rural areas (with the exception of citizens specified in subparagraphs “a” - “d” of this paragraph) who have expressed a desire to improve their living conditions by constructing a residential building or participating in shared-equity construction of residential buildings (apartments);

f) citizens working in rural areas (with the exception of citizens specified in subparagraphs “a” - “d” of this paragraph) who have expressed a desire to improve their living conditions by purchasing residential premises.

A citizen who is provided with a social benefit (hereinafter referred to as the recipient of a social benefit) has the right to use it:

a) for the purchase of residential premises in rural areas that have been in operation for no more than 5 years from the date of its commissioning;

b) for the construction of a residential building (creation of an individual housing construction project or an attached residential building to an existing residential building in a rural area, including the completion of previously started construction of a residential building);

c) to participate in shared-equity construction of residential buildings (apartments) in rural areas.

The following have the right to receive social benefits under the conditions provided for in this section:

a) a young family, which means registered married persons aged no more than 35 years on the date of filing the application, or an incomplete family that consists of one parent, whose age on the date of filing the application does not exceed 35 years, and one or more children , including adopted children, if the following conditions are met in total:

the work of at least one member of a young family under an employment contract or the implementation of individual entrepreneurial activities in the agro-industrial complex or social sphere (main place of work) in rural areas;

permanent residence in a rural area in which at least one member of the young family works or carries out individual entrepreneurial activities in the agro-industrial complex or social sphere;

recognition of a young family in need of improved housing conditions;

the young family has its own and (or) borrowed funds;

b) a young specialist, which means a person living alone or married, aged no more than 35 years on the date of application, who has completed higher (secondary, primary) vocational education, if the following conditions are met in total:

work under an employment contract or carrying out individual entrepreneurial activities in the agro-industrial complex or social sphere (main place of work) in rural areas;

permanent residence in a rural area in which the young specialist works or carries out individual entrepreneurial activities in the agro-industrial complex or social sphere;

recognition of a young specialist as needing improved housing conditions;

the presence of the young specialist’s own and (or) borrowed funds.

Young families and young professionals mean:

a) young families and young professionals who meet the following conditions:

moved to a rural area within the boundaries of the corresponding municipal district (urban district), in which one of the members of a young family or a young specialist works or carries out individual entrepreneurial activities in the agro-industrial complex or social sphere, from other municipalities;

live on the territory of the specified municipal district (urban district) on the terms of hire, lease, free use, or other grounds provided for by the legislation of the Russian Federation;

registered at the place of residence in accordance with the legislation of the Russian Federation;

b) final year students of an educational institution of higher (secondary, primary) vocational education who have entered into agreements with the employer (local government body) on employment in rural areas, in which they have expressed a desire to permanently reside and work under an employment contract (carry out individual entrepreneurial activities) in the agro-industrial sector complex or social sphere upon graduation from this educational institution.

The provision of social benefits to young families and young professionals is carried out according to the following priority:

a) young families and young professionals who have expressed a desire to work under an employment contract or carry out individual entrepreneurial activities in the agro-industrial complex and improve their living conditions by building a residential building or participating in shared-equity construction of residential buildings (apartments);

b) young families and young professionals who have expressed a desire to work under an employment contract or carry out individual entrepreneurial activities in the agro-industrial complex and improve their living conditions by purchasing residential premises;

c) young families and young professionals working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex, who have expressed a desire to improve their living conditions by constructing a residential building or participating in shared-equity construction of residential buildings (apartments);

d) young families and young professionals working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex, who have expressed a desire to improve their living conditions by purchasing residential premises;

e) young families and young professionals working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex, who have expressed a desire to improve their living conditions by constructing a residential building or participating in shared-equity construction of residential buildings (apartments);

f) young families and young professionals working under employment contracts or carrying out individual entrepreneurial activities in the agro-industrial complex, who have expressed a desire to improve their living conditions by purchasing residential premises;

g) young families and young professionals working (who have expressed a desire to work) under employment contracts or carrying out (who have expressed a desire to carry out) individual entrepreneurial activities in the social sphere, who have expressed a desire to improve their living conditions by constructing a residential building or participating in the shared construction of residential buildings (apartments) ;

h) young families and young professionals working (who have expressed a desire to work) under employment contracts or carrying out (who have expressed a desire to carry out) individual entrepreneurial activities in the social sphere, who have expressed a desire to improve their living conditions by purchasing residential premises.

In each of the specified groups, the priority is determined in chronological order by the date of application, taking into account the priority provision of social benefits to young families and young professionals with three or more children.

Conditions of the housing program for teachers in 2020 and requirements for candidates

The housing program “Mortgage for Teachers” was developed by the Russian government in cooperation with the Housing Mortgage Lending Agency (AHML). The procedure and “mechanisms” for providing subsidies are determined by the regions independently. This is explained by the fact that the cost of living and the cost of housing are different in all regions.

Financing of “beneficiaries” is implemented in several options, from which everyone chooses the most optimal one for themselves. So, subsidies for teachers for the purchase of housing are issued for:

  • purchasing real estate with a mortgage;
  • purchasing housing from the public housing stock at cost;
  • repaying the down payment on a mortgage or part of the interest on an existing loan.

An important condition of the program is the borrower’s obligation to work in the field of education (in his specialty) for the entire term of the loan, or another period established by the lender.

A teacher has the right to take advantage of a preferential subsidy and get an apartment only once, for which he must meet a number of criteria set by the state:

  • age not older than 35 years;
  • mandatory higher education obtained in Russia;
  • lack of ownership of residential real estate;
  • need for improved living conditions and writing an Application for registration of those in need of improved living conditions;
  • compulsory Russian citizenship;
  • confirmed solvency (the teacher must repay the down payment at his own expense when applying for a loan);
  • work experience more than 12 months.

Housing for young professionals: in villages, pros and cons

There is a catastrophic shortage of qualified specialists in villages and small towns. These are doctors, teachers, and other social workers. The “Housing for Young Professionals” program in 2020 motivates citizens by providing young people with living space. Thanks to this, more graduates are not afraid to go to work in remote villages.

Then the previous property is sold, and the owner invests the proceeds as part or 100% of the down payment. The remaining 70% is added by the state. Such a clarification is beneficial for family people who bought old houses or apartments by investing maternity capital.

Bank conditions and requirements for the borrower

Taking into account the subsidies provided to teachers for the purchase of housing, banks are reducing interest rates and providing mortgages on more favorable terms. In particular:

  • loan term – up to 30 years;
  • down payment amount – 10%-30% of the value of the property (depending on the requirements of a particular bank);
  • interest rate - no more than 8.5% of housing on the secondary market and no more than 10.5% when purchasing an apartment in a new building or an individual residential building;
  • the ability to refuse loan insurance.

As for the borrowers themselves, in addition to the general requirements, some banks set their own compliance criteria. For example, frequent job changes or being under 21 years of age may not appeal to a lender. In addition, credit history is also taken into account. If there are arrears on previous loans, the bank may refuse a young teacher to receive a loan, even though he is entitled to a subsidy for the purchase of housing.

The solvency of the future debtor is also important, since he must repay part of the debt at his own expense. The cost of paying off the loan should not exceed 45% of his salary.

Banks often check the solvency of co-borrowers, whose low incomes may create problems when drawing up an agreement.

How to get housing for a young specialist in 2019

In order to become a full participant in the housing program, a potential candidate must contact the committee that regulates housing issues in his region. Before submitting all documentation necessary to participate in the mentioned program, the potential recipient of housing must provide evidence of the need to optimize their living conditions. Once this fact has been certified, the young specialist will be able to begin fully completing the application for the appropriate subsidy.

  • Personal identification documents of all family members of the potential participant,
  • Birth certificates of all children of the applicant who are under fourteen years of age at the time of filing the application,
  • A document confirming the presence of secondary or higher education received in an educational institution that has state accreditation,
  • Documentary substantiation of the existence of labor relations with an enterprise or organization operating in rural areas,
  • Written statements regarding the candidate’s marital status, namely, certificates of marriage and divorce (if available),
  • The conclusion of the commission regulating housing issues regarding the existence of grounds for improving the living conditions of a potential candidate for a subsidy,
  • An extract from Rosreestr indicating that the young specialist does not own residential real estate (if the latter declared the absence of housing),
  • Written information from a banking institution regarding the presence in the account of a young specialist of thirty percent of the amount necessary to repay the cost of the premises provided.

What teachers need to know to participate in the housing program

To receive a subsidy for the purchase of housing in 2020, young teachers need to know that:

  1. Positive characteristics from management at work are of great importance for AHML and the bank.
  2. Priority in funding is given to specialists working in rural areas or who are ready to move there from cities.
  3. A mortgage for young professionals does not deprive them of the opportunity to participate in other government programs.
  4. Before preparing documents, you should consult with the local administration on the issue of budget financing. Since subsidies are issued only if there are sufficient funds in the regional budget. If there is not enough money, then financing is planned for next year. During this time, the prepared documents will become outdated and will have to be collected again.

Not all banks participate in the preferential lending program. Therefore, it is advisable to familiarize yourself in advance with the list of banks that issue mortgages for subsidies for teachers to purchase housing.

What documents to prepare and where to apply

To take part in the state program you need:

  • passport;
  • SNILS;
  • certificate of marriage or divorce (if available);
  • employment history;
  • military ID (for men);
  • 2-NDFL certificate confirming income level;
  • written consent of the second spouse to receive a loan;
  • documents relating to the purchased real estate (cadastral, technical passports, extract from the Unified State Register, purchase and sale agreement, equity participation or construction contract, depending on the chosen direction).

Issues of providing subsidies for teachers for the purchase or construction of housing are dealt with by local executive authorities. Therefore, an application for participation in the state program with a list of listed documents is submitted to the local administration.

How to get housing for a young specialist in 2019

After the agreed subsidy has been issued to the young specialist, the latter undertakes to carry out labor activities in the agricultural sector or social sector in a rural area for a period of at least five years.

In the first case, funds are accrued in various variations. For example, kindergarten teachers and teachers have the right to receive a salary increase for three years. This privilege is granted to such specialists on a monthly basis. In addition, current legislation provides for the provision of specified funds during periods that fall during the completion of the employment contract.

Procedure and features of obtaining a mortgage loan

Applying for a preferential mortgage consists of the following steps:

  • registration in the queue of persons in need of improved housing conditions;
  • submit an Application for a one-time cash payment to teaching staff of a municipal educational organization implementing programs of primary general, basic general and secondary general education for the purchase (construction) of residential premises to the local executive body with the attached documents;
  • obtaining a certificate entitling you to receive government support;
  • choosing a bank with suitable lending conditions and applying for a mortgage;
  • opening a special account to which subsidy funds will be transferred;
  • concluding a real estate purchase and sale agreement with the seller and a mortgage agreement with the bank;
  • making a down payment;
  • registration of the transfer of ownership and completion of settlement with the seller.

Changes in 2020

A Presidential Decree will come into force, according to which existing preferential loans can be refinanced at a rate of 6%, and the possibility of obtaining maternity capital will be extended until 2020 (Resolution of the Government of the Russian Federation dated December 30, 2017 N 1711 (as amended on July 21, 2018) “On approval of the Rules for the provision of subsidies from the federal budget to Russian credit organizations and the joint-stock company "DOM.RF" for compensation of lost income on issued (purchased) housing (mortgage) loans (loans) provided to citizens of the Russian Federation with children", Decree of the Government of the Russian Federation dated 21.07 .2018 N 857 “On amendments to the Decree of the Government of the Russian Federation of December 30, 2020 N 1711”).

Social programs for young professionals in rural areas

Social support for young specialists is provided at the level of the constituent entities of the Russian Federation - for this purpose, each region issues its own regulations that operate within the framework of federal target programs. Today there are two such programs, and both are aimed at rural development:

  • "Zemsky Doctor";
  • “Providing housing for young professionals in rural areas.”

The main objective of the measures taken is to provide housing to graduates of secondary vocational and higher educational institutions who are employed for the first time in state or municipal institutions. First of all, this concerns young doctors and teachers, but recently they have been joined by representatives of agro-industrial professions. Many regions establish support measures for specialists from other fields.
