Registration of individuals

If an individual does not have a place of residence (place of stay), real estate and (or) vehicles belonging to him on the territory of the Russian Federation, registration is carried out by the tax authority, to which, at the choice of the individual, an Application is submitted (form 2-2 Accounting) .

You can submit the Application to any tax authority of your choice in person, through a representative, send it by registered mail, or fill out the Application on the official website of the Federal Tax Service www.nalog.ru using the service “Submission of an Individual's Application for Registration.”

When submitting the Application in person, a document (documents) identifying the individual and confirming registration at the place of residence (stay) is simultaneously presented to the tax authority.

If there is no place of residence (place of stay) on the territory of the Russian Federation, only a document certifying the identity of the individual is provided.

If an Application is submitted by a representative, a document confirming his authority must be presented.

When sending the Application by registered mail, a duly certified copy of the document (copies of documents) identifying the individual and confirming registration at the place of residence (stay) may be attached to the Application for registration.

The documents required for registration of foreign citizens are submitted to the tax authorities in Russian or in a foreign language with a translation into Russian certified in the prescribed manner.

The tax authority is obliged to register an individual on the basis of an application from this individual within five days from the date of receipt of the said application by the tax authority and, within the same period, issue him a certificate of registration with the tax authority (if the specified certificate was not previously issued).

If an individual’s application is sent by registered mail or transmitted electronically via telecommunication channels to the tax authority, the tax authority shall register the individual on the basis of such an application within five days from the date of receipt from the authorities specified in paragraph 3 and 8 art. 85 of the Tax Code of the Russian Federation, confirms the information contained in this application and, within the same period, issues (sends) to the individual a certificate of registration with the tax authority (if the specified certificate was not previously issued).

If an Application is submitted using the service “Submission of an individual’s application for registration,” the applicant is notified by email of the period of time during which he can contact the tax authority to obtain a Certificate of Registration with the tax authority.

If there is information in the Unified State Register of Taxpayers about the registration with the tax authority of the individual who submitted the Application, registration is not carried out, and the Application serves as the basis for issuing (sending) to this individual a Certificate in the form established by the Federal Tax Service of Russia, in within five working days from the date of receipt of such Application.

The registration of citizens as those in need of residential premises is carried out by the Administration of the Vladimirovsky rural settlement at the place of residence of citizens.

The registration of citizens as those in need of residential premises is carried out in accordance with the Housing Code of the Russian Federation (hereinafter referred to as the Housing Code of the Russian Federation), the Regional Law of 01/01/2001. “On the registration of citizens as those in need of residential premises provided under a social tenancy agreement in the territory of the Rostov region”, Art. 27, 30 of the Charter of the municipal formation “Vladimirovskoe rural settlement”.

A citizen can be admitted to housing registration if he is recognized in the prescribed manner as low-income and needy.

Grounds for recognizing citizens as needing residential premises

The grounds on which citizens are recognized as needing the provision of residential premises under social tenancy agreements are defined in paragraph 2 of Article 51 of the Housing Code of the Russian Federation.

It should be remembered that not all citizens recognized as being in need of residential premises have the right to demand the provision of residential premises on the basis of a social tenancy agreement, since these persons, in addition to being recognized as being in need of residential premises, must also either be recognized as low-income

, or classified by law or decree of the President of the Russian Federation as
other categories
of citizens who may be provided with residential premises under a social tenancy agreement.

A citizen applying for the provision of residential premises under a social tenancy agreement is recognized as needing the provision of residential premises in the following cases:

1. If neither the citizen nor his family members are either tenants of any residential premises under a social tenancy agreement, or owners of any residential premises.

It should be noted that if a person applying for the provision of residential premises under a social tenancy agreement lives in residential premises provided to him from the state or municipal housing stock, but from a fund other than the social use fund, i.e. For example, uses residential premises on the basis of a tenancy agreement, this person is not deprived of the right to be recognized as in need of residential premises provided under a social tenancy agreement.

3. If a citizen lives in a premises that does not meet the requirements established for residential premises.

A citizen applying for the provision of residential premises under a social tenancy agreement will be recognized as in need of residential premises if he or members of his family are tenants of residential premises under a social tenancy agreement, or the owners of residential premises, but this residential premises is the only one for them and it located in an apartment in which several families live, one of which has a patient suffering from a severe form of a chronic disease, the list of which is established by the Government of the Russian Federation, in which living together with him in the same apartment is impossible.

PROVIDING HOUSING FOR WWII VETERANS

According to the federal law “On Veterans” of January 12, 1995, as amended on December 21, 2009, the following categories of citizens are provided with housing at the expense of the federal budget:

1. Disabled people of the Great Patriotic War

2. Participants of the Great Patriotic War

3. Persons awarded the badge “Resident of besieged Leningrad”

4. Members of the families of deceased (deceased) disabled people of the Great Patriotic War and participants of the Great Patriotic War (subparagraph 4 of paragraph 1 of Article 21).

In accordance with the regional law -ZS “On the registration of citizens as those in need of residential premises provided under a social tenancy agreement in the Rostov region”, the veteran must submit the following list of documents to the local government body:

1. Application in the prescribed form (issued by the Administration);

2.Copy of passport;

3. A copy of the insurance certificate of state pension insurance;

4. A copy of the certificate of a veteran of the Great Patriotic War.

5. Documents confirming the legal status of the occupied housing (a copy of the certificate of ownership or a copy of the social tenancy agreement).

Notarization of copies of documents is not required. The documents specified in paragraphs 6–8 are requested by the local government independently. If a veteran of the Great Patriotic War previously lived in another municipality or state, the request is also sent by the local government body.

PROVIDING HOUSING FOR ORPHANS

The provision of living quarters for orphans is carried out in accordance with the Resolution of the Administration of the Rostov Region “On the procedure for providing living quarters and spending subventions for the exercise of powers to provide living quarters for orphans and children left without parental care, persons from among them aged 18 to 23 years , children under guardianship (trusteeship)."

The basis for making a decision to provide residential premises in accordance with this Procedure is an application

- certificates from the Office of the Federal Service for State Registration of Law on the presence (absence) of property of the orphan and his family members;

- a lease (sublease) agreement for residential premises in which the orphan and his family members currently live;

- a certificate from the hostel (orphanage) in which the orphan currently lives (original);

— copies of title documents for residential premises provided to a person from among orphans under a lease (sublease) agreement;

— an extract from the house register, a copy of the personal account, or a certificate from the hostel about free accommodation (original);

— a medical certificate about the orphan’s health status and his right to additional space if there are medical indications in accordance with the current legislation of the Russian Federation;

— certificate from the place of study about the date of graduation from the educational institution;

The right to provide living quarters in accordance with these Regulations is granted to orphans only 1 time.

Legal representatives of orphans from the age of 14 apply to the education department of the Administration of Krasny Sulin, then to the Administration of the Vladimirovsky rural settlement, with the package of documents listed above.

The procedure for registering a car

Only after fully preparing the package of documents required for registration should you go to the road inspection department, the territorial address of which can be found out in advance on the official Internet portal of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia by selecting the desired region. There you can also find out the days and hours of operation of this government institution. If the car meets all the parameters, then the procedure ends with the signature of the traffic police officer on the vehicle inspection report. If he has any doubts about these correspondences, for example, suspicions about the authenticity of the numbers stamped on the body, then he will be asked to send the car for forensic examination.

Completing the car registration procedure

After successful completion of the technical inspection, you should submit the signed report to the document issuance window, and, after waiting a little, receive all the documents back at your disposal. Do not forget to check the presence of all documents returned to you. At the same time, you must obtain a state registration certificate for the vehicle and two license plates. Don’t forget to check that the car owner’s details are included in the PTS.
