Do changes need to be approved?

Article 25 of the RF Housing Code defines the concept of redevelopment as changes that must be necessarily reflected in the technical passport of the premises. All work must be previously agreed upon with authorized representatives of the housing inspection. Otherwise, an administrative fine will be imposed on the owner of the apartment, the amount of which is determined by Article 7.21 of the Code of Administrative Offenses of the Russian Federation.

Mandatory approval of the following work is required:

  • affecting the supporting structures of the entire building;
  • changing the architectural characteristics of the house;
  • installation of new floors;
  • moving a bathroom or gasified equipment to another room;
  • transition to an autonomous heating system;
  • combination of two residential apartments.

The following list of activities will not be agreed upon under any circumstances due to the fact that it is prohibited by current legislation:

  • complete dismantling of load-bearing elements;
  • reducing the living room area by 25% to increase the bathroom or kitchen;
  • moving the toilet into the room if the neighbors’ living quarters are located underneath it;
  • movement of ventilation channels;
  • combining the kitchen with the room if gasified equipment is installed in it;
  • increasing the balcony due to the area of ​​the living room;
  • installation of heated floors connected to the central heating system.

In cases where the transactions could not be legalized on time, a fine will be imposed on the owner. Without legalization, the sale of the apartment or its privatization cannot be carried out in the future.

How to agree on redevelopment step by step

Coordination of the redevelopment of premises (despite the fact that in almost every case it is a lengthy and labor-intensive procedure) generally consists of typical sequential actions:
