What documents are issued by the BTI? And how long to wait? | Questions and answers on the Nedvio website

One of the main activities of BTI is the provision of various services to the population, including the provision of various information that is issued to the owners of real estate or their authorized representatives in the form of certificates and other established forms of documents. To obtain the necessary information, you need to correctly compose a request, attach the necessary documents to it and send it to the institution.

This can be done in two ways - by contacting the BTI in person, or through a company that provides the relevant services. In the first case, you will first need to make an appointment, where a specialist will help you fill out the necessary papers. In the second case, the company will do all the procedures for the client, the customer will only have to wait for the required information to be received.

Why might you need information from the BTI?

This institution contains information about the characteristics of almost all apartments, houses and other types of real estate. Data sheets store information about the condition of the floors, the presence of communications, the material from which the walls are made, and so on. Such information is most often required in the following situations:

  • When assessing an apartment, building or land plot. It is needed when obtaining a loan, drawing up a purchase and sale agreement (to know the real value of real estate) and in other similar cases.
  • When obtaining permission for redevelopment. In such a situation, it is necessary to know exactly the materials from which the load-bearing structures are made, their thickness and condition, in order to coordinate the redevelopment project and not expose the building to the risk of collapse or falling into disrepair.
  • In the process of privatization or registration of rights to premises, in order to clearly identify the property.
  • When the owner changes as a result of a purchase or sale transaction, donation, inheritance, and so on. When registering these actions in a justice institution, a registration certificate and various BTI certificates are mandatory.
  • In the process of mortgage lending to identify the property and register the encumbrance on it.

What it is?

The floor plan of a building is a schematic drawing of the entire floor space on which the required apartment is located.

If the BTI plan is made for a private house, the drawing will be a “top view” of your house.

The functional purpose of the floor plan is as follows:

Opportunity to create a new layout of non-residential premisesand privatization of individual rooms in former dormitories
Carrying out repair workwith redevelopment of the existing architectural design of the premises
Required when completing a number of real estate transactionspurchase and sale, barter, donation, rent, etc.
Upon entering into inheritance rightsand when registering ownership of a property
Buyout of residential real estatefor the purpose of further converting it into non-residential for commercial use

The floor plan created by the staff of the Technical Inventory Bureau should clearly show:

Actual location of roomswalls and partitions
Premises for utility purposes, balconies and loggiasvarious jumpers
Doorwaysif available - balconies and loggias
Window designs and features of their configurationengineering communications, etc.

Also, the BTI floor plan contains complete information about the size of staircases and openings, information about the height of the premises, the location of elevator and garbage chutes and ventilation.

A prerequisite is the addition of an explication of the premises to such a plan.

When is it necessary?

Many Russians believe that when performing any actions and documentary manipulations with real estate, it is enough to have a technical passport. It is not always so.

In some cases, it is absolutely impossible to do without such a document as a floor plan of the building:

When creating a new floor planconverted into non-residential real estate with subsequent commercial use
Privatization of former hostels by room or other partsalso redevelopment of residential and non-residential premises
Registration of a number of real estate transactionspurchase and sale, barter, donation, rent, etc.
Entry into inheritance rights, as well as execution of a willregistration of ownership of real estate

With all the variety of permitted uses of the floor plan, its main use is carrying out repair work with redevelopment.

This document is especially relevant if repairs are carried out in apartment buildings.

Demolition of the “wrong” partition or a new doorway made “in the wrong place” without approval from the authorized bodies can lead to the collapse of parts of the common building (apartment building).

Possible nuances

The main use of the floor plan of the premises is to carry out repair work and redevelopment.

However, this word itself is understood differently by different people. Someone, in order to re-stick the wallpaper and change the floor covering, goes to the Department of Architecture and tries to get official permission from the authorities.

Others, on the contrary, will redecorate an entire apartment in a multi-story building without any approvals, and then they are picture-surprised at “what does the administration have to do with my renovations in my own apartment.”

The Housing Code of the Russian Federation establishes the concept of redevelopment.

It refers to any independent change in the basic technical parameters of housing.

Such changes include:

Demolition or erection of partitions and walls in placeswhere they were not previously present (the most common are demolitions of the partition between the bathroom and toilet)
Punching doorways in monolithic wallsor moving window openings
Transfer of heating devicesfrom one place to another
Combining several rooms into onefor example, connecting the kitchen with the living room or insulating the balcony and incorporating it into the living area of the apartment

By carrying out illegal redevelopment without notifying the BTI, you, of course, make your living space cozier and more comfortable to live in, but you lose the opportunity to:

  • carrying out any real estate transactions;
  • transferring your apartment as a gift or by will;
  • take out a loan or mortgage from any serious financial institution.

General rules for submitting a request to the BTI

To obtain the necessary information, first of all, you should collect a certain set of documents. It depends on the purpose and composition of the requested information. After preparation, you need to contact the BTI, which serves a certain area. Since information about a building or premises in it is required, you should only contact the state or municipal BTI, since commercial structures may not have the necessary data.

To obtain data from the technical inventory bureau, it is recommended to perform the following steps:

  • Fill out an application to the BTI, which must reflect the purpose of obtaining information.
  • Update the technical passport (if necessary). It is recommended to do this at least once every five years, since information becomes outdated, and regulatory documents require information about the condition of the building to be brought in accordance with actual parameters.
  • Provide the institution with a package of documents in accordance with the list. In most cases, you do not have to provide the original; a copy, previously certified by a notary, is sufficient.

If the applicant is a legal entity, then a letter of guarantee and a document confirming the authority of the representative will be required.

Organs of interaction

The process of obtaining permission to carry out redevelopment requires interaction with many government stakeholders and non-profit enterprises, including:

  1. Management architecture department of the administration of the relevant territorial body;
  2. Housing and Communal Services Department of the Administration of the relevant territorial body;
  3. Bureau of Technical Inventory;
  4. Management company or representative of the homeowners association;
  5. Housing inspection and other supervisory authorities (in case of controversial situations);
  6. Project organization.

In some cases, it becomes necessary to coordinate the reorganization with other organizations. This may be due to the characteristics of the territorial unit or a specific situation.

Features of submitting individual requests

Most often, people turn to the BTI to obtain a certificate of ownership of a property. It serves as confirmation of the presence or absence of certain property of the applicant. You can obtain such a certificate by providing the following documents to the institution:

  • Passport or equivalent document;
  • Receipt of payment of the duty;
  • Documents about the applicant's marital status (married or divorced).

Passport

Duty payment receipt

Marriage certificate
When sending a request to the BTI about ownership of a property, you must remember that such a certificate can only be provided in relation to premises that belonged to someone in the period from 1992 to 1998. To confirm the availability of property at a later period, you should apply for a certificate from Rosreestr.

Another popular reason for the request is the need for information about inventory news. To obtain it, the same documents are required as in the case of a certificate of ownership. It should be taken into account that since 2014 the BTI has not issued such certificates; if you need to obtain such information for the current date, you should contact Rosreestr.

To obtain a certificate confirming the absence of buildings on a plot of land, you must submit the following package of documents:

  • Certificate of ownership;
  • Extract from the cadastral plan;
  • Technical passport.

Before issuing the described certificate, a BTI employee must visit the site.

Often they request a certificate about the property, which contains all the information about the characteristics of the building.

What documents are needed for BTI for a home?

Each district has its own territorial Bureau. At the request of citizens, the department issues various accounting data on real estate objects. BTI also provide services to the population for technical inventory in cases of capital construction, technical work, and issue a technical plan.

If there is a need to remodel the house, you will definitely need the help of the BTI in issuing a technical passport. The first time you need to come to a government agency to apply for a registration certificate for an apartment or house, which is required for permission to rebuild a residential property. A technical passport is an initial graphic document in which a sketch or drawing plan for remodeling real estate is developed.

Let's consider the list of documents for making changes to the floor plan of the BTI for the reconstruction of living space:

1. Before going to the local BTI office, you need to have in your hands an act of completed reconstruction, permission for redevelopment and title documents. We are writing an application to the Bureau to obtain permission for redevelopment. Next, a day is set when measurements will be taken at the survey site.

2.On the appointed day, a BTI technical specialist comes to the site. It happens that people forget about the arrival of the technician and are absent from home. In this case, you must remember that such an attitude entails the Bureau’s refusal to subsequently provide the service. Next time you will have to pay for the work again.

3. After completing the procedures with measuring the area, a drawing of a new layout is prepared. The work takes approximately 10 days.

The most common documents that a property owner should collect at the BTI office to obtain registration:

  • tabular data on the organization of premises;
  • technical passport of the premises;
  • house floor plan;
  • certificate of appraised value of the house;
  • cadastral

    land plot;

  • certificate of actual location of housing;
  • information about address affiliation;
  • departure sheet from the BTI technical passport;

  • about the condition of the object, the level of wear, the size of floors, the presence of utilities (form No. 5);

  • if the subject of the transaction is a private house, certificate No. 3 is needed;
  • a certificate of the technical condition of the land plot is also required in case of redevelopment of the house (form No. 11).

Important! All inquiries to the BTI are made within ten days.

Technical information from the BTI is needed for the following:

  • it is necessary to officially formalize the transaction for the alienation of the house (purchase and sale agreement, execution of a gift agreement);
  • you need to redo the house plan or build an extension;
  • formalize privatization;
  • At the request of the bank, you need to urgently draw up a loan agreement to take out a mortgage.

Technical documentation is issued upon request to a specific circle of persons:

  • The owner of the property;
  • Representatives of the owner, subject to a notarized power of attorney;
  • Law enforcement or tax authorities;
  • Heirs of property;
  • For employers.

To confirm his right, the applicant must present the following package of documents to the Bureau:

  • Identity card – presented by everyone;
  • Certificate of ownership and extract from the Unified State Register - for the owner of the property;
  • The social tenancy agreement is only for the employer;
  • Document on entry into inheritance - for the inheriting parties;
  • Power of attorney – for a representative.

Important! The state service of registering your home with the BTI is carried out on a paid basis. The price is set by local authorities. The cost depends on the amount of work that BTI specialists will have to do to create the required document.

You can find out how to obtain an extract from the Unified State Register from our article.

Technical documentation

The technical passport contains information about the suitability of housing. Information about the area, actual address, number of rooms, inventory value of real estate, material. The document is needed to register ownership of real estate.

You should know that the registration certificate does not have an expiration date, but it is recommended to renew it every five years.

What documents do you need to collect for the BTI in order to obtain a registration certificate for an apartment?

List of main documentation:

  • passport of the Russian Federation on behalf of the applicant;
  • certificate of payment for a certain fee;
  • an applicant form, a sample of which can be obtained from a government agency employee;
  • a notarized agreement addressed to the representative;
  • documents giving the legal right to own real estate;
  • deed of gift (if necessary).

Important! The list of BTI services does not include the registration of a cadastral passport, so you will need to contact the MFC branch or the Cadastral Chamber to issue the document there.

You can obtain a cadastral passport through the official portal of the State Registration Service.

For more information about the technical passport and how to obtain it from the BTI, see the following video:

List of required documents

The specific composition of the package of documents depends on the type of certificate that is required. However, when making an appointment with a BTI specialist, you should have the following originals or notarized copies with you:

  • A passport or a document replacing it to prove your identity, and therefore the right to receive the requested information.
  • A certificate that confirms the rights to a land plot, building, apartment, and so on. It is necessary to clearly identify the property for which information is required.
  • A receipt confirming payment of the fee to the budget, since almost all BTI services are provided on a reimbursable basis.

After providing the package of documents, the specialist will issue a sample request to the BTI for the provision of the necessary data and will inform you whether additional information is required to prepare the certificate. It should be filled out as recommended. This can be done directly at the BTI, or you can use an inventory office form from the Internet and fill it out at a convenient time at home or at work. After this, you must submit it along with all the documents and wait to receive the requested information.

Main stages

In order to obtain permission and ultimately register changed configurations in an apartment or other premises, you must do the following:

  1. Applying to the BTI to obtain an updated or existing cadastral passport for residential premises;
  2. Collection of documents for applying to the administration or other executive body of a city, settlement, or territorial entity;
  3. Preparation of a project indicating all the work that is planned to be carried out in the premises;
  4. Applying for approval of reconstruction and redevelopment to the local government body and agreeing on the project with the chief architect;
  5. Carrying out work on the basis of a decision of the local government in accordance with the requirements of the set of standards and rules when carrying out work on the redevelopment of residential premises;
  6. Receiving an act of redevelopment, which is issued by the commission based on an inspection of the premises upon completion of the necessary work. In this way, the compliance of the project with what was done directly by the resident is revealed;
  7. Contacting the BTI after redevelopment to obtain a new technical passport with updated information;
  8. Registration of redevelopment, if it entailed changes in the area, or the owner (at the time of contacting government authorities) by obtaining a new certificate of ownership. If we talk about a social rental agreement, then amendments and re-registration of the agreement itself.

If we talk about unauthorized order, a person will bypass all these points, but ultimately will be faced with the need to legitimize the actions taken in court. Otherwise, such adverse consequences occur as:

  1. inability to accept the inheritance and register it in your name;
  2. difficulties with the sale or alienation of an apartment.

Procedure for making a request

When drawing up this document, it is necessary to take into account certain nuances. Firstly, the request should indicate information about the owner of the property, specific parameters of the property itself, which are indicated in the technical passport. They should be written exactly as in this document to make it easier and faster for BTI specialists to prepare information. If errors are made, a situation may arise where the applicant is denied certain data because such an item does not exist.

In addition, the applicant indicates what information is needed and why. When making a request to the BTI for information, you must remember that this information is confidential and is not subject to disclosure to unauthorized persons, therefore, even a close relative of the owner may be refused to receive a certificate without a power of attorney. In certain situations, data is provided at the request of government agencies, but the list of such cases is clearly defined by law.

If it is difficult to correctly compose a request on your own, you can contact specialized companies for help.

Receiving algorithm

Currently, in the Russian Federation, several government agencies are involved in drawing up floor plans of buildings and structures, including the Bureau of Technical Inventory.

In order to obtain the necessary technical document you need:

Find the telephone number of a BTI located in the same area as your apartmentor a home in need of inventory
Make an appointment with a bureau specialistbring with you the necessary documents giving you the right to receive a floor plan of your real estate
Determine the date and time of the specialist’s arrival at the site, if necessarythe decision to take measurements is made by the owner himself; you can also limit yourself to information stored in the BTI archives
Pay for the services of the Technical Inventory Bureau staffwithin 10-14 days from the date of measurements or submission of an application, receive a finished floor plan of your real estate

This algorithm involves a personal visit to the BTI. It is also possible to obtain the floor plan of the apartment online.

You will need:

On the website of a company providing online servicesfill out the application form
After calculating the cost of this operationpay for company services
Send by email the necessary documents for drawing up a floor planas well as a check or any other payment document confirming payment for the company’s services

The cost of such intermediary companies is about 2000-2500 rubles for preparing a plan and explication of the premises. Documents are ready within 5-10 working days.

Package of securities

A mandatory condition for obtaining a floor plan of a premises or structure is the provision by the applicant of a certain package of documents.

Some of them are intended to confirm the applicant’s involvement in the property, and the other part is important from a technical point of view:

Title documents for the real estate you owncertificate of registration, inheritance rights, privatization, purchase and sale agreement, donation, etc.
Cadastral passportis an identifier for any construction object
Documents confirming the identity of the applicantpassport of a citizen of the Russian Federation, international passport, military ID, driver's license, etc.

Sample application

The process of writing an application to provide you with a floor plan for your property is quite simple.

You will be given a sample of the correct filling in at your BTI department, and in some cases they will even help you fill it out.

It is worth remembering that application forms are approved by law, so there is no point in making a request for a house in writing, using tips from the Internet and close relatives.

The request for a BTI plan must include the applicant’s data, certain information about the property, the purpose of obtaining the floor plan, as well as information on payment of the state fee.

Plan

The floor plan, completed by BTI employees, is a neatly executed floor drawing.

If a residential property is being inventoried, the plan shall indicate:

  1. Dimensions of each room separately (length, width, height).
  2. Bearing structures.
  3. Door and window openings.
  4. Configuration of individual technical elements.
  5. Availability of utilities.
  6. Plumbing and gas equipment, etc.

Each BTI plan must be certified by the signature of the official who compiled it, as well as the necessary state seals and stamps.

Is it possible to obtain information from the BTI in another city?

If the property is located in another city (for example, the ownership of it arose as a result of inheritance), you can obtain the necessary certificates remotely, without having to travel anywhere. There are several options to do this:

  • Ask friends or relatives to submit a request. To do this, you will have to provide them with a power of attorney and pay a fee for them.
  • Submit a lawyer's request. This service is quite expensive, so experts recommend using this tool in exceptional cases.
  • Prepare the request yourself, attach a list of required documents and send it to the BTI by registered mail. This option will take a long time, but will minimize costs. It is also recommended to use it if there are no relatives or friends in another city.

Thus, obtaining certificates about the condition of property that is municipally owned or owned by individuals or legal entities is quite simple. You only need to pay the fee and fill out the request correctly, as well as collect documents in accordance with the established list.

Best before date

A once created and correctly executed floor plan of a building or structure is officially recognized as unlimited.

But in practice, it turns out that it is necessary to change the BTI plan once every 5 years. Usually in our country the situation with floor plans looks like this.

If you are not going to:

  • sell your home;
  • rent it out;
  • draw up a gift or exchange agreement;
  • privatize the premises in which you live;
  • undertake serious repairs with redevelopment of the premises;
  • enter into inheritance rights or, on the contrary, bequeath your real estate to anyone;
  • register ownership of a property, then you do not have to change or redo the floor plan of the building even after 5 years.

But as soon as you have a desire to make some manipulations with your real estate, you will first have to update the BTI plan.
