The new tariffs included the collection and sorting of waste according to European standards (for plastic/glass and food), waste recycling and the construction of waste sorting complexes. That is, from the point of view of the average person, nothing has changed except the price. And it is she who causes a wave of indignation.
Since the start of the “garbage reform,” 1.6 million Russians have demanded a recalculation of fees for municipal solid waste and managed to return more than 700 million rubles. What has the “garbage reform” changed?
Different regions have different fees for garbage removal. The maximum single tariff - the maximum cost of services of a particular regional operator for the removal of one cubic meter and one ton of waste - is influenced by the area of the region and population density, the logistics system, the number of landfills and waste processing plants nearby, as well as such an indicator as waste accumulation standards - the volume of solid waste. waste produced on average per year by one resident.
Within the region, tariffs may also differ depending on where exactly you live: in a city, village or gardening community.
Finally, the total amount in the receipt is affected by the number of people living in the apartment, but not its area, which is quite logical. For example, if you live alone in a large apartment, you will pay much less for garbage removal than a family of three, even if they are huddled in a small area. After all, you produce less waste. And of course, the tariff of a separate regional operator.
Line on the receipt
Behind the meager numbers in this line are hidden housing maintenance rates, and not every management company makes a clear justification for charging fees. But citizens must understand that an apartment building is a complex technical structure with many communications to ensure the livelihoods of the residents living in it, which must always be in good condition.
These include a wide variety of ongoing emergency home maintenance work, such as:
- Regular inspections of the technical condition of common property.
- Setting up equipment for the heating or summer season.
- Elimination of emergency situations by technical personnel of the management company, minor repairs of damaged equipment.
- Periodic garbage removal, cleaning of the local area, entrances, staircases, attics and basements.
But in addition to the mandatory work listed, utility workers are required to carry out inspections of the roof and gutters, canopies over entrances, ventilation systems, and make routine repairs if they are operating in violation of sanitary requirements.
Are there any benefits for garbage removal?
Since the garbage removal service is classified as a utility service, all the same requirements apply to it as to tariffs for heating, water supply and electricity. In particular, large families, disabled people and war veterans are entitled to monthly monetary compensation to pay for housing and utilities.
If you are part of a group of people who are entitled to compensation, the benefit should be taken into account and reflected in the final amount automatically. If you have recently received beneficiary status, contact your local social security department or MFC with all the necessary documents, and they will recalculate you.

The All-Russian Center for the Study of Public Opinion (VTsIOM) asked 1,600 people in 130 settlements in 46 regions, territories and republics of Russia whether they know what electricity tariffs consist of, what is primarily associated with the increase in tariffs over the past year, how significant Electricity costs are a budget item for our fellow citizens.
How electricity tariffs are determined remains a mystery to most of the country's population. Thus, the overwhelming majority of Russians surveyed (88%) found it difficult to name even the approximate cost of a kilowatt-hour. The average amount according to the answers of those who expressed their assumptions was 3.4 rubles.
More than two-thirds of respondents (69%) have no idea what the cost of the electricity tariff consists of. The least aware of this issue are young people (75% from 18 to 24 years old) and those with little education (75%). Only two out of ten survey participants (20%) said they know the principles of pricing. Most often, individual consumer expenses (20%) and increased costs for energy production and delivery (19%) were cited as key factors influencing the size of the tariff.
Despite not knowing basic prices, almost three-quarters of respondents (73%) said that electricity tariffs have increased in price in the last 12 months. The increase in payments is explained primarily by the economic crisis and inflation (33%). In turn, 15% did not notice any changes, and only 1% of respondents suggested that rates had decreased.
Monthly expenses on electricity for 40% of survey participants do not exceed 500 rubles, and 45% spend more than this amount. For the majority of our fellow citizens (64%), electricity costs are a significant item in the family budget. On the contrary, 30% do not consider the amounts billed to be significant.
Commenting on the results of the study, Sergei Pikin, Director of the Energy Development Fund, noted: “Given that the final tariff for electricity is determined by regional authorities, the population’s lack of understanding of the components of the electricity tariff gives rise to speculation and, as a result, distrust in the authorities. Scandals involving theft of funds (the largest example is the theft of billions of dollars by the company of last resort supplier Energostream) find fertile ground for the birth of rumors and suspicions of corruption.”

HOW TO FIND OUT THE TARIFF?
Our relatives, who live in a house with a gas stove, pay for electricity at a more expensive rate than our family (we have electric stoves in our house). What does the tariff depend on?

— Tariffs depend on the type of settlement where a person lives and on whether the apartment is equipped with a stationary electric stove and electric heating devices in the prescribed manner. Within the social norm, a lower cost of electricity applies. Thus, for city dwellers who have electric stoves legally installed in their homes, as well as for rural residents, the tariff within the social norm is 1.74 rubles/kWh, above — 2.77 rubles/kWh. For city residents who do not have such an electric stove, the tariff will be 2.48 rubles/kWh according to the social norm and 3.96 rubles/kWh above it. I would like to emphasize that the electric stove and heating appliances must be installed officially, in accordance with the design documents for the house.
There is a separate tariff schedule for multi-tariff metering devices. The cost of electricity when using them also depends on the time of day at which it is consumed. But in the Krasnoyarsk Territory, the use of such devices is, in general, rare.
HOW TO CHANGE THE PLATE?
It seems to me that our tariff is unprofitable - you need to pay more for electricity, and there is also a gas payment. Is it possible to change it if we install an electric stove in the apartment?

— The issue of equipping residential buildings with electric stoves is decided at the stages of their design and construction. If you are going to install an electric stove in a house with gas, you must register this according to the law. The Housing Code of the Russian Federation stipulates that the reconstruction of residential premises is the installation, replacement or transfer of utility networks, sanitary, electrical or other equipment that requires changes to the technical passport of the residential premises. These changes can be made at the Bureau of Technical Inventory (BTI) or the Multifunctional Center (MFC). Thus, the technical passport of the apartment must contain information about the presence or absence of a stationary electric stove, then the corresponding tariff will apply. Residents of private houses can provide technical specifications issued by the network organization, which indicate the allocated power for a stationary electric stove.

— The cost of consumption according to the social norm is calculated based on the number of citizens registered in a specific residential area.
The social norm in the Krasnoyarsk Territory is: for houses with central heating - 75 kWh per person per month, but not less than 110 kWh per subscriber per month. For residential buildings; equipped with electric heating installations from September 15 to May 15 - 400 kWh per subscriber per month, during other periods - 75 kWh per person per month, but not less than 110 kWh per subscriber per month.
You currently have 4 people registered. This means that you can only pay 300 kWh/month within the social norm (at a reduced price for electricity).

— Sometimes you can reduce electricity costs by installing a multi-tariff meter, differentiated by two or three zones of the day. The most favorable tariff is at night, and the most expensive is during peak electricity consumption in the morning and evening hours. But such a decision must be approached very carefully. Tariffs for such metering devices in the Krasnoyarsk Territory are beneficial only in cases where owners transfer the vast majority of electricity consumption to the night - for example, warming houses with electric heating systems, doing laundry, etc.

The same applies to hot water supply. Of course, there are also ongoing repairs, maintenance of staircases, etc.
In order for tariffs for these services to be formulated fairly, there must be some kind of negotiation process between residents and service companies, but our citizens have not learned this and, unfortunately, do not believe that this is necessary to do - to conclude contracts and monitor their implementation.
A certain rudiment of socialism remains, when every resident believes that the authorities themselves should do this for them.

2020
Tariffs for services for the transmission of a unit of electricity (power), if electrical energy (power) is supplied on the basis of an energy supply agreement:
For consumers connected to the networks of PJSC FGC - FAS Order No. 1618/19 dated December 10, 2019
For other consumers:

The procedure for the application by the guaranteeing supplier of unified (boiler) tariffs for services for the transmission of electrical energy through the networks of Moscow and in the Moscow region is regulated by paragraphs 5 and 87 of the Basic Provisions for the Functioning of Retail Electricity Markets, approved by Decree of the Government of the Russian Federation dated May 4, 2012 N 442 “On the functioning of retail electricity markets, complete and (or) partial restrictions on the mode of consumption of electrical energy”:
— maximum levels of unregulated prices for electrical energy (power) for the corresponding billing period are calculated by the supplier of last resort by price categories and include tariffs for electric energy transmission services.
The maximum levels of unregulated prices are differentiated by voltage levels in accordance with the differentiation used in determining the maximum levels of tariffs (tariff rates) for electric energy transmission services, and the maximum levels of unregulated prices are differentiated by groups (subgroups) of consumers.
Sales allowance
The size of the sales allowance for state enterprises is annually established by the Department of Economic Development and Reconstruction of the City of Moscow and the CCT of the Moscow Region. Tariffs for housing maintenance
What is included in the services for the maintenance and repair of common property of residents? Does the management company provide everything fully as prescribed in the Law and is it possible for the owners to reduce their payment for them?

Is it possible to resize?
Since clause 7 of Art. 156 of the Housing Legislation establishes the ability of residents to independently regulate the tariff rates proposed by the management company for the services provided, then they can legally enjoy this priority.
But this does not mean that payments can be minimized; rates must be no less than those established by local authorities, although managers can justify other payment amounts with documents.
If the meeting of residents independently carried out preliminary calculations and revealed a clear overestimation of payments, or residents are charged for services that the management company does not provide, then they have the right to approve a new tariff. On this basis, enter into amendments to the existing contract for the provision of services, and the management company will be obliged to change the payment.
Owners must understand that tariffs cannot be changed at any time - they will be valid for a year, and only at the end of the reporting period can amendments be made for new payments.
