Basic package of documents

The main package of documents for submission to local governments for the purpose of participation in the program was approved by Government Decree No. 889 of August 25, 2020 (Appendix No. 4 to the subprogram “Providing housing for young families” of the Federal Target Program “Housing”):

  1. Identity documents for each member of the young family.

After submitting all the necessary documents to the local administration, they are checked for compliance and accuracy, your application is registered, and then you wait for the official response, which should come to you by mail.

If you are placed on the queue as a participant in the “Young Family” program, you receive the right to a subsidy in the amount of at least 30 or 35% of the cost of housing, which is confirmed by the corresponding certificate (certificate of receipt of social benefits).

Requirements for participants and housing

To get on the waiting list for an apartment, a young family must meet the following requirements.

  • Officially registered marital union (or single-parent family). Couples who choose to live without a stamp will not be able to participate in the program. The absence of children is not an obstacle to receiving state support, but the amount of the subsidy will be less and the waiting period for receiving it will be longer. At the same time, a man or woman without a spouse and children will not be able to become a participant in the program.
  • The age of husband and wife is up to 35 years. It is checked twice – when submitting an application for participation in the program and when creating a list for distribution of funds. Several years may pass between the submission of an application and the formation of the list. If either spouse is over 35 at the time of distribution, applicants will be excluded from the program. For this reason, it is necessary to apply for registration as quickly as possible.
  • The family has money for housing. It is assumed that the family will receive up to 35% of the cost of the apartment from the state, and will pay the rest either through their own savings or through a mortgage loan. To participate in the program, you must prove that the family has the funds to pay the mortgage or pay off the balance from personal funds. You can provide certificates of earnings, statements of savings from a bank account.
  • The family needs government support to improve their living conditions. If one of the spouses has their own home or they live with their parents and have a share in their apartment, then they are unlikely to be able to receive money from the state. To confirm your need, you must contact local administrative authorities and prepare the relevant documents - for example, certificates of residence in a dilapidated building or in an apartment that is too small in size.
  • Previously, spouses did not benefit from government support under this program. If they have already received a subsidy, then they should familiarize themselves with other government programs.

These are standard requirements for potential program participants. It is recommended to contact the administrative authorities of your locality to clarify the conditions, since they may differ depending on the region. You must contact the Housing Policy Committee, checking the contact details on the official website of the administration.

There are also certain requirements for housing:

  • the owners of the apartment are not close relatives of the young family;
  • the housing is located in the same region whose administration approved the payment.

So, if housing is purchased in Moscow, then at least one of the spouses must have Moscow registration.

Conditions for participation in the state housing program “Young Family 2019”

The main objective of the project is to provide financial support to young married couples when purchasing residential real estate or improving housing conditions. To become a participant in this project, you must meet one of the following conditions:

  1. A childless young couple where both spouses are citizens of the Russian Federation - the state contributes 30% of the cost of the apartment;
  2. Families raising one or more children, provided that the mother or father of the child is a Russian citizen, can apply for subsidies in the amount of 35% of the value of the property;
  3. For men or women who are raising a child on their own and have Russian citizenship, the state is ready to pay at least 35% of the housing price.

The terms of the program also include other restrictions. Applicants must be under 35 years of age at the time of application. As for financial security, taking into account housing legislation, applicants should be considered in need. Family members must have registration at the same address. Among other things, in certain regions there is an additional condition - residence for 5 or more years in the territory of a given municipality.

Before submitting an application, applicants must ensure that they have the amount of money required to purchase an apartment (house) whose area complies with current standards.

Subsidy amount

If a family is childless, then it can count on 30% of the estimated cost of housing, and if the spouses have at least one child - on 35%. When purchasing an apartment in a building under construction, you can receive up to 50% of the estimated value of the property.

The formula for establishing the estimated cost of an apartment is as follows:

estimated area * cost standard for 1 m2 established by the local administration = estimated cost.

To establish the estimated area, it is necessary to take into account the number of family members. So, if there are 3 people in it, then 18 m2 will be taken into account for each.

What documents are needed

When contacting the local administration, spouses must provide the following documents:

  • statement;
  • photocopies of passports;
  • photocopies of children's birth certificates;
  • photocopy of marriage certificate, if available;
  • documents proving the applicants’ need for government support;
  • certificates of income, availability of savings and savings;
  • SNILS.

If the family has already taken out a mortgage and is paying off the loan, then it must additionally provide:

  • an extract from the Unified State Register of Real Estate, a contract;
  • photocopy of the mortgage agreement;
  • a certificate stating how much remains to be paid on the loan.

The application must indicate the following information:

  • name of the local government body;
  • request of applicants to include them in the list of program participants indicating their full name and date of birth, passport details and residential addresses;
  • a list of applicants’ children indicating their full name, date of birth, details of birth certificates or passports - depending on the age of the minors;
  • Full name, signatures and date of each adult family member, which confirms familiarization with the features of the program;
  • list of attached documents.

The administration will review the submitted documents and decide whether to include applicants in the program. If the decision is positive, perhaps after some time the family will receive government funds. A negative decision can be challenged in court.

Next, the administration of the locality draws up a list of participants to receive funding. The generated list is sent to the regional administration, which forwards it to the federal level. The authorized bodies will calculate the funds that a particular region will receive. Applications for funding are sent before June 1 of the current year. If a family is late in submitting an application before this date, then they will definitely not be given money next year.

After the regional administration has received data on how much money is allocated to its region, specialists distribute the amounts received among the participants. First of all, assistance is sent to large families and other needy applicants.

Details of the Affordable Housing program

The program began its work in 2011 and received a lot of positive feedback.

The program has several goals:

  • Prevent the aging of the nation by prioritizing families with children;
  • Provide part of the population with their own housing;
  • Raise the authority of government programs for young families;
  • Revive mortgage lending.

Important: the amount of subsidies under this proposal depends on many factors and does not have specific volumes.

For example, under this program a family:

  • Out of 2 people, they will receive assistance in the amount of 35% if they have a total monthly budget of 21,621 rubles;
  • Of 3 people, 40% subsidy if you have a monthly income of 32,510 rubles;
  • If there are 4 people in the family, then the monthly income should be 43,350 rubles and then you can count on a subsidy of 1 million rubles.

Important: with each subsequent child, assistance from the state increases by 5%; for large couples there is a separate list of benefits.

To get into this program you must meet the following conditions:

  • The family must have an official status corresponding to those in need of additional living space;
  • The total income of the family should be of such a size that it is enough to live on and pay off the mortgage;
  • Having a child increases the amount of the subsidy.

In order to have this most important status, in order to participate in such programs, at least one of the parents must be under the age of 35.

The program has had certain shortcomings before. However, after the innovations, it caused a resonance in society, especially among those people who planned to take part in the program after its extension.

Discontent was caused by:

  • Increasing the queue from 130,000 people to 170,000;
  • Directing funds to the construction of new housing, and not to the purchase of a ready-made new one;
  • To receive subsidies, a family must have a stable income at the required level;

  • According to the federal program, assistance should not exceed 30%;
  • For mortgage lending, the amount should not exceed the threshold of 2.2 million rubles;
    The family that has been on the waiting list since the beginning of 2011 will now not be able to purchase real estate on the secondary market, only new housing or participation in shared construction;
  • As already mentioned, according to the new rules, secondary housing is not available for purchase, although previously this was quite possible;
  • In the future, you will have to make monthly contributions to pay off the mortgage, since until it is repaid in full, the family will not be able to become a full owner of the home.

Until what year is the program valid?

The state program “Young Family - Affordable Housing” or as it is commonly called “Young Family” was initially envisaged until 2020 inclusive, but Dmitry Medvedev extended its validity for the period 2020 – 2020 in order to provide housing for the newly emerging young units of society.

Regarding other government programs:

  • The Federal Housing program has been extended until 2020;
  • Its subprogram “Providing housing for young families” has also been extended until 2020.

In addition to programs of national importance, there are regional programs created in districts:

  • In Kazan;
  • Krasnodar region;
  • Kirov region.

Program information

From 2010 to 2020, about 300,000 families took part in the program, and since the program has been extended for another 5 years, it can be assumed that the same number of families will take advantage of this opportunity.

Procedure for receiving a subsidy

If the spouses’ application was approved, then the purchase of housing will be made through the bank - program participants will not receive money in their hands. The family draws up an application for a certificate - this document will prove its right to a government subsidy. The certificate is valid for up to 7 months: during this period, the spouses need to find housing and prepare documents for its purchase.

The procedure consists of the following steps:

  • a family purchases an apartment and plans to pay the seller or development company;
  • then she submits documents to the bank that confirm her right to receive a government subsidy;
  • the bank sends a request to the administration, receives confirmation and makes the payment;
  • funds are credited to the account of the seller or developer company.

When contacting the bank, spouses must provide certain documents that confirm the fact that the funds will be spent on housing. These may include a mortgage agreement, an account servicing agreement, an extract from the Unified State Register of Real Estate, a purchase and sale agreement for an apartment, a certificate of debt and interest on the mortgage.

How can a young family get comfortable housing?

Spouses under the age of 35 can receive social payments from the state for the purchase of apartments of the “comfort” class and above, as well as for mortgage refinancing. This was made possible by amendments to the state program for providing housing for young families, which come into force on August 1. Previously, payments could be spent on purchasing only economy-class apartments. Now the class of the apartment does not matter - the family can choose any housing according to their taste and financial capabilities, writes pnp.ru.

State payments are equal to 35 percent of the estimated cost of housing an apartment for young families with children, and 30 percent for spouses who have not yet acquired heirs.

“By the end of the year, we will allocate 5 billion rubles for these purposes. This will help solve the housing problem for more than 15 thousand young families,” noted Prime Minister Mikhail Mishustin

at the Government meeting on July 24.

Who can participate in the state program

The key condition is the age of the spouses: both should be no more than 35 years old.

The program includes two-parent families with or without children, as well as single mothers or fathers. Large families have priority rights to receive payments.

Also, a young family must have the status of needing housing (registered by local authorities). Let us remind you that this status can only be obtained by those who do not own a suitable apartment for living.

Another important condition: the income level of the spouses must allow them to pay the remainder of the mortgage or the cost of housing.

How to receive and where to spend payments

With the support of the state, a young family can buy or build a house, enter into shared construction, repay the first installment or part of the principal debt and interest on the mortgage, and also make the final payment towards the share contribution.

Please note that payments are not a percentage of the price of the property, but a percentage of its estimated value. It is determined based on the standard cost of one square meter in the region and the standard living space per family member. For a family of two people, the norm is 42 square meters, for a family of three or more people - 18 “square meters” for each.

To become participants in the state program, spouses need to submit a package of documents to the local administration: a marriage certificate, a certificate of income, confirmation of the status of those in need of housing, and others. If the spouses plan to use the payment for a mortgage, then they must provide all the accompanying documents - an extract from the Unified State Register of Real Estate, a copy of the mortgage agreement, a bank certificate about the balance of the debt, and so on.

Officials must review the submitted application with documents within ten days, after which they must decide whether the family can participate in the state program. They must inform the applicants of the verdict within five days.

Based on all applications, local authorities create lists, which are then transferred to the regional level once a year, before June 1. Because it is the regional authorities that receive subsidies from the federal budget to make such payments.

When the size of the subsidy becomes known, the region will form a list of young families who will receive payments this year. There is an important nuance here: if by this time one of the spouses is over 35 years old, then the family will be deprived of the opportunity to receive money.

If the family has been allocated funds, they will be sent a notification with instructions on how to obtain a certificate of entitlement to receive social benefits. From the moment of receipt, the spouses have a month to provide the certificate to the bank to credit funds to their account. Late arrival without good reason will result in cancellation of payment. All payments can only be made through the bank, as it monitors the intended use of funds.

Practice shows that every year in small regions hundreds of young families are on the waiting list, but funds are allocated to only 10-20 families per year. The waiting period depends on the current number of program participants and funding. Usually it ranges from 2 to 6 years or more. For this reason, it is important to apply for the program as early as possible.

This state of affairs causes discontent among residents of the regions. Thus, in June 2020, single pickets were held in Yaroslavl in the city center, organized by participants in the “Young Family” state program. According to them, only large families can count on help, and families with one or two children are not moving forward in the queue. There has been no reaction from the authorities yet.

Who is eligible to participate in the program

By Resolution No. 404, the government clearly limited the range of categories of citizens for whom the new program is available to participate. The following groups can apply:

  • citizens who are provided with housing, if one family member has 18 square meters or less (no more than 32 square meters per person living in a given living area). If the income of him and family members living in the residential area, as well as the total value of their property does not exceed the limit established by regulations of the Russian Federation;
  • citizens living in an apartment or house declared unfit for habitation by an official decree. This also includes citizens living in apartment buildings that are rated as dangerous;
  • citizens with two or more minor children who are the holders of an official certificate confirming that the family is a participant in the state program “Maternity Capital”.   • citizens whose family includes at least three minors;
  • citizens who have officially received the status of combat veterans.
