Current legislation provides for several categories of citizens who have the right to expand their existing living space:
- persons who do not own any real estate;

- citizens who have relatives with any incurable serious illnesses that may pose a danger to everyone who lives with them;

Persons living on the territory of a dilapidated building or suffering from any chronic dangerous illnesses have the right to apply for an expansion of living space without a queue.

How to get housing if you are an orphan?
According to Russian legislation, the following persons have the right to receive preferential free housing:
- Children who were left without parental care.
- Children recognized as orphans.
Note! If it is necessary to obtain housing, such persons cannot have real estate under the right of social rent or private property. If available, housing will not be provided.
In accordance with Art. 52 of the Housing Code of the Russian Federation, an orphan needs to register as one in need of improved living conditions. To do this, you need to submit documents to the administration or through the MFC. Housing is provided only to those who have already reached the age of majority.
Types of programs

How can orphans register to receive housing from the state?
To get housing, you need to submit a package of documents and write an application to be placed on the waiting list.
This procedure is possible in the period 14-23 years. Then it is possible to restore the term only by court decision, but a good reason is required. As a rule, such children are registered by the management of the boarding school. The information is stored in a personal file. If this procedure is not completed, at the age of 18 you should undergo it yourself. If the orphan is under guardianship, this responsibility falls on the guardian.

In order for the submitted application to fully comply with the norms of current legislation and provide the interested person with the opportunity to expand his existing living space, the document must necessarily include the following information:
- the full name of the body that will review this document;
- the address where the institution is located;
- full name of the applicant;
- the date when a person began to live in a certain territory;
- the area of the premises in which the person currently lives;
- the exact address where the housing owned by the interested party is located;
- a list of citizens who live in the same territory with the applicant, including the full name of each of them, as well as the degree of relationship with the applicant;
- a list of circumstances that led to the need to expand the existing living space;
- if the area of the premises itself is too small to accommodate the family of the person concerned, he will need to indicate for what period of time he has lived there in oppressive conditions, as well as an indication of the circumstances due to which these conditions are intolerable;
- an indication of the full list of regulations on the basis of which a person has the legal right to expand living space (in particular, Law No. 29, issued on June 14, 2006, providing citizens with the rights to receive residential premises, as well as Law No. 22, issued on January 15, is indicated 2003, regulating the improvement of housing conditions);
- an indication that the interested person himself, as well as his relatives living in the same territory, are citizens of Russia;
- an indication of the period during which a person and his family live in the territory of a certain locality;
- an indication that over the past five years neither the applicant himself nor his family members independently carried out any actions aimed at specifically worsening their living conditions;
- an indication of the number of people who are relatives of the interested person and living with him in the same territory;
- an indication of the fact that in the near future it is planned to expand the list of residents, that is, there are newborn children or one of the residents is pregnant, if this fact actually occurs;
- a request to recognize the citizen himself and his family members as low-income, as well as in need of additional residential real estate;
- list of documents that are attached to the application and submitted to the authorized bodies.

Submission procedure and review deadlines
An application for housing must be submitted according to the following algorithm:
- Selecting the authority to which the application will be submitted. If the application is intended to obtain official housing, then it is submitted to the head of the enterprise. If you want to obtain municipal space, then contact the municipal authority.
- Preparing an application. It should be remembered that each region has its own form for filling out an application, which can be obtained from the local government authority. The application must indicate the reasons for obtaining housing, and a package of documents must also be attached.
- After submitting, you must wait for a decision. If refused, you can appeal to a higher authority or appeal the decision in court.

Procedure for providing housing
When placing on a queue to improve housing conditions, it is necessary to recognize citizens as needy, as well as contact the housing department of the local administration. In some cases, an application to be placed in a queue can also be submitted at the place of work, which means being in two queues at once.
Incapacitated citizens are placed on a waiting list for housing by their legal representatives.
The following are recognized as needing housing on the basis of Article 51 of the Housing Code of the Russian Federation:
- Persons who are neither tenants of housing under a social rental agreement nor owners of living space.
- Tenants or property owners provided with footage less than the established norm per person.
- Families living in a dilapidated house that does not meet safety and construction requirements.
- Persons living together with citizens suffering from chronic diseases, if living with them contradicts the requirements of sanitation and hygiene.
A mandatory requirement is that the family must have the status of “poor” (Article 49 of the RF Housing Code). The scheme for obtaining it is the same, but the procedure for recognition is established by each subject of the country separately.
To obtain it, you need to contact the social security authorities at the place of registration.
You must submit an application and the following documents:
- passports of all family members, birth certificates of children under 14 years of age;
- TIN certificates;
- marriage certificate (if available);
- certificates of family income for the last two years;
- social tenancy agreement, title documentation for property (if available);
- certificate from the Unified State Register.

- absence of actions that caused the deliberate deterioration of living conditions over the past five years (Article 53 of the Housing Code of the Russian Federation).

- persons who are citizens of the Russian Federation, who do not own housing or live at the time of filing an application with other family members on the basis of social tenancy agreements, do not have living space in accordance with current standards;
- individuals living in an emergency fund that does not comply with technical standards and other norms of housing legislation;
- individuals living with family members with chronic forms of illness that can be transmitted to another person or if it becomes impossible to live in the same living space. The list of these diseases is specified in the current legislation of the Russian Federation;
- large families;
- disabled people.

A large family is one of the reasons to turn to the state for help
The most important element of decent and comfortable care for children is housing that meets all requirements. Today, all regions of our country have adopted certain standards to provide those in need with social housing on preferential terms.
For the majority of unsecured large families, the state has provided a mortgage, which is preferential, at a low interest rate. A similar program is “Affordable Housing”.
In many regions there are various additional benefits that allow you to increase living space, obtain financing for the construction of a residential building, etc.
To learn more about the benefits and programs existing in your region, you need to contact the housing accounting sector located under local governments.
In order to receive assistance from the state in the form of housing or financing for its purchase, you need to provide a list of relevant documents to the housing policy department. Having received the documents, the Housing and Communal Services Commission will review them and, if the decision is positive, will put them in line.
Before submitting documents for consideration, you must take into account that your property does not have other housing with sufficient space for each person; you must confirm your property status.
From the social security authorities you must obtain a document on your property status and confirmation that your family is large. You need to contact social security with the appropriate statements. Copies of birth certificates are attached to the application if there are minor children.
Next, contact the housing sector at the administration. One of the certificates must confirm that you are a low-income family. It is necessary to provide copies of passports, birth certificates, and certificates of residence. The application must also be accompanied by a copy of the certificate of registration of the right to own housing, or a social tenancy agreement.
After one month, you will receive a commission decision on registration in the queue or a letter of refusal.
Disabled people
Disabled people and families with disabled children who need improved housing, according to the laws of the Russian Federation, are registered for its provision.
Housing can be allocated either under a social lease agreement or as a property, which is established by law.
If housing is provided under social rent, then its area may be larger than the minimum possible, but not more than twice, per person. Payment for social services, as well as maintenance and repair of housing, depends on the total area, taking into account benefits.
If disabled people who live in social service institutions apply for improved conditions (under social rent), then they are registered regardless of the space they occupy.

These categories of children can apply for housing after they reach adulthood, provided they are self-sufficient and live independently.

Employees of professions related to the social sector, that is, focused on serving the population, have the right to receive official housing. This happens especially often when teachers or medical workers move to villages, small towns or towns.
Since the salary is relatively low, it is unlikely that the employee will quickly be able to save up for personal property. A service apartment is a legal right that can be used, subject to the only condition for implementation - the availability of free places (most often in a dormitory).
