Gas equipment and the law
The main regulatory legal act regulating the procedure for the use of gas in citizens’ homes and the operation of gas equipment is Decree of the Government of the Russian Federation dated July 21, 2008 No. 549 “On the procedure for supplying gas to meet the household needs of citizens.”
The main provisions of this legal regulation are:
- regular maintenance of gas equipment (stove, water heater, gas meter, chimney, etc.) by competent specialists (usually employees of the gas supplier) and payment for this service;
- such service is mandatory and residents do not have the right to refuse it at their own discretion;
- installation, dismantling, and transfer of gas equipment is carried out exclusively by competent specialists;
- For non-compliance with the rules of this legal regulation, penalties are provided both on the part of the supplier and on the part of the state in the form of administrative sanctions.

Official connection to the gas supply system
Regardless of whether you live in an apartment or a house, there are a number of conditions that must be met in order for the use of gas to be legal:
- conclude an agreement for the supply of gas and maintenance of household gas equipment;
- providing the necessary documents for connection;
- performance of any type of work: connection, disconnection, installation and dismantling of equipment must be performed by specialized services licensed to perform this type of work;
- take action if you detect a gas smell, malfunction of gas equipment or its use for other purposes.
What can be called illegal tapping into a gas pipeline?
Such actions actually qualify as gas theft.
In administrative regulation, the concept of illegal tapping into gas supply lines is as follows:
- connection to gas supply lines without concluding an appropriate agreement with the supplier company;
- installation work carried out by an outside organization and persons not authorized for such actions;
